How was the CSG project, a major priority on the Rocard government's political agenda, constructed as a political event? Drawing upon empirical data from the Prime Minister's information and publicity service, it is possible to analyse the process of composition and recomposition of this event. Alongside saturating events such as the Gulf crisis and, to a lesser extent, the «high school and suburban crisis», the controversial CSG, in its construction as an event, relied essentially on the government's definition of the political situation. The frames of interpretation applied to the CSG by the media were aimed at reducing the controversy in terms of political tactics and parliamentary games, while the object itself presented specific difficulties of interpretation. * Contribution Sociale Généralisée: a tax designed to contribute towards keeping the French social security system afloat.Bregman Dorine. In France short films have become a way of gaining access to the film industry. The short film economy is based on financing and distribution mechanisms which are largely independent compared to the traditional channels of full-length films. The organization of work is based on the film companies' wish to incorporate the professional milieux of the various players (directors, actors, technicians and so on) and often implies alternative forms of remuneration. Even if this particular economy makes the short film a parallel and experimental sector, the fact remains that it fulfills an essential function: that of R&D for the film industry. It thus enables new directors and producers to prove themselves before launching out into the creation and production of full-length films.Le secteur de production de courts métrages constitue aujourd'hui en France une voie d'accès à l'industrie cinématographique. L'économie du court métrage est fondée sur des mécanismes de financement et de diffusion largement autonomes par rapport aux circuits classiques du long métrage. L'organisation du travail repose sur la volonté des sociétés de production d'intégrer le milieu professionnel des réalisateurs, comédiens, techniciens..., et implique bien souvent des formes alternatives de rémunération. Si cette économie particulière fait du court métrage un secteur parallèle et expérimental, il n'en reste pas moins qu'il remplit une fonction essentielle : celle de Recherche et Développement de l'industrie cinématographique, permettant ainsi à de nouveaux metteurs en scène et producteurs de faire leurs preuves avant de se lancer dans la réalisation et la production de longs métrages.Bregman Dorine.
