    The Legal Regime Governing the Recovery of Underwater Cultural Resources in the United States

    Historic wrecks exist in many of the navigable waters of the United States, particularly along the Atlantic and Gulf coasts. Attention will mainly focus, however, on the waters off Florida. These often dangerous waters, as part of a long-established trade route, contain more than their share of historic wrecks. As a number of these are Spanish galleons, wrecked on their way to Europe with value cargoes of gold, silver and precious stones, claim to such sites has been the subject of bitter disputes. The results of the legal battles arising from these disputes will have profound implications for the future of underwater antiquities, not only in Florida, but throughout the navigable waters of the United States

    Theoretical and Software Considerations for General Dynamic Analysis Using Multilevel Substructured Models

    An approach is presented for the dynamic analysis of complex structure sy~t'=!!!S using the finite element method and multilevel substructured models. The fixedinterface method is selected for substructure reduction because of its efficiency, accurac and adaptability to restart and reanalysis. This method is extended to reduction of substructures which are themselves composed of reduced substructures. Emphasis is placed on the implementation and performance of the method in a general purpose software system. Solution algorithms consistent with the chosen data structures are presented in detail. This study demonstrates that successful finite element software requires the use of software executives to supplement the algorithmic language. As modeling and analysis techniques become more complex, proportionally more implementation effort is spent on data and computer resource management. Executive systems are essential tools for these tasks. The complexity of the implementation of restart and reanalysis porcedures also illustrate the need for executive systems to support the non computational aspects of the software. The example problems show that significant computational efficiencies can be achieved through proper use of substructuring and reduction techniques without sacrificing solution accuracy. The unique restart and reanalysis capabilities developed in this study and the flexible procedures for multilevel substructured modeling allow analysts to achieve economical yet accurate analyses of complex structural systems

    High-speed Civil Transport Aircraft Emissions

    Estimates are given for the emissions from a proposed high speed civil transport (HSCT). This advanced technology supersonic aircraft would fly in the lower stratosphere at a speed of roughly Mach 1.6 to 3.2 (470 to 950 m/sec or 920 to 1850 knots). Because it would fly in the stratosphere at an altitude in the range of 15 to 23 km commensurate with its design speed, its exhaust effluents could perturb the chemical balance in the upper atmosphere. The first step in determining the nature and magnitude of any chemical changes in the atmosphere resulting from these proposed aircraft is to identify and quantify the chemically important species they emit. Relevant earlier work is summarized, dating back to the Climatic Impact Assessment Program of the early 1970s and current propulsion research efforts. Estimates are provided of the chemical composition of an HSCT's exhaust, and these emission indices are presented. Other aircraft emissions that are not due to combustion processes are also summarized; these emissions are found to be much smaller than the exhaust emissions. Future advances in propulsion technology, in experimental measurement techniques, and in understanding upper atmospheric chemistry may affect these estimates of the amounts of trace exhaust species or their relative importance

    Stellar Cruise Control: Weakened Magnetic Braking Leads to Sustained Rapid Rotation of Old Stars

    Despite a growing sample of precisely measured stellar rotation periods and ages, the strength of magnetic braking and the degree of departure from standard (Skumanich-like) spindown have remained persistent questions, particularly for stars more evolved than the Sun. Rotation periods can be measured for stars older than the Sun by leveraging asteroseismology, enabling models to be tested against a larger sample of old field stars. Because asteroseismic measurements of rotation do not depend on starspot modulation, they avoid potential biases introduced by the need for a stellar dynamo to drive starspot production. Using a neural network trained on a grid of stellar evolution models and a hierarchical model-fitting approach, we constrain the onset of weakened magnetic braking. We find that a sample of stars with asteroseismically-measured rotation periods and ages is consistent with models that depart from standard spindown prior to reaching the evolutionary stage of the Sun. We test our approach using neural networks trained on model grids produced by separate stellar evolution codes with differing physical assumptions and find that the choices of grid physics can influence the inferred properties of the braking law. We identify the normalized critical Rossby number Rocrit/Ro⊙=0.91±0.03{\rm Ro}_{\rm crit}/{\rm Ro}_\odot = 0.91\pm0.03 as the threshold for the departure from standard rotational evolution. This suggests that weakened magnetic braking poses challenges to gyrochronology for roughly half of the main sequence lifetime of sun-like stars.Comment: 26 pages, 10 figure

    Discovery of quantitative trait loci for resistance to parasitic nematode infection in sheep: I. Analysis of outcross pedigrees

    BACKGROUND: Currently most pastoral farmers rely on anthelmintic drenches to control gastrointestinal parasitic nematodes in sheep. Resistance to anthelmintics is rapidly increasing in nematode populations such that on some farms none of the drench families are now completely effective. It is well established that host resistance to nematode infection is a moderately heritable trait. This study was undertaken to identify regions of the genome, quantitative trait loci (QTL) that contain genes affecting resistance to parasitic nematodes. RESULTS: Rams obtained from crossing nematode parasite resistant and susceptible selection lines were used to derive five large half-sib families comprising between 348 and 101 offspring per sire. Total offspring comprised 940 lambs. Extensive measurements for a range of parasite burden and immune function traits in all offspring allowed each lamb in each pedigree to be ranked for relative resistance to nematode parasites. Initially the 22 most resistant and 22 most susceptible progeny from each pedigree were used in a genome scan that used 203 microsatellite markers spread across all sheep autosomes. This study identified 9 chromosomes with regions showing sufficient linkage to warrant the genotyping of all offspring. After genotyping all offspring with markers covering Chromosomes 1, 3, 4, 5, 8, 12, 13, 22 and 23, the telomeric end of chromosome 8 was identified as having a significant QTL for parasite resistance as measured by the number of Trichostrongylus spp. adults in the abomasum and small intestine at the end of the second parasite challenge. Two further QTL for associated immune function traits of total serum IgE and T. colubiformis specific serum IgG, at the end of the second parasite challenge, were identified on chromosome 23. CONCLUSION: Despite parasite resistance being a moderately heritable trait, this large study was able to identify only a single significant QTL associated with it. The QTL concerned adult parasite burdens at the end of the second parasite challenge when the lambs were approximately 6 months old. Our failure to discover more QTL suggests that most of the genes controlling this trait are of relatively small effect. The large number of suggestive QTL discovered (more than one per family per trait than would be expected by chance) also supports this conclusion

    Milk intake across adulthood and muscle strength decline from mid- to late life: the MRC National Survey of Health and Development

    Milk is a source of several nutrients which may be beneficial for skeletal muscle. Evidence that links lower milk intake with declines in muscle strength from midlife to old age is lacking. We used data from the MRC NSHD to test sex-specific associations between milk consumption from age 36 to 60-64 years, low grip strength (GS) or probable sarcopenia, and GS decline from age 53 to 69 years. We included 1340 men and 1383 women with at least one measure of both milk intake and GS. Milk intake was recorded in 5-day food diaries (ages 36, 43, 53 and 60-64), and grand mean of total, reduced-fat and full-fat milk each categorised in thirds (T1 (lowest) to T3 (highest), g/day). GS was assessed at ages 53, 60-64, and 69, and probable sarcopenia classified at age 69. We employed logistic regression to examine the odds of probable sarcopenia, and multilevel models to investigate decline in GS in relation to milk intake thirds. Compared with T1, only T2 (58.7-145.2g/day) of reduced-fat milk was associated with lower odds of sex-specific low GS at age 69 (OR (95% CI): 0.59 (0.37, 0.94), p=0.03). In multilevel models, only T3 of total milk (≥237.5g/day) was associated with stronger GS in midlife in men (β (95% CI) = 1.82 (0.18, 3.45)kg, p=0.03) compared with T1 (≤152.0g/day), but not with GS decline over time. A higher milk intake across adulthood may promote muscle strength in midlife in men. Its role in muscle health in late life needs further examination

    A tool for evaluating heterogeneity in avidity of polyclonal antibodies

    Diversity in specificity of polyclonal antibody (pAb) responses is extensively investigated in vaccine efficacy or immunological evaluations, but the heterogeneity in antibody avidity is rarely probed as convenient tools are lacking. Here we have developed a polyclonal antibodies avidity resolution tool (PAART) for use with label-free techniques, such as surface plasmon resonance and biolayer interferometry, that can monitor pAb-antigen interactions in real time to measure dissociation rate constant (kd) for defining avidity. PAART utilizes a sum of exponentials model to fit the dissociation time-courses of pAb-antigens interactions and resolve multiple kd contributing to the overall dissociation. Each kd value of pAb dissociation resolved by PAART corresponds to a group of antibodies with similar avidity. PAART is designed to identify the minimum number of exponentials required to explain the dissociation course and guards against overfitting of data by parsimony selection of best model using Akaike information criterion. Validation of PAART was performed using binary mixtures of monoclonal antibodies of same specificity but differing in kd of the interaction with their epitope. We applied PAART to examine the heterogeneity in avidities of pAb from malaria and typhoid vaccinees, and individuals living with HIV-1 that naturally control the viral load. In many cases, two to three kd were dissected indicating the heterogeneity of pAb avidities. We showcase examples of affinity maturation of vaccine induced pAb responses at component level and enhanced resolution of heterogeneity in avidity when antigen-binding fragments (Fab) are used instead of polyclonal IgG antibodies. The utility of PAART can be manifold in examining circulating pAb characteristics and could inform vaccine strategies aimed to guide the host humoral immune response

    How Low Can You Go?: Widespread Challenges in Measuring Low Stream Discharge and a Path Forward

    Low flows pose unique challenges for accurately quantifying streamflow. Current field methods are not optimized to measure these conditions, which in turn, limits research and management. In this essay, we argue that the lack of methods for measuring low streamflow is a fundamental challenge that must be addressed to ensure sustainable water management now and into the future, particularly as climate change shifts more streams to increasingly frequent low flows. We demonstrate the pervasive challenge of measuring low flows, present a decision support tool (DST) for navigating best practices in measuring low flows, and highlight important method developmental needs

    Actual and undiagnosed HIV prevalence in a community sample of men who have sex with men in Auckland, New Zealand

    <p>Abstract</p> <p>Background</p> <p>The prevalence of HIV infection and how this varies between subgroups is a fundamental indicator of epidemic control. While there has been a rise in the number of HIV diagnoses among men who have sex with men (MSM) in New Zealand over the last decade, the actual prevalence of HIV and the proportion undiagnosed is not known. We measured these outcomes in a community sample of MSM in Auckland, New Zealand.</p> <p>Methods</p> <p>The study was embedded in an established behavioural surveillance programme. MSM attending a gay community fair day, gay bars and sex-on-site venues during 1 week in February 2011 who agreed to complete a questionnaire were invited to provide an anonymous oral fluid specimen for analysis of HIV antibodies. From the 1304 eligible respondents (acceptance rate 48.5%), 1049 provided a matched specimen (provision rate 80.4%).</p> <p>Results</p> <p>HIV prevalence was 6.5% (95% CI: 5.1-8.1). After adjusting for age, ethnicity and recruitment site, HIV positivity was significantly elevated among respondents who were aged 30-44 or 45 and over, were resident outside New Zealand, had 6-20 or more than 20 recent sexual partners, had engaged in unprotected anal intercourse with a casual partner, had had sex with a man met online, or had injected drugs in the 6 months prior to survey. One fifth (20.9%) of HIV infected men were undiagnosed; 1.3% of the total sample. Although HIV prevalence did not differ by ethnicity, HIV infected non-European respondents were more likely to be undiagnosed. Most of the small number of undiagnosed respondents had tested for HIV previously, and the majority believed themselves to be either "definitely" or "probably" uninfected. There was evidence of continuing risk practices among some of those with known HIV infection.</p> <p>Conclusions</p> <p>This is the first estimate of actual and undiagnosed HIV infection among a community sample of gay men in New Zealand. While relatively low compared to other countries with mature epidemics, HIV prevalence was elevated in subgroups of MSM based on behaviour, and diagnosis rates varied by ethnicity. Prevention should focus on raising condom use and earlier diagnosis among those most at risk, and encouraging safe behaviour after diagnosis.</p
