MODELLING THE EFFECTS OF BANK OF RUSSIA’S MONETARY POLICY ON EAEU COUNTRIES
In this paper we estimate the effects of the Bank of Russia’s monetary policy on the Eurasian Economic Union members. The relevance of the study arises from two points: first, economic integration implies coordination in macroeconomic policy; second, fluctuations of Russian economy as the biggest economy in the region cause fluctuations in the whole EAEU, changing the flows of goods and resources. The purpose of this paper is to identify key effects and channels of cross-border transmission of Bank of Russia’s monetary policy under changing monetary regimes of the EAEU countries. For the empirical model we use quarterly data on EAEU key macroeconomic indicators from 2000 to 2021, the basic method is block-exogenous structural vector autoregression. Our results show that interest rate channel plays the key role in cross-border transmission of monetary policy effects in the region. The exception is the case when the recipient’s country central bank employs fixed exchange rate regime, rendering international interest rate channel ineffective. Another important channel is international trade: monetary policy tightening leads to the contraction of demand for the imported goods, so the exports of the recipient countries decrease. We conclude that despite heterogenous response among the EAEU countries to monetary shocks occurring in Russia, monetary policy tightening decreases economic activity in the whole economic union. Electroencephalographic Intercentral Interaction as a Reflection of Normal and Pathological Human Brain Activity
The authors summarized EEG findings and defined the nature of the intercentral EEG relationships in different functional states in healthy subjects and patients with organic cerebral pathology, based on a coherence analysis. Similar EEG characteristics in healthy individuals were identified: an anterior-posterior gradient of average coherence levels, the type of cortical-subcortical relationships in anterior cerebral structures. Right- and left-handed individuals showed frequent and regional differences in EEG coherence, which mainly reflected specificity of intracortical relationships. Development and regression of pathology in right-and left-handed individuals with organic brain lesions were thought to be caused by these differences. Lesions of regulatory structures (diencephalic, brain stem and limbic structures) provoked a more diffused kind of changes of intercentral relationships, in contrast to cortical pathology. These changes tended to reciprocate. The dynamic nature of intercentral relationships and their interhemispheric differences was revealed when changing functional states of the brain (increase and decrease of functional level) in healthy individuals and patients with organic cerebral pathology in the process of conscious and psychic activity restoration. Se revelan características semejantes de la estructura de relaciones de EEG de personas sanas: la gradiente anterior-posterior de niveles medios de coherencia, el carácter de la interacción cortical-subcortical de las secciones anteriores de los hemisferios. A su vez, se detectan diferencias de frecuencia y regionales en la coherencia de EEG en diestros y zurdos, que reflejan mayoritariamente la especificidad de la interacción intracortical. Se cree que estas diferencias causan la especificidad del desarrollo y la regresión de los estados patológicos de diestros y zurdos en lesiones cerebrales orgánicas. Se señala que en las lesiones de formaciones reguladoras (diencefálicas, troncales, límbicas) Provocan unos cambios de las relaciones intercentrales más difusos que en casos de patología cortical. Estos cambios tienden a la reciprocidad. Se revela el carácter dinámico de las relaciones intercentrales y sus diferencias interhemisféricas en los cambios de los estados funcionales del cerebro (incremento, disminución del nivel de funcionamiento) en personas sanas así como en la recuperación de la conciencia y la actividad psíquica en enfermos con patología cerebral orgánica. Uno de los factores que determina el carácter dinámico del cambio de la coherencia del EEG es el cambio del predominio de la actividad de ciertas estructuras reguladoras
Cognitive Foundations for Educational Strategies
New Age connected education with science, which is understood as a rational project. Science of New Age is principally public. Connected with it the ideal of objective truth claims the rational description of scientific methods. Historical transformation of ideals and types of rationality changed also the educational strategies of New Age. Foundations of such strategies are the foundations of scientific cognition: ideals and norms of scientific research, scientific world picture and philosophical foundations of science.
Traditions are extremely strong in education, but critique of them and understanding, that education must be changed, proclaim themselves very soundly today, particularly in jubilee report by Club of Rome “Come on!” For members and supporters of Ukrainian Synergetic Society, the ideas, expressed in report of Club of Rome, are consonant to their synergetic imaginations about complex self-organizing world and to view on modern stage of development of science as on postnonclassical one. Methodological principles of postnonclassical science are contrast to reductionism, postnonclassical world picture is based on dialectic ideas of becoming and wholeness, postnonclassical type of rationality approves objectiveness of knowledge by taking into account the human values of researchers.
Specificity of objects of postnonclassical science is brunching of nonlinear dynamics of self-organizing systems. It needs to elaborate in education process the certain cognitive orientations. Partially such orientations were formulated in methodological principles of nonlinear thinking, which orient to be ready for emergence of a new whole as a result o self-organization.
Current nonlinear scientific world picture considers the processes of self-organization of all levels of world's structure organization as condition of its existence. Understanding of such processes requires the elaboration of evolutionistic holistic worldview. Of course, learning of modern nonlinear theories can't be the task of common education. It is important, that readiness to favorable reception of evolution and holistic ideas is elaborated in process of such education

THE REORGANISATION OF THE ELECTRIC ACTIVITY OF THE MAN'S BRAIN WITH THE SUPRESSION AND RESTORATION OF THE CONSCIOUSNESS (CEREBRAL COMA)
The role of the different regulator cerebral systems in the formation of the neurophysiological mechanisms of the man's consciousness with the revealation of the various sides of its realization with the supression and restoration of the consciousness has been shown. It has been shown, that the obligatory condition for the normal state of the consciousness is the support of the optimum level of combination of the brain electric processes. The new EEG-parameters of the diagnostic evaluation of the brain functional state of the comatose patients, facilitating the development of the new methods of the intensive therapy and reanimation, and the prognosis of the postcomatose states have been revealed. Round-table “Education for the Future: Thoughts on the Jubilee Report of the Club of Rome”
Under this title, a meeting of the Round Table organized by the Ukrainian Synergetic Society was held within the framework of the scientific-practical conference "Innovations in Education: Value-Competence Approach", held on May 29, 2018 at the Dragomanov National Pedagogical University.

Traditionally, for such meetings, the role of moderator was performed by the president of the Ukrainian Synergetic Society, Professor Iryna Dobronravova. The participants expressed views on a certain resonance of the theses of the Rome Club with the ideas of synergetics: a call to abandon reductionism and linear thinking, recognition of a holistic approach to understanding the current situation on the planet and developing an action plan for favorable prospects, calling for synergy of action and a balance of sustainable development , call for disciplinary complementarity in research and training.
It focused on the philosophical foundations of the necessary transformation of thinking, which should become integral, on the ideas of the “new Enlightenment”, the “global citizenship” policy, education strategies as “literacy about the future”, which is based on connectivity, universal values and respect for cultural differences, focuses on sustainable development, on education, which comes from the pluralism of content and is inclusive, that is, it includes the whole range of contradictory and complementary perspectives, not limited to analytical, but cultivates integral thinking.
It is concluded that this report is certainly of great methodological importance for educational research and educational policy, especially in clarifying the problems of sustainable (balanced) development, globalization, internationalization and the development of a global civil society. Education for sustainable development and its component - education for global citizenship are relevant in the context of the problems posed by this report of the planetary development of humanity

СУТНІСТЬ ТА ЗНАЧЕННЯ АКАДЕМІЧНОГО СОЛЬНОГО ВИКОНАННЯ В УКРАЇНСЬКІЙ МУЗИЧНІЙ КУЛЬТУРІ
The purpose of the article is to investigate and reveal the essence of academic vocal performance, to analyze the importance of the artistic work of academic vocal performers, and to define their role in the artistic space of Ukraine. The research methodology consisted in the analysis of scientific-theoretical, art-critical and methodological literature. The analysis of academic solo performance made it possible to reveal its essence. With the help of observation the significance of academic solo performance in the artistic space was outlined. The real condition of opera houses was described. Through the method of analysis the level of commitment of Kyiv residents as to attending opera houses was assessed. The method of generalization provided for formulating the concept of the nature of academic vocal performer. By means of comparison the real state of the researched problem was revealed. The method of deduction made it possible to make conclusions and outline the prospects of further studies, and to offer a practical solution to the problem. The scientific novelty of the work. This work is assumed to be the first attempt to provide a constructive analysis of the place and role of academic vocal performers in the artistic space of our country. Brief recommendations on improving and reflecting the value of academic solo performance in culture-building processes of the country, in particular in opera and operetta houses, were elaborated. Conclusions. It was proved that at the present stage of formation of the cultural and artistic industry academic solo performance in Ukraine requires qualitative change. It was found out that the involvement of new young audience of fans in today’s opera is essential. The research showed that opera is facing a number of significant issues today, of which the problem of financing opera houses is the most burning. The indifferent attitude of the population to academic solo performers was detected.Цель работы – исследовать и обозначить сущность академического вокала, проанализировать значение творчества артистов, которые обладают манерой академического исполнения, и определение их роли в художественном пространстве страны. Методология исследования. Для достижения цели были проанализированы научно теоретическая, искусствоведческая и методическая литература. Сделанный анализ академического сольного пения позволил раскрыть его сущность. С помощью наблюдения обозначено значения академического сольного исполнения в художественном пространстве. Определено реальное состояние оперных театров. Путем анализа установлено уровень приверженности жителей Киева, относительно посещения оперных театров. Метод обобщения позволил сформулировать понятие о сущности вокального академического исполнителя. Путем сравнения выявлено реальное состояние обозначенной проблематики. С помощью метода дедукции отмечены выводы и перспективы дальнейшего исследования, предложено практическое решение проблемы. Считается, что впервые, конструктивно проанализированы место и роль исполнителей академической манеры пения в художественной жизни нашей страны. Кратко разработаны рекомендации по совершенствованию и отображению значимости академического сольного исполнения в культуротворческих процессах страны, в частности в театрах оперы и оперетты. Выводы. Доказано, что на современном этапе формирования культурно-художественной отрасли академическое сольное исполнение в Украине требует качественных сдвигов. Выявлено, что сегодня необходимо привлечение новой молодой аудитории сторонников к оперному искусству. Выяснено, что опера сталкивается с рядом существенных проблем. Отмечено, что весомыми есть проблемы государственного финансирования учреждений. Определено равнодушный интерес населения к исполнителям академического сольного исполнения.Мета роботи – дослідити та висвітлити сутність академічного вокалу, проаналізувати значення творчості артистів, які володіють манерою академічного виконання, та визначення їх ролі в мистецькому просторі країни. Методологія дослідження. Для досягнення мети було проаналізовано науково-теоретичну, мистецтвознавчу і методичну літературу. Зроблений аналіз академічного сольного співу дозволив розкрити його сутність. За допомогою спостереження окреслено значення академічного сольного виконання в мистецькому просторі. Визначено реальний стан оперних театрів. Шляхом аналізу встановлено рівень прихильності мешканців Києва щодо відвідування оперних театрів. Метод узагальнення дозволив сформулювати поняття щодо сутності вокального академічного виконавця. Шляхом порівняння виявлено реальний стан означеної проблематики. За допомогою методу дедукції означено висновки та перспективи подальшого дослідження, запропоновано практичне розв’язання проблеми. Наукова новизна роботи. Вважається, що вперше конструктивно проаналізовано місце та роль виконавців академічної манери виконання в мистецькому житті нашої країни. Стисло розроблено рекомендації щодо удосконалення та відображення значимості академічного сольного виконання в культуротворчих процесах країни, зокрема в театрах опери та оперети. Висновки. Доведено, що на сучасному етапі формування культурно-мистецької галузі академічне сольне виконання в Україні потребує якісних зрушень. Виявлено, що сьогодні необхідним є залучення нової молодої аудиторії прихильників до оперного мистецтва. З’ясовано, що в нашому сьогодення перед оперою постає багато проблем. Означено, що вагомою є проблема щодо фінансування закладів. Визначено збайдужілий інтерес населення до виконавців академічного сольного виконання
