    Technical assistance to the interagency coordination group seeking to reduce female genital mutilation/cutting

    This report documents technical assistance provided by FRONTIERS to the Interagency Coordination Group seeking to reduce female genital mutilation/cutting (FGM/C) in sub-Saharan Africa. In particular, staff assisted the group in networking, learning to talk to each other, setting up an operational way of functioning, and influencing key international policy and programmatic documents. Lessons learned through operations research on FGM/C were disseminated widely through the group’s activities and FRONTIERS technical assistance influenced several plans of action and implementation programs. The report notes that in addition to better networking for presenting a common regional vision during the development of policy and programmatic international documents, there is room for improving the collaboration between agencies. Recommendations include more coordination and information sharing within each agency, particularly between headquarters and regional offices

    Pan-Africanism: a contorted delirium or a pseudonationalist paradigm? Revivalist critique

    This essaic-article goes against established conventions that there is anything ethno-cultural (and hence national) about the so-called African tribes. Drawing largely from the culture history of precolonial/prepolitical Africans—that is, the Bantu/Cushitic-Ethiopians (Azanians)—the author has demonstrated vividly that far from being distinct ethno-culture national communities, the so-called tribes of African states are better considered subculture groups, whose regional culture practices erstwhile paid tribute to their nation’s main culture center in Karnak. For example, using the culture symbols and practices of some local groups and linking them to the predynastic and dynastic Pharaonic periods, I argued that there is compelling evidence against qualifying Africa’s tribes as distinct ethno-culture national entities. In genuine culture context, I stressed that the Ritual of Resurrection and its twin culture process of the mummification of deceased indigenous Pharaohs tend to suggest that the object of the Bantu/Cushitic-Ethiopians national culture was life (in its eternal manifestation) and then resurrection later, and that there are recurring (culturally sanctioned) ethical examples among the culture custodians of these subculture groups that generally pay tribute to the overarching culture norm. Furthermore, the fact that the Ritual of Resurrection began in the Delta region and ended at the Sources of the Nile, where the spirit of the deceased indigenous Pharaohs was introduced into the spiritual world of their ancestors, contradicts conventional perceptions that ancient Egypt was a distinct national community isolated from precolonial/prepolitical Africa/Azania

    Fish preservation in Senegal: potential use of lactic acid bacteria and their antibacterial metabolites. In Senegal, fish are first as staple animal protein foods for populations. Socioeconomic constraints hamper the development of industrial preservations. Traditional fish production has some inherent food safety concerns considering the high susceptibility of seafood to bacterial spoilage. Some strategies of seafood products preservation using lactic acid bacteria producing bacteriocin are not very expensive and do not consume energy very much. They can be adapted in the preservation of fish in Senegal particularly in the fermentation in which the catches, generally handled for many hours at ambient temperature, are only added salt (NaCl) and sun dried. Lactic acid bacteria producing bacteriocins could be used as starters (with addition of carbohydrates) during the preparation of fish for rendering them more resistant to the growth of spoilage and pathogenic bacteria by in situ production of organic acids and bacteriocins. A second alternative of application of these bacteria is to use bactericidal solutions obtained from their cultures as additional barrier to sodium chloride to prevent growth of the flora during fish storage for maturation. These new strategies of preparation combined with drying can be used to enhance microbiological and dietetic qualities of local seafood commodities

    Future research to underpin successful peste des petits ruminants virus (PPRV) eradication

    Peste des petits ruminants virus (PPRV) is a significant pathogen of small ruminants and is prevalent in much of Africa, the Near and Middle East and Asia. Despite the availability of an efficacious and cheap live-attenuated vaccine, the virus has continued to spread, with its range stretching from Morocco in the west to China and Mongolia in the east. Some of the world’s poorest communities rely on small ruminant farming for subsistence and the continued endemicity of PPRV is a constant threat to their livelihoods. Moreover, PPRV’s effects on the world’s population are felt broadly across many economic, agricultural and social situations. This far-reaching impact has prompted the Food and Agriculture Organization of the United Nations (FAO) and the World Organisation for Animal Health (OIE) to develop a global strategy for the eradication of this virus and its disease. PPRV is a morbillivirus and, given the experience of these organizations in eradicating the related rinderpest virus, the eradication of PPRV should be feasible. However, there are many critical areas where basic and applied virological research concerning PPRV is lacking. The purpose of this review is to highlight areas where new research could be performed in order to guide and facilitate the eradication programme. These areas include studies on disease transmission and epidemiology, the existence of wildlife reservoirs and the development of next-generation vaccines and diagnostics.     Remote sensing study of soil hazards for Odendaalsrus in the Free State Province

    Expansive soils are some of the most widely distributed and costly of geological hazards. This study examined ASTER satellite data, combined with standard remote sensing techniques, namely band ratios, in identifying these soils. Ratios designed to detect various clay minerals were calculated and possible expansive soils were detected, especially in the pans. It was also possible to delineate the mudrock that may act as a source for expansive soils. Moisture content clearly affected the ratios and it shows that remote sensing can detect where wetness leads to the development of problem soils. The fact that the area has relatively dry climatic conditions may explain why large areas of the mudrock have not yet weathered to clays. Because the ratios are not unique, results can be ambiguous, so care must be taken in the interpretation phase

    Elimination Theory for Nonlinear Parameter Estimation

    The work presented here exploits elimination theory (solving systems of polynomial equations in several variables) [1][2] to perform nonlinear parameter identification. In particular show how this technique can be used to estimate the rotor time constant and the stator resistance values of an induction machine. Although the example here is restricted to an induction machine, parameter estimation is applicable to many practical engineering problems. In [3], L. Ljung has outlined many of the challenges of nonlinear system identification as well as its particular importance for biological systems. In these types of problems, the model developed for analysis is typically a nonlinear state space model with unknown parameter values. The typical situation is that only a few of the state variables are measurable requiring that the system be reformulated as a nonlinear input-output model. In turn, resulting the nonlinear input-output model is almost always nonlinear in the parameters. Towards that end, differential algebra tools for analysis of nonlinear systems have been developed by Michel Fliess [4][5] and Diop [6]. Moreover, Ollivier [7] as well as Ljung and Glad [8] have developed the use of the characteristic set of an ideal as a tool for identification problems. The use of these differential algebraic methods for system identification have also been considered in [9], [10]. The focus of their research has been the determination of a priori identifiability of a given system model. However, as stated in [10], the development of an efficient algorithm using these differential algebraic techniques is still unknown. Here, in contrast, a method for which one can actually numerically obtain the numerical value of the parameters is presented. We also point out that [11] has also done work applying elimination theory to systems problems

    Technical assistance to organizations in Guinea seeking to reduce female genital cutting

    This reports details the technical assistance the Population Council’s FRONTIERS program provided to WHO’s Africa Bureau to implement a project addressing medicalization of female genital cutting (FGC), and to support Tostan in replicating its program in Guinea. Technical assistance had several aims: to improve the effectiveness of strategies to abandon FGC in Guinea, to assist WHO in developing and implementing a project to reduce FGC medicalization by health providers, to build the capacity of Guinean organizations to appropriately monitor and evaluate their FGC-related activities, and to enable the Comité de Lutte contre les Pratiques Traditionnelles portant Atteinte aux Femmes (CPTAFE) to re-orientate its activities toward a comprehensive community approach.
