IMPLEMENTASI KEWAJIBAN PENYEDIA JASA ANGKUTAN UMUM BERBENTUK BADAN HUKUM DI KOTA SURABAYA

Angkutan umum secara umum dapat dibagi menjadi dua jenis, yaitu angkutan umum dalam trayek dan tidak dalam trayek. Penyediaan jasa angkutan umum dalam trayek dan tidak dalam trayek wajib untuk berbentuk badan hukum Indonesia. Kewajiban penyediaan jasa angkutan umum untuk berbentuk badan hukum diatur dalam Pasal 139 ayat 4 Undang - Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan dan Pasal 79 Peraturan Pemerintah Nomor 74 Tahun 2014 tentang Angkutan Jalan. Pada prakteknya, pelaksanaan terhadap kewajiban penyediaan jasa angkutan umum untuk berbentuk badan hukum mengalami kendala. Tujuan dari penelitian ini adalah untuk menganalisis pelaksanaan kewajiban angkutan umum mikrolet berbentuk badan hukum oleh penyedia jasa angkutan umum mikrolet di Surabaya dan untuk menganalisis kendala yang dialami Dinas Perhubungan Kota Surabaya dalam pelaksanaan pengawasan dan penertiban angkutan umum yang belum berbadan hukum di Kota Surabaya. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Jenis data yang digunakan terdiri dari data primer dan data sekunder. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah melalui wawancara dengan informan yang memiliki keterkaitan dalam permasalahan ini. Teknik analisis data yang digunakan adalah dengan metode kualitatif. Hasil pembahasan dalam skripsi ini menunjukkan bahwa penyedia jasa angkutan umum mikrolet dalam kota di Surabaya secara keseluruhan belum berbentuk badan hukum sebagaimana dimaksud dalam Pasal 139 ayat 4 Undang - Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan dan Pasal 79 Peraturan Pemerintah Nomor 74 Tahun 2014 tentang Angkutan Jalan dan masih berbentuk badan usaha perorangan. Pada pelaksanaannya, Dinas Perhubungan Kota Surabaya memiliki berbagai kendala berupa penolakan terhadap pelaksanaan ketentuan yang telah ditegaskan dalam Pasal 139 ayat 4 UULLAJ dan Pasal 79 PPAJ. Penolakan tersebut disebabkan adanya balik nama kendaraan, kesulitan menjual kendaraan, dan apabila koperasi pailit akan berakibat pada kendaraan itu sendiri. Upaya yang dapat dilakukan Dinas Perhubungan Kota Surabaya dapat berupa upaya prefentif dan upaya represif. Kata Kunci: Implementasi, Penyedia Jasa, Angkutan Umum, Mikrolet, Badan Hukum

Political public relations in Indonesia: A history of propaganda and democracy

As an independent state once under Dutch and Japanese occupation, the forms of government communication in Indonesia range from using conventional and colonial propaganda to the professionalisation of political public relations. This paper offers a brief history of how Indonesian leaders used propaganda and public relations strategies in order to understand the social and political contexts underpinning the development of political public relations in Indonesia. It argues that the expansion of political public relations in Indonesia coincided with the country’s political reform, including liberalisation of the press, freedom of speech and expression, as well as advances in information and communication technologies. The findings reported in this paper confirm that the emergence of modern political public relations in Indonesia is closely linked to the broader democratisation of the country, including significant shifts in the electoral process. In its analysis, the paper offers new insights into the development of political public relations in Indonesia

Peran Pemerintah Kota Semarang dalam Pemberantasan Pungutan Liar di Pelayanan Publik (Studi Kasus : Pelayanan Perizinan Izin Mendirikan Bangunan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Semarang)

Public Service in providing licensing services are now familiar with theattendant bureaucracy which often provide a very complicated procedure. This studywill reveal the performance of public services in providing licensing servicesBuilding Permit (IMB) as an indicator of good governance. This study aimed toanalyze the efforts and the factors that hinder the Semarang city government incombating illegal fees in licensing services Building Permit at the Department ofInvestment and Integrated Services One Stop Semarang. In this study, researchersused a descriptive approach qualitative research methods, the research illustrates aphenomenon that has been going on and analyze the phenomenon through qualitativeresearch procedures. The results of this study in the realization of public servicessuch as service licensing, DPM_PTSP Semarang already provide a good enoughservice. Although in the realization of licensing services still do not meet the serviceof what has been determined in accordance with standards of public service, that isno problem at the speed of service and service schedule certainty. StandardOperating Procedure (SOP) has not run optimally, making it less effective andefficient in completing the work and the resulting deviant behavior extortion andkickbacks to the official community care givers

Long-Term Optical Flux and Colour Variability in Quasars

We have used optical V and R band observations from the Massive Compact Halo Object (MACHO) project on a sample of 59 quasars behind the Magellanic clouds to study their long term optical flux and colour variations. These quasars, lying in the redshift range of 0.2 < z < 2.8 and having apparent V band magnitudes between 16.6 and 20.1 mag, have observations ranging from 49 to 1353 epochs spanning over 7.5 yr with frequency of sampling between 2 to 10 days. All the quasars show variability during the observing period. The normalised excess variance (Fvar) in V and R bands are in the range 0.2% < FVvar < 1.6% and 0.1% < FRvar < 1.5% respectively. In a large fraction of the sources, Fvar is larger in the V band compared to the R band. From the z-transformed discrete cross-correlation function analysis, we find that there is no lag between the V and R band variations. Adopting the Markov Chain Monte Carlo (MCMC) approach, and properly taking into account the correlation between the errors in colours and magnitudes, it is found that the majority of sources show a bluer when brighter trend, while a minor fraction of quasars show the opposite behaviour. This is similar to the results obtained from another two independent algorithms, namely the weighted linear least squares fit (FITEXY) and the bivariate correlated errors and intrinsic scatter regression (BCES). However, the ordinary least squares (OLS) fit, normally used in the colour variability studies of quasars, indicates that all the quasars studied here show a bluer when brighter trend. It is therefore very clear that the OLS algorithm cannot be used for the study of colour variability in quasars

Pengaruh Pupuk Vermikompos pada Tanah Inceptisol terhadap Pertumbuhan dan Hasil Sawi Hijau (Brassica Juncea L)

Mustard is one of broadleaf vegetables are very potential to be cultivated because of the high demand of vegetables. production is likely to increase over the use of inorganic fertilizers and pesticides excessive. At the now widely circulated one is organic fertilizer vermicompost. Provision of vermicompost on soil can improve soil chemical properties, soil physical properties and biological properties of soil. This research was conducted in the Faculty of Agriculture experimental station, Riau University, campus Bina Widya km 12, 5, Tampan, Pekanbaru, with soil type Inceptisol, from March until May 2013. This study uses a completely randomized design (RAL) with 5 treatments and 5 replicates in order to obtain 25 units of the experiment, namely T0: without giving vermicompost, T1:2ton/ha vermicompost, T2: 4 tons / ha vermicompost, T3: 6ton/ha vermicompost, T4 : 8ton/ha vermicompost. Parameters observed in this study were plant height, number of leaves, leaf area, root volume, and fresh weight of consumption. vermicompost fertilizer on soil of Inceptisol significant effect on the growth parameters of plant height, leaf number, leaf area, and heavy consumption of fresh mustard plant and not a real effect on the root volume

Optimalisasi Throughput Menggunakan Link Aggregation Berbasis Open Source (Studi Kasus: PT Selaras Eka Citra Pariwara)

PT Selaras Pariwara Ekacitra merupakan Perusahaan dibidang advertising yang membutuhkan tingkat bandwidth yang besar karena tingkat transfer data yang sangat besar dari satu komputer ke komputer yang lain, terutama akses beberapa client ke server. Pada jaringan tersebut tingkat bottleneck terkecil yang terjadi adalah 74,6% dan tingkat bottleneck terbesar adalah 77,7%. Sedangkan rata-rata tingkat bottleneck yang terjadi adalah 75,58%. Link aggregation atau trunking port atau Ethernet bonding merupakan penggabungan beberapa port jaringan menjadi satu sehingga bisa mendapatkan bandwidth yang lebih besar dari beberapa interface. Pengujian endurance pada jaringan komputer dilakukan dengan melakukan transfer data dengan kecepatan maksimal dengan menggunakan File Transfer Protocol (FTP). Pengujian dilakukan pada server yang telah dipasang tools Filezilla server dan pada client yang telah dipasang filezilla client. Dan hasil setelah menggunakan metode link aggregation, kecepatan data transfer rate mengalami kenaikan rata – rata sebesar 66%

Corporate social responsibility on SKI KEHATI index corporate performance : a case study

Many companies are now increasingly aware of the importance of implementing Corporate Social Responsibility (CSR) as part of their business strategy and as the embodiment of the company's concern to society. This study specifically examines the SRI-KEHATI Index which is a new index that specifically includes issuers that have excellent performance in encouraging sustainable businesses, as well as having awareness of the environment, social and good corporate governance using an analysis technique that is regression weight in structural equation modelling used to examine the relationship between the variables. The model for this research is illustrated by the path diagram. It proves that the environment influences the company's financial performance, showing that the better the environmental performance, the respondent will respond positively through the fluctuations in the company's stock price which can improve the company's financial performance. The higher the corporate governance, the higher the corporate performance will be. Corporate Social Responsibility disclosure activities have a significant influence on the company's financial performance. The higher the social responsibility, the higher the corporate performance SRI-KEHATI. The strength of the theory of organizational legitimacy in the content of corporate social responsibility in developing countries has two elements; first, the capability to place profit maximization motives and second this makes a clearer picture of the company's motivation to increase its social responsibility.peer-reviewe
