    Public Service in providing licensing services are now familiar with theattendant bureaucracy which often provide a very complicated procedure. This studywill reveal the performance of public services in providing licensing servicesBuilding Permit (IMB) as an indicator of good governance. This study aimed toanalyze the efforts and the factors that hinder the Semarang city government incombating illegal fees in licensing services Building Permit at the Department ofInvestment and Integrated Services One Stop Semarang. In this study, researchersused a descriptive approach qualitative research methods, the research illustrates aphenomenon that has been going on and analyze the phenomenon through qualitativeresearch procedures. The results of this study in the realization of public servicessuch as service licensing, DPM_PTSP Semarang already provide a good enoughservice. Although in the realization of licensing services still do not meet the serviceof what has been determined in accordance with standards of public service, that isno problem at the speed of service and service schedule certainty. StandardOperating Procedure (SOP) has not run optimally, making it less effective andefficient in completing the work and the resulting deviant behavior extortion andkickbacks to the official community care givers

    Long-Term Optical Flux and Colour Variability in Quasars

    We have used optical V and R band observations from the Massive Compact Halo Object (MACHO) project on a sample of 59 quasars behind the Magellanic clouds to study their long term optical flux and colour variations. These quasars, lying in the redshift range of 0.2 < z < 2.8 and having apparent V band magnitudes between 16.6 and 20.1 mag, have observations ranging from 49 to 1353 epochs spanning over 7.5 yr with frequency of sampling between 2 to 10 days. All the quasars show variability during the observing period. The normalised excess variance (Fvar) in V and R bands are in the range 0.2% < FVvar < 1.6% and 0.1% < FRvar < 1.5% respectively. In a large fraction of the sources, Fvar is larger in the V band compared to the R band. From the z-transformed discrete cross-correlation function analysis, we find that there is no lag between the V and R band variations. Adopting the Markov Chain Monte Carlo (MCMC) approach, and properly taking into account the correlation between the errors in colours and magnitudes, it is found that the majority of sources show a bluer when brighter trend, while a minor fraction of quasars show the opposite behaviour. This is similar to the results obtained from another two independent algorithms, namely the weighted linear least squares fit (FITEXY) and the bivariate correlated errors and intrinsic scatter regression (BCES). However, the ordinary least squares (OLS) fit, normally used in the colour variability studies of quasars, indicates that all the quasars studied here show a bluer when brighter trend. It is therefore very clear that the OLS algorithm cannot be used for the study of colour variability in quasars

Pada jaringan tersebut tingkat bottleneck terkecil yang terjadi adalah 74,6% dan tingkat bottleneck terbesar adalah 77,7%. Sedangkan rata-rata tingkat bottleneck yang terjadi adalah 75,58%. Link aggregation atau trunking port atau Ethernet bonding merupakan penggabungan beberapa port jaringan menjadi satu sehingga bisa mendapatkan bandwidth yang lebih besar dari beberapa interface. Pengujian endurance pada jaringan komputer dilakukan dengan melakukan transfer data dengan kecepatan maksimal dengan menggunakan File Transfer Protocol (FTP). Pengujian dilakukan pada server yang telah dipasang tools Filezilla server dan pada client yang telah dipasang filezilla client. Dan hasil setelah menggunakan metode link aggregation, kecepatan data transfer rate mengalami kenaikan rata – rata sebesar 66%

    Multipole moments on the common horizon in a binary-black-hole simulation

    We construct the covariantly defined multipole moments on the common horizon of an equal-mass, non-spinning, quasicircular binary-black-hole system. We see a strong correlation between these multipole moments and the gravitational waveform. We find that the multipole moments are well described by the fundamental quasinormal modes at sufficiently late times. For each multipole moment, at least two fundamental modes of different \ell are detectable in the best model. These models provide faithful estimates of the true mass and spin of the remnant black hole. We also show that by including overtones, the =m=2\ell=m=2 mass multipole moment admits an excellent quasinormal-mode description at all times after the merger. This demonstrates the perhaps surprising power of perturbation theory near the merger

    Reconceptualising Atrial Fibrillation Using Renewal Theory: A Novel Approach to the Assessment of Atrial Fibrillation Dynamics

    Despite a century of research, the mechanisms of AF remain unresolved. A universal motif within AF research has been unstable re-entry, but this remains poorly characterised, with competing key conceptual paradigms of multiple wavelets and more driving rotors. Understanding the mechanisms of AF is clinically relevant, especially with regard to treatment and ablation of the more persistent forms of AF. Here, the authors outline the surprising but reproducible finding that unstable re-entrant circuits are born and destroyed at quasi-stationary rates, a finding based on a branch of mathematics known as renewal theory. Renewal theory may be a way to potentially unify the multiple wavelet and rotor theories. The renewal rate constants are potentially attractive because they are temporally stable parameters of a defined probability distribution (the exponential distribution) and can be estimated with precision and accuracy due to the principles of renewal theory. In this perspective review, this new representational architecture for AF is explained and placed into context, and the clinical and mechanistic implications are discussed

    EKSTRAKSI DAN KARAKTERISASI MINYAK ATSIRI BUNGA KENANGA (Cananga odorata) DAN APLIKASINYA SEBAGAI PENOLAK NYAMUK PADA LOTION DAN PARFUM

    Tujuan penelitian ini adalah untuk mengetahui karakteristik minyak atsiri bunga kenanga (Cananga odorata) hasil destilasi uap serta aplikasinya sebagai lotion dan parfum penolak nyamuk. Hasil karakterisasi minyak atsiri bunga kenanga yang ditinjau dari warna, bau, dan indeks-biasnya telah memenuhi standar kualitas minyak atsiri bunga kenanga menurut SNI 06-3949-1005. Namun demikian, bobot jenisnya yang sebesar 1,034 g/mL tidak sesuai dengan SNI. Hasil analisis komponen kimia penyusun minyak atsiri menggunakan GC-MS (Gas Chromatography-Mass Spectrometry) menunjukkan bahwa ada beberapa komponen utama dalam minyak atsiri yang teridentifikasi diantaranya yaitu benzyl benzoate, caryophyllene, linalool dan eugenol. Selanjutnya, uji efektivitas minyak atsiri bunga kenanga sebagai penolak nyamuk dalam bentuk lotion dan parfum menghasilkan bahwa minyak atsiri bunga kenanga dalam bentuk lotion lebih efektif mengusir nyamuk hingga 100% pada konsentrasi minyak kenanga 7,5%, sedangkan dalam bentuk parfum dapat mengusir nyamuk 100% pada konsentrasi 20%

    [(18)F]FDG-PET/CT metabolic parameters as useful prognostic factors in cervical cancer patients treated with chemo-radiotherapy.

    To compare the prognostic value of different anatomical and functional metabolic parameters determined using [(18)F]FDG-PET/CT with other clinical and pathological prognostic parameters in cervical cancer (CC). Thirty-eight patients treated with standard curative doses of chemo-radiotherapy (CRT) underwent pre- and post-therapy [(18)F]FDG-PET/CT. [(18)F]FDG-PET/CT parameters including mean tumor standardized uptake values (SUV), metabolic tumor volume (MTV) and tumor glycolytic volume (TGV) were measured before the start of CRT. The post-treatment tumor metabolic response was evaluated. These parameters were compared to other clinical prognostic factors. Survival curves were estimated by using the Kaplan-Meier method. Cox regression analysis was performed to determine the independent contribution of each prognostic factor. After 37 months of median follow-up (range, 12-106), overall survival (OS) was 71 % [95 % confidence interval (CI), 54-88], disease-free survival (DFS) 61 % [95 % CI, 44-78] and loco-regional control (LRC) 76 % [95 % CI, 62-90]. In univariate analyses the [(18)F]FDG-PET/CT parameters unfavorably influencing OS, DFS and LRC were pre-treatment TGV-cutoff ≥562 (37 vs. 76 %, p = 0.01; 33 vs. 70 %, p = 0.002; and 55 vs. 83 %, p = 0.005, respectively), mean pre-treatment tumor SUV cutoff ≥5 (57 vs. 86 %, p = 0.03; 36 vs. 88 %, p = 0.004; 65 vs. 88 %, p = 0.04, respectively) and a partial tumor metabolic response after treatment (9 vs. 29 %, p = 0.0008; 0 vs. 83 %, p &lt; 0.0001; 22 vs. 96 %, p &lt; 0.0001, respectively). After multivariate analyses a partial tumor metabolic response after treatment remained as an independent prognostic factor unfavorably influencing DFS and LRC (RR 1:7.7, p &lt; 0.0001, and RR 1:22.6, p = 0.0003, respectively) while the pre-treatment TGV-cutoff ≥562 negatively influenced OS and DFS (RR 1:2, p = 0.03, and RR 1:2.75, p = 0.05). Parameters capturing the pre-treatment glycolytic volume and metabolic activity of [(18)F]FDG-positive disease provide important prognostic information in patients with CC treated with CRT. The post-therapy [(18)F]FDG-PET/CT uptake (partial tumor metabolic response) is predictive of disease outcome
