Advancing adaptive governance of social-ecological systems through theoretical multiplicity
In recent years there has been rising scientific and policy interest in the adaptive governance of social ecological systems. A systematic literature review of adaptive governance research during the period 2005–2014, demonstrates a vibrant debate taking place that spans a variety of empirical and theoretical approaches. The particular strength of adaptive governance is that it provides a theoretical lens for research that combines the analyses of novel governance capacities such as adaptive capacity, collaboration, scaling, knowledge and learning. As a way to give greater depth and analytical rigour to future studies over the next decade and beyond, we highlight the added value of theoretical multiplicity (i.e., focusing on the combination of theories to address complex problems). We argue that theoretical multiplicity can encourage stronger synergies between adaptive governance and other theoretical approaches and can help address epistemologically grey areas in adaptive governance scholarship, such as power and politics, inclusion and equity, short term and long term change, the relationship between public policy and adaptive governance
An agent-based model of consensus building
Our model, CollAct is built around the question how people gain a shared understanding and reach consensus in an interactive group setting. This is an important question which is rather difficult to analyze within case studies. We model agents in a cognitive way, including substantive and relational knowledge in mental models, which may change through learning. The agents in CollAct discuss with each other and produce a group model (consensus). Factors identified to have an important influence on the results of a group discussion include group size, the level of controversy within the discussion, cognitive diversity, social behavior in form of cognitive biases (Asch and halo effect), and, depending on group size, the existence of a leading role at the beginning. Furthermore, the integration of topics into the consensus follows a saturation curve, thus the ending time of discussions should be carefully chosen to avoid a loss of information
Adaptive decision-making under conditions of uncertainty: the case of farming in the Volta delta, Ghana
Farming in Ghana’s Volta delta is increasingly affected by variability in rainfall conditions and changes in land-use patterns. Under such socio-ecological conditions, little is known about farmers’ decision-making in response to uncertainties in uncertain rainfall conditions. To fill this gap and add to the literature on adaptive decision-making, we addressed the central question: what are the existing patterns of farming decision-making under uncertain rainfall conditions, and which decision-making strategies are adaptive? We developed an adaptive decision-making framework to investigate the behavior of farmers under variable rainfall conditions in Ghana’s Volta delta in the Ada East District. We conducted 5 interviews with agricultural extension agents, 44 in-depth interviews and 4 focus group discussion with farmers. Subsequently, we interviewed a sub-selection of 32 farmers. Findings of the study shows that farmers carry out different decision-making patterns in response to the variable rainfall conditions. We distinguished six strategies: three based on flexibility and three based on robustness. Flexible adaptive decision-making strategies are switching dates for sowing seeds through wait-and-see or delay strategy, muddling through the farming season with the application of various options and alternative irrigation strategies. Robust adaptive decision-making strategies are portfolio strategy of transplanting seedlings in batches, selection of robust (hardy) crops, and intercropping or diversification. Based on how farmers select strategies in response to uncertainty in rainfall conditions, we argue that some decision-making strategies are more adaptive than others. Findings of this study are relevant for the design and implementation of climate related agricultural projects.</p
Assessing framing of uncertainties in water management practice
Dealing with uncertainties in water management is an important issue and is one which will only increase in light of global changes, particularly climate change. So far, uncertainties in water management have mostly been assessed from a scientific point of view, and in quantitative terms. In this paper, we focus on the perspectives from water management practice, adopting a qualitative approach. We consider it important to know how uncertainties are framed in water management practice in order to develop practice relevant strategies for dealing with uncertainties. Framing refers to how people make sense of the world. With the aim of identifying what are important parameters for the framing of uncertainties in water management practice, in this paper we analyze uncertainty situations described by decision-makers in water management. The analysis builds on a series of ÂżUncertainty DialoguesÂż carried out within the NeWater project with water managers in the Rhine, Elbe and Guadiana basins in 2006. During these dialogues, representatives of these river basins were asked what uncertainties they encountered in their professional work life and how they confronted them. Analysing these dialogues we identified several important parameters of how uncertainties get framed. Our assumption is that making framing of uncertainty explicit for water managers will allow for better dealing with the respective uncertainty situations. Applying Citizen Science for Sustainable Development: Rainfall Monitoring in Western Nepal
We introduce a case-study agnostic framework for the application of citizen science in a sustainable development context. This framework is tested against an activity in two secondary schools in western Nepal. While the purpose of this activity is to generate locally relevant knowledge on the physical processes behind natural hazards, we concentrate here on its implementation, i.e., to obtain a better understanding of the dynamic of the activity and to learn how it should be implemented. We determined the social capital of secondary schools as a gateway to the local community: they provide a unique setting to bring different stakeholders together. We find that co-designing a teaching programme is an effective means of both complementing local curricula and ensuring continued buy-in of local stakeholders (i.e., teachers). Student engagement depends on the local relevance of teaching materials, with more holistic or global concepts, such as climate change of lesser importance. Our activity focused on rainfall, including student-led data collection. These rainfall data provide a very good fit to co-located rain gauge data, with an average difference on weekly readings of 11.8%, reducing to 8.3% when averaged over all student readings. The autonomous development of student-organized science clubs suggested that our original framework underestimated students' capacity to apply knowledge elsewhere creatively. These clubs may be used to obtain participant feedback to improve and tailor future activities. Quantitative assessment of long-term sustainability remains challenging, due in part to high levels of student turnover. We suggest that integrating scientists wherever possible within a school or local community has a direct and positive result on participant retention
What does policy-relevant global environmental knowledge do? The cases of climate and biodiversity
There is a surge in global knowledge-making efforts to inform environmental governance. This article synthesises the current state of the art of social science scholarship about the generation and use of global environmental knowledge. We focus specifically on the issues of scale — providing globalized representations of the environment — and relevance — providing knowledge in a form that is considered usable for decision-making. Using the examples of the Intergovernmental Panel on Climate Change, the Intergovernmental Platform on Biodiversity and Ecosystem Services and the Millennium Assessment, the article discusses what policy relevant global knowledge does: how it represents the environment, and how this specific form of knowledge connects with governance and policy
A small wins framework to overcome the evaluation paradox of governing wicked problems
The evaluation of policy strategies to tackle wicked policy problems inevitably involves a paradox of trying to judge solutions for problems that have no solutions and for which additional efforts might increase the chances of finding better responses. This paper analyzes how the concept of small wins can contribute to evaluating progress in wicked problem areas in a way that energizes a variety of stakeholders instead of paralyzing them and embraces complexity instead of reverting to taming and overestimation. It presents a small wins evaluation framework that is rooted in the underlying policy perspective of making progress through accumulating small wins. It comprises three steps: 1) identifying and valuing small wins; 2) analyzing whether the right propelling mechanisms are activated so as to accumulate into transformative change; 3) organizing that results feed back into the policy process to activate new small wins. This framework will inevitably clash with unrealistic expectations of addressing wicked problems rapidly, radically and comprehensively
Local participation in complex technological projects as bridging between different communities
Local community participation in complex technological projects, where technological innovations and risks need to be managed, is notoriously challenging. Relations with local inhabitants easily take the form of exclusion, protest, controversy or litigation. While such projects represent opportunities for creating knowledge, business or societal benefits from the perspective of the community of driving actors, they often represent a potential threat to health, safety or prosperity from the perspective of the community of people who happen to live near the facilities. What are the challenges in dealing with this difference and which practices are helpful in bridging this gap? In this paper we analyse the functioning of an organised group of local inhabitants in the development of an Enhanced Landfill Mining project, where previously landfilled waste is going to be used for recycling and energy production. We find that setting up a multi-actor platform, organising a group of involved locals, combining formal and informal communication channels, maintaining a mutually credible dialogue and involving knowledgeable local people as bridging figures are important ingredients to bridge the gap in this case. We also discuss the emerging challenges of local community participation for all actors involved and especially for the organised group of “Locals” who risk to become a victim of its own success by being incorporated too much in the project consortium and leaving a new gap to be bridged with the rest of the local community.status: publishe
Transformational change : governance interventions for climate change adaptation from a continuous change perspective
Although transformational change is a rather new topic in climate change adaptation literature, it has been studied in organisational theory for over 30 years. This paper argues that governance scholars can learn much from organisation theory, more specifically regarding the conceptualisation of change and intervention strategies. We reconceptualise the divide between transformational change and incremental change by questioning the feasibility of changes that are concurrently in-depth, large scale, and quick; and the assumption that incremental change is necessarily slow and can only result in superficial changes. To go beyond this dichotomy, we introduce the conceptualisation of continuous transformational change. Resulting intervention strategies include (1) providing basic conditions for enabling small in-depth wins; (2) amplifying small wins through sensemaking, coupling, and integrating; and (3) unblocking stagnations by confronting social and cognitive fixations with counterintuitive interventions. These interventions necessitate a modest leadership. Governing transformational change thus requires transformation of the governance systems themselves
