Câest que parmi toutes les questions qui, au cours des annĂ©es cinquante, ont alimentĂ© le dĂ©bat sur lâunitĂ© europĂ©enne, celle des efforts menĂ©s par certains Ătats pour rendre compatible leur dimension coloniale avec leur engagement vers plus dâunitĂ© en Europe demeure relativement nĂ©gligĂ©e par lâhistoriographie de la construction europĂ©enne. Or la participation Ă un ensemble europĂ©en organisĂ© pose des problĂšmes particuliers Ă un petit pays comme la Belgique qui, tout comme la France, conserve des responsabilitĂ©s politiques et Ă©conomiques en Afrique. Si lâobjectif est bien de « faire lâEurope », on ne peut pas pour autant ignorer lâexistence des prolongements africains de ces pays dans un contexte de Guerre froide et de condamnation internationale de plus en plus forte du fait colonial. En rĂ©alitĂ©, des programmes des mouvements europĂ©istes dâaprĂšs-guerre Ă la crĂ©ation de la CommunautĂ© Ă©conomique europĂ©enne et de lâEuratom en passant plus tĂŽt par les financements du plan Marshall, les travaux du Conseil de lâEurope, la nĂ©gociation du plan Schuman et les projets de CommunautĂ© europĂ©enne de dĂ©fense ou de CommunautĂ© politique europĂ©enne, nombreuses sont les initiatives qui fournissent pour les contemporains lâoccasion de sâinterroger sur la nature et sur lâavenir des relations entre lâEurope unie et lâAfrique. Ă chaque reprise, la souverainetĂ© politique et lâunitĂ© du territoire national sont pour les mĂ©tropoles concernĂ©es au coeur des enjeux ; resurgit parfois le spectre dâune possible redistribution des cartes en Afrique centrale. Ă Bruxelles, au-delĂ des cercles dirigeants coloniaux oĂč les crispations sont rĂ©elles, les milieux politiques, Ă©conomiques et militaires se mobilisent et prennent attitude. Pour la Belgique, la question des relations Europe-Afrique est dâautant plus importante que le Congo occupe aprĂšs la Seconde Guerre mondiale une place prĂ©pondĂ©rante dans lâactivitĂ© diplomatique du pays. En croisant les problĂ©matiques, les approches comparatistes et les sources le plus souvent inĂ©dites, la dĂ©marche qui est ici proposĂ©e vise Ă Ă©valuer le poids du facteur colonial dans la politique europĂ©enne de la Belgique jusquâĂ la pĂ©riode de lâindĂ©pendance congolaise
La signification historique de la DĂ©claration de Robert Schuman (9 mai 1950)
Le 9 mai 1950, Robert Schuman (1886-1963), ministre français des Affaires Ă©trangĂšres, propose la crĂ©ation de la CommunautĂ© europĂ©enne du charbon et de lâacier (CECA), jetant ainsi les bases dâune Europe unie, fondĂ©e sur la libertĂ©, la dĂ©mocratie et le partage. Sâen suivent sept dĂ©cennies durant lesquels le projet europĂ©en progresse de 6 Ă 27 membres et Ă©volue au grĂ© des succĂšs et des crises, en apportant au continent la plus longue pĂ©riode de paix dans son histoire. Writing the Contemporary History of Europe: Old Concepts, New Tools?
Although the idea of Europe dates back to ancient times and was crystallised in the Enlightenment, the plan for European unification emerged in the second half of the 20th century as a consequence of an economic process based on a single market and a single currency. European integration is therefore a recent chapter in the history of Europe, one which has been written before our very eyes, but it remains fragmented into disparate national histories.
In the 21st century, those writing the history of Europe find themselves confronted with a threefold challenge: they must meet the demands of the digital age, adjust to the paradigm shift within the historical discipline and navigate the geopolitical upheavals that the continent has been experiencing since 1989 (the fall of communism; the enlargement of the European Union; the many crises the EU has faced, including Brexit; the divide between institutions and citizens; the socio-economic consequences of the global crisis, including the COVID-19 health crisis; the new nature of transatlantic relations, etc.)
