Explotación pesquera en Malvinas y el Atlántico Sur: la lucha por el Illex Argentinus
Las Islas Malvinas son un bastión a la hora de hablar de la política de soberanía nacional de la República Argentina. Lo que, es más, a pesar de su gran peso histórico y político, las Malvinas son un eje geopolítico fundamental, no solo para la presencia británica aledaña a Sudamérica, sino también para la explotación de recursos pesque-ros abundantes en las aguas argentinas.
La pesca ilegal se vuelve un tema alucinante de cara a la escasez alimentaria inminente y la desprotección de la vida marina y sus ecosistemas.11Con el abordaje de la agenda de desarrollo sostenible y sus 17 Objetivos de Desarrollo Sostenible, temas como el hambre cero y la protección de la vida submarina y sus ecosistemas han tomado especial relevancia para países que son fuente y productores de recursos naturales (ONU, 2015).
Sin embargo, así como los recursos pesqueros fortalecen a los países que los explotan, también generan conflictos, competencia y una búsqueda de explotar los límites de las Zonas Económicas Exclusivas (ZEE) y las Aguas Internacionales para sacar el mayor rédito posible. Tal es el caso del Illex Argentinus, una especie de calamar que no solo es fundamental para la economía argentina, sino que atrae buques de todo el mundo a los límites de nuestro mar territorial, y cuya problemática abordaremos brevemente en este trabajo.Instituto de Relaciones Internacionale

Armas "no letales": ¿oxímoron o eufemismo?
En el campo de la Defensa y la Seguridad, constantemente se interpelan los conceptos y el conocimiento científico con el fin de llevar adelante aquel desarrollo que nos permita tomar ventaja respecto de otros actores y el ámbito del control de disturbios no es la excepción.
En los últimos años el profundo aumento de la difusión y promoción de los Derechos Humanos llevó a debates en torno a las concepciones de armamento llamado “no letal”, poniendo en tela de juicio en primera instancia la falta de consenso teórico respecto de las definiciones de este campo amplio donde veremos sólo algunos de los tantos debates que se dan en torno a esclarecer o aunar criterios para dar una definición medianamente consensuada.
En segunda instancia se pone en duda la capacidad normativa tanto del ámbito local como de la comunidad internacional a raíz de la falta de definición, tomando en consideración que aquello que no se define no puede ser legislado y eso implica a su vez, debatir los límites de la legalidad de algunos casos de implementación de las llamadas “Armas no letales”.Instituto de Relaciones Internacionale
Los estragos de la pandemia en las poblaciones albinas africanas
A nivel internacional, las personas con albinismo sufren de diversos flagelos a los que son so-metidos por acción directa contra ellos o por la evasión de la garantía de sus necesidades básicas. Al tener condiciones físicas que las condicionan de manera extraordinaria, las personas con albinismo no solo sufren agresiones por su condición y contexto per sé -principalmente en el continente africano- sino que la gran mayoría se ven sometidas a trabajos de alto nivel de exposición y explotación.
En el presente artículo, se pretende explorar sobre las condiciones que presentan de manera física las personas con albinismo, así como la situación social a la que se ven sometidas, sus necesidades especiales y, finalmente, el impacto que el estallido de la pandemia del Covid-19 ha tenido en este sentido. Se hará mención, a su vez, de la dimensión sanitaria de la Seguridad Humana y su correlación con las obligaciones de la comunidad internacional.Instituto de Relaciones Internacionale
Loop Quantum Gravity on Non-Compact Spaces
We present a general procedure for constructing new Hilbert spaces for loop
quantum gravity on non-compact spatial manifolds. Given any fixed background
state representing a non-compact spatial geometry, we use the
Gel'fand-Naimark-Segal construction to obtain a representation of the algebra
of observables. The resulting Hilbert space can be interpreted as describing
fluctuation of compact support around this background state. We also give an
example of a state which approximates classical flat space and can be used as a

Multi-hazard risks in New York City
Megacities are predominantly
concentrated along coastlines, making them exposed to a diverse mix of
natural hazards. The assessment of climatic hazard risk to cities rarely has
captured the multiple interactions that occur in complex urban systems. We
present an improved method for urban multi-hazard risk assessment. We then
analyze the risk of New York City as a case study to apply enhanced methods
for multi-hazard risk assessment given the history of exposure to multiple
types of natural hazards which overlap spatially and, in some cases,
temporally in this coastal megacity. Our aim is to identify hotspots of
multi-hazard risk to support the prioritization of adaptation strategies that
can address multiple sources of risk to urban residents. We used
socioeconomic indicators to assess vulnerabilities and risks to three
climate-related hazards (i.e., heat waves, inland flooding and coastal flooding) at high spatial resolution.
The analysis incorporates local experts' opinions to identify sources of
multi-hazard risk and to weight indicators used in the multi-hazard risk
assessment. Results demonstrate the application of multi-hazard risk
assessment to a coastal megacity and show that spatial hotspots of
multi-hazard risk affect similar local residential communities along the
coastlines. Analyses suggest that New York City should prioritize adaptation
in coastal zones and consider possible synergies and/or trade-offs to
maximize impacts of adaptation and resilience interventions in the spatially
overlapping areas at risk of impacts from multiple hazards.</p
General Relativity in terms of Dirac Eigenvalues
The eigenvalues of the Dirac operator on a curved spacetime are
diffeomorphism-invariant functions of the geometry. They form an infinite set
of ``observables'' for general relativity. Recent work of Chamseddine and
Connes suggests that they can be taken as variables for an invariant
description of the gravitational field's dynamics. We compute the Poisson
brackets of these eigenvalues and find them in terms of the energy-momentum of
the eigenspinors and the propagator of the linearized Einstein equations. We
show that the eigenspinors' energy-momentum is the Jacobian matrix of the
change of coordinates from metric to eigenvalues. We also consider a minor
modification of the spectral action, which eliminates the disturbing huge
cosmological term and derive its equations of motion. These are satisfied if
the energy momentum of the trans Planckian eigenspinors scale linearly with the
eigenvalue; we argue that this requirement approximates the Einstein equations.Comment: 6 pages, RevTe
Graphical Evolution of Spin Network States
The evolution of spin network states in loop quantum gravity can be described
by introducing a time variable, defined by the surfaces of constant value of an
auxiliary scalar field. We regulate the Hamiltonian, generating such an
evolution, and evaluate its action both on edges and on vertices of the spin
network states. The analytical computations are carried out completely to yield
a finite, diffeomorphism invariant result. We use techniques from the
recoupling theory of colored graphs with trivalent vertices to evaluate the
graphical part of the Hamiltonian action. We show that the action on edges is
equivalent to a diffeomorphism transformation, while the action on vertices

Black Hole Entropy from Loop Quantum Gravity
We argue that the statistical entropy relevant for the thermal interactions
of a black hole with its surroundings is (the logarithm of) the number of
quantum microstates of the hole which are distinguishable from the hole's
exterior, and which correspond to a given hole's macroscopic configuration. We
compute this number explicitly from first principles, for a Schwarzschild black
hole, using nonperturbative quantum gravity in the loop representation. We
obtain a black hole entropy proportional to the area, as in the

The projector on physical states in loop quantum gravity
We construct the operator that projects on the physical states in loop
quantum gravity. To this aim, we consider a diffeomorphism invariant functional
integral over scalar functions. The construction defines a covariant,
Feynman-like, spacetime formalism for quantum gravity and relates this theory
to the spin foam models. We also discuss how expectation values of physical
