    Voluntary waste industry protocol for the handling of early collected carbon charges in the landfill sector

    The landfill industry, through the Australian Landfill Owners Association and the Australian Local Government Association, has developed this voluntary protocol to ensure that the early collected carbon charges are returned for consumer benefit. Individual landfill owners will have the option to accept to be bound by the protocol. Those who accept shall be identified on the Department of the Environment’s website. The protocol will not override contractual arrangements between landfill operators and their customers. The Minister for the Environment has issued a statement supporting the protocol and calling for wide participation by the landfill industry and other groups in the protocol. The Australian Competition and Consumer Commission (ACCC) has also encouraged landfill industry participants to work with the Government to negotiate an appropriate solution for the handling of early collected carbon charges

    Promoting energy efficiency in the private rented sector

    The English House Condition Survey for 1991 demonstrated that levels of energy efficiency in private rented property are significantly below other sectors, even though energy improvements have tangible benefits for landlords. The low level of energy efficiency provision in the private rented sector indicates that landlords are unaware or unconvinced of these benefits and market barriers may have restricted uptake. Information regarding energy efficiency advice to the private rented HMO sector has focussed on offering good practice design guidance, and information about the level of fitness and overall characteristics of the sector. This research project evaluated the PRESS scheme, which encouraged landlords to introduce energy efficiency measures. A total of 78 private sector rented properties in Sheffield were analysed with retrofit measures to improve levels of energy efficiency. The results demonstrate that whilst market barriers exist, the PRESS scheme went some way to overcoming some barriers to energy efficiency.<br /

    Australian Government commits to action on domestic violence

    An infographic explaining the actions the Australian Government will take on domestic violence. From the Department of the Prime Minister and Cabinet: Every woman in Australia has the right to feel safe and live without fear. Yet, one in six Australian women has experienced violence from a current or former partner, and 63 women have been killed so far this year. For Indigenous women the situation is even worse – they are 34 times more likely to be hospitalised as a result of family violence. Today the Government announced a 100millionpackageofpracticalmeasurestohelpkeepwomensafe,deliverbetterfrontlinesupportandservices,andprovideresourcestohelpparents,teachersandstudentschangeyoungpeople’sattitudestoviolence–intothenextgeneration.100 million package of practical measures to help keep women safe, deliver better frontline support and services, and provide resources to help parents, teachers and students change young people’s attitudes to violence – into the next generation. 21 million has been committed to specific measures that will help Indigenous women and communities. The package responds to the advice of COAG’s Advisory Panel on Reducing Violence against Women and their Children – chaired by Ken Lay and deputy-chaired by Rosie Batty and Heather Nancarrow. This is part of the Government’s longer term response to domestic and family violence and the COAG Advisory Panel’s final report, due in early 2016, will advise on what further measures could be introduced

    The Australian Government will announce Australia’s post-2020 emissions reduction target in mid-2015. This paper presents the factors that will be considered when deciding the target, and invites submissions from the public. Abstract Climate change is a global problem that requires a global solution. The Australian Government has committed to review Australia’s greenhouse gas emissions reduction targets and settings this year. This review is in the context of negotiations for a new global climate agreement to be concluded at the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties in Paris in late 2015 (30 November to 11 December). All countries have agreed to propose a post-2020 emissions reduction target well in advance of the Paris conference.     Out-of-school lives of physically disabled children and young people in the United Kingdom: A qualitative literature review

    Currently there appears to be few opportunities and little evidence of physically disabled children and young people (C&YP) participating in mainstream social activities. A qualitative review was undertaken to examine the factors affecting physically disabled C&YP (8–15 years) in the United Kingdom participating in out-of-school activities. Views and experiences were explored from the perspective of the service users and providers to assess current provision and to determine the need for future research into factors that may affect participation. Searches were conducted across eight databases, the references of the included studies were checked and the websites were searched. Studies that used a qualitative design that examined the views relating to out-of-school activities were included. Nine papers were identified, which included three peer-reviewed papers and six pieces of grey literature and pertinent government documents to include views and experiences of out-of-school activity provision. The main themes emerging from the review were the need for social inclusion, out-of-school activities run by volunteers and accessibility, with threads throughout, which require further research including parental influence, provision, training and attitudes. This review highlights the absence of the service user’s voice and sheds light on the limited provision and barriers affecting participation in out-of-school activities
