This commentary argues why Extension must pay close attention to its customers\u27 needs to remain valuable and relevant in the future and describes the changes Penn State Extension has made in an attempt to position itself as a 21st-century organization

    Insect Resistance Management for Bt Corn : An Assessment of Community Refuge Schemes

    Because of Bt corn's efficacy in controlling European corn borer, farmers are required to implement an insect resistance management (IRM) program that constrains each farmer to plant no more than 80% of the farm s corn to Bt varieties. This refuge must be planted within a half-mile of Bt corn and must be contained on the same farm. Community refuge schemes, those which allow the refuge area to be planted on a neighboring farm, have been proposed. In this analysis, we estimate the potential gains to all farms in the community in two representative locations: Pennsylvania and Iowa. The results of a decision analysis model show that the potential gains are very small; the greatest is only 652overa2000acrecommunity(652 over a 2000-acre community (0.33 per acre). This gain would almost certainly be offset by the costs of developing such a community.Includes bibliographical reference

    The Virginia Tech Computational Grid: A Research Agenda

    An important goal of grid computing is to apply the rapidly expanding power of distributed computing resources to large-scale multidisciplinary scientic problem solving. Developing a usable computational grid for Virginia Tech is desirable from many perspectives. It leverages distinctive strengths of the university, can help meet the research computing needs of users with the highest demands, and will generate many challenging computer science research questions. By deploying a campus-wide grid and demonstrating its effectiveness for real applications, the Grid Computing Research Group hopes to gain valuable experience and contribute to the grid computing community. This report describes the needs and advantages which characterize the Virginia Tech context with respect to grid computing, and summarizes several current research projects which will meet those needs

We contest that this view is backwards. The revisions of the metaphysics of substance occurred in the 14th century and it underlined the well-known changes in physics in the 15th and 16th centuries, which gave rise to mechanical philosophy in the 17th century

    Water Quality in Pleasant Valley, Utah

    Pollution of shallow groundwater due to wastewater disposal in Pleasant Valley, Utah, was investigated from October 1979 through August 1980. Water samples were collected from 23 wells and 5 stream sampling sites. Water quality analysis revealed pollution at several sites. Groundwater pollution caused by man’s activities in the area was observed in Bolotas and Scofield Campsite subdivisions. Severe shallow groundwater pollution measured in wells which were located in south and north profiles of the town of Scofield, Utah, could have originated from the municipal waste disposal practice in the town. Natural phenomena, however, such as pyrite oxidation, could possible have been the cause of the depletion of dissolved oxygen in the groundwater near Scofield. In the town of Scofield the shallow water table, less than 1.22 m (4 ft) below ground throughout the whole study period, could limit septic tank use in the study area. The seasonally variable nitrate and phosphate concentration in the surface stream reached its maximum value in May (i.e. 1.12 mg/1 NO3-N and 3.37 mg/1 total phosphorus) when the stream flow reached a maximum flow of 9.06 m3/s (370 cfs). These increases in nitrate and phosphorus content in the stream, sresulting from spring thawing, could increase the nutrient level in the Scofield Reservoir. Natural phenomena produced a high concentration of mercury, averaging 2.55 ug/1 during the study period. It is possible that the water in Scofield Reservoir might have a similar level of mercury. The maximum contamination level of mercury accepted by the State of Utah and U.S. EPA for drinking water is 2.0 ug/1. Therefore, potential health problems may exist for the people who depend on the Scofield Reservoir for their source of drinking water. Fluoride concentration ranged from 0.06 mg/1 to 0.42 mg/1 natural processes are responsible for fluoride in the water

    Exploiting radiation induction of antigens in cancer: Targeted drug delivery

    Therapeutic antibodies used to treat cancer are effective in patients with advanced-stage disease. For example, antibodies that activate T-lymphocytes improve survival in many cancer subtypes. In addition, antibody-drug conjugates effectively target cytotoxic agents that are specific to cancer. This review discusses radiation-inducible antigens, which are stress-regulated proteins that are over-expressed in cancer. These inducible cell surface proteins become accessible to antibody binding during the cellular response to genotoxic stress. The lead antigens are induced in all histologic subtypes and nearly all advanced-stage cancers, but show little to no expression in normal tissues. Inducible antigens are exploited by using therapeutic antibodies that bind specifically to these stress-regulated proteins. Antibodies that bind to the inducible antigens GRP78 and TIP1 enhance the efficacy of radiotherapy in preclinical cancer models. The conjugation of cytotoxic drugs to the antibodies further improves cancer response. This review focuses on the use of radiotherapy to control the cancer-specific binding of therapeutic antibodies and antibody-drug conjugates

    Influence of Plant Severing on Movement of Ostrinia nubilalis Larvae in Zea mays Hybrid Seed Production Fields

    Genetically engineered corn hybrids that contain a cry gene from the bacterium Bacillus thuringiensis Berliner (Bt) are gaining popularity for controlling the corn pest Ostrinia nubilalis (Hübner). Continuous use of Bt corn, however, could select for O. nubilalis that are resistant to this corn. Monitoring for insect resistance is important, because it could help maintain the Bt technology. A possible monitoring method is to collect larval insects in commercial drying bins after harvest from Bt seed production fields. A drawback to this method is that these collections may be contaminated by insects that moved as later instars from severed non-Bt male rows into the adjacent Bt female rows. These larvae have little to no exposure to Bt toxin, resulting in possible “false positives.” The objectives of this study were to first find which combination of planting and severing dates produces the least number of larvae that move from non-Bt male plants to Bt female plants and to assess O. nubilalislarval movement from severed non-Bt male rows to Bt female rows. Field studies in 2002 and 2003 were designed to simulate a hybrid seed production field. Results suggest that movement of O. nubilalis larvae from male corn is minimized when corn is planted early and male plants are severed by 2 wk post-anthesis. This reduces the likelihood of false positives by reducing the number of susceptible larvae moving between Bt and non-Bt plants. Also, larvae moved to all four female rows that were adjacent to the severed rows, but there were significantly more larvae found in the closest row compared with the other three. These results could be used to develop a monitoring program to find O. nubilalis larvae with resistance to Bt corn in field populations of O. nubilalis

    Differentially Private Reward Functions for Multi-Agent Markov Decision Processes

    Reward functions encode desired behavior in multi-agent Markov decision processes, but onlookers may learn reward functions by observing agents, which can reveal sensitive information. Therefore, in this paper we introduce and compare two methods for privatizing reward functions in policy synthesis for multi-agent Markov decision processes. Reward functions are privatized using differential privacy, a statistical framework for protecting sensitive data. Both methods we develop rely on the Gaussian mechanism, which is a method of randomization we use to perturb (i) each agent's individual reward function or (ii) the joint reward function shared by all agents. We prove that both of these methods are differentially private and compare the abilities of each to provide accurate reward values for policy synthesis. We then develop an algorithm for the numerical computation of the performance loss due to privacy on a case-by-case basis. We also exactly compute the computational complexity of this algorithm in terms of system parameters and show that it is inherently tractable. Numerical simulations are performed on a gridworld example and in waypoint guidance of an autonomous vehicle, and both examples show that privacy induces only negligible performance losses in practice.Comment: 11 Pages, 7 figure

    A profile of the online dissemination of national influenza surveillance data

    <p>Abstract</p> <p>Background</p> <p>Influenza surveillance systems provide important and timely information to health service providers on trends in the circulation of influenza virus and other upper respiratory tract infections. Online dissemination of surveillance data is useful for risk communication to health care professionals, the media and the general public. We reviewed national influenza surveillance websites from around the world to describe the main features of surveillance data dissemination.</p> <p>Methods</p> <p>We searched for national influenza surveillance websites for every country and reviewed the resulting sites where available during the period from November 2008 through February 2009. Literature about influenza surveillance was searched at MEDLINE for relevant hyperlinks to related websites. Non-English websites were translated into English using human translators or Google language tools.</p> <p>Results</p> <p>A total of 70 national influenza surveillance websites were identified. The percentage of developing countries with surveillance websites was lower than that of developed countries (22% versus 57% respectively). Most of the websites (74%) were in English or provided an English version. The most common surveillance methods included influenza-like illness consultation rates in primary care settings (89%) and laboratory surveillance (44%). Most websites (70%) provided data within a static report format and 66% of the websites provided data with at least weekly resolution.</p> <p>Conclusion</p> <p>Appropriate dissemination of surveillance data is important to maximize the utility of collected data. There may be room for improvement in the style and content of the dissemination of influenza data to health care professionals and the general public.</p
