    Systematizing Policy Learning: From Monolith to Dimensions

To systematize them, we combine the classic Sartorian approach to classification with the more recent insights on explanatory typologies. At the outset, we classify per genus et differentiam – distinguishing between the genus and the different species within it. By drawing on the technique of explanatory typologies to introduce a basic model of policy learning, we identify four major genera in the literature. We then generate variation within each cell by using rigorous concepts drawn from adult education research. Specifically, we conceptualize learning as control over the contents and goals of knowledge. By looking at learning through the lenses of knowledge utilization, we show that the basic model can be expanded to reveal sixteen different species. These types are all conceptually possible, but are not all empirically established in the literature. Up until now the scope conditions and connections among types have not been clarified. Our reconstruction of the field sheds light on mechanisms and relations associated with alternatives operationalizations of learning and the role of actors in the process of knowledge construction and utilization.     Organizing risk: organization and management theory for the risk society

    Risk has become a crucial part of organizing, affecting a wide range of organizations in all sectors. We identify, review and integrate diverse literatures relevant to organizing risk, building on an existing framework that describes how risk is organized in three ‘modes’ – prospectively, in real-time, and retrospectively. We then identify three critical issues in the existing literature: its fragmented nature; its neglect of the tensions associated with each of the modes; and its tendency to assume that the meaning of an object in relation to risk is singular and stable. We provide a series of new insights with regard to each of these issues. First, we develop the concept of a risk cycle that shows how organizations engage with all three modes and transition between them over time. Second, we explain why the tensions have been largely ignored and show how studies using a risk work perspective can provide further insights into them. Third, we develop the concept of risk translation to highlight the ways in the meanings of risks can be transformed and to identify the political consequences of such translations. We conclude the paper with a research agenda to elaborate these insights and ideas further

    The Evolution and Cultural Framing of Food Safety Management Systems – Where from and Where next?

    The aim of this paper is to review the development of food safety management systems (FSMS) from their origins in the 1950s to the present. The food safety challenges in modern food supply systems are explored and it is argued that there is the need for a more holistic thinking approach to food safety management. The narrative review highlights that whilst the transactional elements of how FSMS are developed, validated, implemented, monitored and verified remains largely unchanged, how organizational culture frames the operation and efficacy of FSMS is becoming more important. The evolution of a wider academic and industry understanding of both the influence of food safety culture (FS-culture) and also how such culture frames and enables, or conversely restricts the efficacy of the FSMS is crucial for consumer wellbeing. Potential research gaps worthy of further study are identified as well as recommendations given for the application of the research findings within the food industry

    EU agencies in crisis: Institutions of an unfinished polity

    This chapter investigates the difficulties which EU agencies face within a Union in crisis. The institutional position of autonomous EU regulators has been challenged both in European law and within the coordination demands of a broader European crisis regime. At a deeper level, however, crisis has heightened underlying concerns about the appropriate place of autonomous governance institutions within the broader scheme of democratic politics and government. Similarly, mandate overload finds its counterpart in renewed calls for the enhanced legitimation of agency operation, a phenomenon which itself is claimed to undermine agency functionality. Autonomous agencies find themselves subjects of problems of accountability overload and of reputational risk. Finally, EU agencies are also implicated within a modern epistemological crisis which pitches a technocratic arm of administration against a rising tide of politics. Book synopsis: This handbook comprehensively explores the European Union’s institutional and policy responses to crises across policy domains and institutions – including the Euro crisis, Brexit, the Ukraine crisis, the refugee crisis, as well as the global health crisis resulting from COVID-19. It contributes to our understanding of how crisis affects institutional change and continuity, decision-making behavior and processes, and public policy-making. It offers a systematic discussion of how the existing repertoire of theories understand crisis and how well they capture times of unrest and events of disintegration.
