Selected Aspects of Internationalization in the Liberec Region and the Free State of Saxony
Internationalization is a widely discussed topic analysed from various points of view. In our paper, we have decided to measure this trend in two border regions in former Eastern Germany and in Czechia, namely in Saxony and the Liberec region in the time period 2013-2020. Both areas belonged to the Eastern bloc before 1990. Saxony experienced a rapid reunification process within the early 1990s and Czechia a transformation process competed in 2004 by the EU accession.
In our paper, we have decided to test three hypotheses. First, we tested if Saxony is more internationalized in terms of human resources (1) and secondly with regard to export output (2). Then, we conducted the same tests on the Liberec region. Our assumption was that, due to the rapid reunification and favourable geographic proximity of lucrative Western markets, the position of Saxony would be more advanced.
Finally, we tested the hypothesis (3) that the rising number of foreign workers contribute to the rising export volumes. We correlated the indicators of employed foreigners and exports per head in both regions from 2013 to 2020

It was a source of capital given the initial situation and the undercapitalisation of economies at the beginning of transformation, but it also had a transmissive function and influenced the structure of economies, the size of fiscal revenues and the appearance of the supply side of the labour market. This article is divided into three parts. The first one deals with the theoretical definition of FDI and its classification, the second one concentrates on the development of FDI in the Czech Republic and the issue of investment incentives, which are closely related to FDI. The third part of the article looks at the issue of FDI and investment incentives in the Liberec Region as an example of the regional view of the issue. The aim of the article is to analyse the benefits and risks of FDI in the Czech Republic at the level of the economy as a whole and that of the region selected.Ausländische Direktinvestitionen haben in den MOE-Ländern, incl. Foreign companies in Liberec region: results of questionnaire survey
Foreign direct investment (FDI) influenced deeply the economic development of the transition
economies after 1989. The Czech Republic is one of the leading recipients of the FDI in the CEE.
The impact of the FDI is visible not only on national level but also on the regional level. Despite the
fact that the Czech Republic belongs to the middle-size EU Member States, the regional
development after 1989 differs distinctly. The article focuses on results of the questionnaire survey
of the foreign-owned companies in Liberec region. The results are compared with the average
values of the indicators for Liberec region. The aim of the article is to determine the motives of the
investment, the structure of exported production, workforce development and employment of
foreign workers in the companies that came to the Liberec Region as the FDI. We have also
verified the hypothesis that the main reasons of the FDI entry were the low production costs and
the investment incentives.
According to the results of the questionnaire survey we can confirm only the first part of the
hypothesis. The importance of the low production costs which were the most significant for almost
60% of the companies. Another essential factor for 50% companies was the qualified labor force.
However, this does not corresponds with the education structure of the FDI workers, 62% of them
achieved only basic education or secondary education without leaving examination. Anyway, the
investment incentives were significant reason only for one company. According to our survey the
FDI helped the region to reallocate the workforce form the previously dominating textile industry to
nowadays dominating automotive sector. The other positive effect of the FDI is the employment of
the lower qualified work force which has a worse position on the labor market than the highly
qualified. Nevertheless it neither is important to emphasize that the positive effect of the FDI is nor
based on the long-term factors
FDI and the Liberec region: the case of the labour market
Foreign direct investment accelerated over the past two decades as a result of the processes of
globalisation and liberalisation. In addition to its other impacts, FDI changed the operation of
developed market economies and integrated them more in the global economy. At a broader level,
FDI also influenced undercapitalised transition economies after the fall of the communist regimes
of Central and Eastern Europe and the transformation process itself. What is more, foreign direct
investment influenced transition economies at a national level and in the regions into which it
flowed.
The first part of the paper considers the theoretical background of FDI and the effects of FDI
on a transition economy, especially its effects on the labour market. We consider labour market
conditions to be a key in taking decisions on FDI. The second part analyses labour market
development in the Liberec region, where the authors are based, and follows its development over
the long term. We analyse sectoral and educational structures in the Liberec region and compare
these with national figures. The final section focuses on a dependence analysis, applying
a
statistical method to describe the correlation between FDI and employment in the Czech
Republic and in the Liberec region.
The aim of this paper is to compare the labour market situation in the Liberec region and that
of the national economy in order to demonstrate the specifics of particular regions within the
national economy and to analyse the impact of FDI on the regional labour market
