Tocqueville and pantheism

"The very short chapter on pantheism in De la Démocratie en Amérique [On democracy in America] is probably also one of the most profound, in the sense that it suggests one of the very mysterious aspects of the soul of democracies. Or maybe, in this prophetic manner which is the author’s own secret, one aspect of the future democracies’ soul. As we know it, Tocqueville does not content himself with a magnificent description of the spirit of democracy as he sees it with his own eyes, but he is suggesting its developments and avatars, including those, which were not yet visible in his time. In many cases, almost two centuries later, we do see that he has predicted, like a Pythia, situations that were rather unlikely in his contemporary times. We could quote two cases of such predictions, which still amaze us today: the extraordinary description of the ostracism striking those, who we refer today as to “politically incorrect” and chapter VI of the Première Partie, entitled: “Ce qui fait pencher l’esprit des peuples démocratiques vers le panthéisme” [“What makes the spirit of democratic peoples incline towards pantheism”]. Institutional racism, the police and stop and search: a comparative study of stop and search in the UK and USA

This research examines the utility of the concept of institutional racism in explaining racial disparities in stop and search practice in the UK and US. The concept of institutional racism was introduced in 1960s America. The concept was politically powerful in expanding existing understandings of racial inequalities which focused on individual prejudice and cultural pathology, to showing how racist discourses can become embedded in the structures of social formation. There were a number of analytical weaknesses inherent in the term at its conception. The concept has been utilized at various points of history in the US and UK. The 1999 Macpherson Report brought the concept of institutional racism back to popular usage in the UK, particularly in discussions around discrimination and policing. Macpherson took as evidence of the existence of institutional racism the continued disparities in stop and search use. The power to stop and search people in the street suspected of criminal activity has long been a feature of British and American policing. Research in both countries has continually shown that these powers are being disproportionately exercised against ethnic minorities. Thus this thesis explores whether the concept is useful in explaining disproportionate stop and search outcomes. The research is based on a study of police officers from two forces in the UK and two police departments in the US. It uses semi-structured interviews, observations and draws on official policy documents and statistics. The purpose of the research is to gain an understanding of the circumstances and decision-making by officers as they conduct stop and search and to understand the context in which these decisions take place. The findings reveal that discriminatory outcomes in stop and search are the product of not only the actions of individual officers but also national and local policies and practices. These policies and practices are devised and implemented by social actors. The disproportionate outcomes not only result from racism but also prejudice based on class and gender. The concept of institutional racism reifies individual institutions and obscures the role of social actors in institutions, who shape the policies and practices of an institution. Without an understanding of the contexts in which people draw on race ideas and what features of their social position allows them to assert these ideas into the policies and practices of an institution we are unable to apportion responsibility and build reform agendas. Thus institutional racism fails to explain the disparities in stop and search use in the UK and US

Le diagnostic mené au pied du chevet de la cathédrale Saint-Étienne, dans l’angle nord oriental de la cour Sainte-Anne, a révélé de nombreux aménagements dont certains précèdent l’édification de la cathédrale gothique au xiiie s. Utilisation de tests de structure en régression sur variable fonctionnelle.

International audienceCe travail s'intéresse à la construction et à l'utilisation de tests de structure en régression sur variable fonctionnelle. Nous proposons, de manière générale, de construire notre statistique de test à partir d'un estimateur spécifique au modèle particulier dont nous voulons tester la validité et de méthodes d'estimation à noyau fonctionnel. Un résultat théorique montre, sous des hypothèses générales, la normalité asymptotique de notre statistique de test sous l'hypothèse nulle (c'est à dire lorsque l'hypothèse sur la structure du modèle est valide) et sa divergence sous des alternatives locales. Ce résultat permet d'envisager la construction de tests de structure de nature très variée permettant par exemple de tester si la variable explicative n'a pas d'effet, si cet effet est linéaire, ou bien si l'effet de la variable explicative fonctionnelle se résume par l'effet de quelques caractéristiques réelles associées à celle-ci. Différentes méthodes de rééchantillonnage sont proposées pour calculer la valeur seuil du test. La méthode la plus adaptée (au vu de simulations) est ensuite utilisée dans le cadre de l'étude de données spectrométriques. L'utilisation de différents tests construits à partir de l'approche que nous proposons permet d'apporter des éléments de réponses à des questions concrètes liées à ces données. Nous discutons finalement les points qui peuvent être améliorés et présentons brièvement des perspectives intéressantes qu'offre l'utilisation de tests de structure dans le cadre de procédures s'intéressant à l'extraction de caractéristiques importantes pour la prédiction au sein de la courbe explicative mais aussi au choix de la semi-métrique

Estimation non-paramétrique robuste pour données fonctionnelles

International audienceL'estimation robuste présente une approche alternative aux méthodes de régression classiques, par exemple lorsque les observations sont affectées par la présence de données aberrantes. Récemment, ces estimateurs robustes ont été considérés pour des modèles avec données fonctionnelles. Dans cet exposé, nous considérons un modèle de régression robuste avec une variable d'intérêt réelle et une variable explicative fonctionnelle. Nous définissons un estimateur non-paramétrique de la fonction de régression, et nous nous intéressons à ses propriétés asymptotiques, relativement à des erreurs Lq. Notre procédure d'estimation est ensuite évaluée sur un jeu de données réelles
