    Validation and Improvement of Reliability Methods for Air Force Building Systems

    The United States Air Force manages its civil infrastructure resource allocation via a two-dimensional risk model consisting of the consequence of failure and reliability. Air Force civil engineers currently use the BUILDER® Sustainment Management System to estimate and predict reliability at multiple levels within its civil infrastructure systems. Alley (2015) developed and validated a probabilistic model to calculate reliability at the system level. The probabilistic model was found to be a significant improvement over the currently employed BUILDER® model for four major building systems (electrical, HVAC, fire protection, and electrical). This research assessed the performance and accuracy of both the probabilistic and BUILDER® model, focusing primarily on HVAC systems. This research used contingency analysis to assess the performance of each model for HVAC systems at six Air Force installations. Evaluating the contingency analysis results over the range of possible reliability thresholds, it was found that both the BUILDER® and probabilistic model produced inflated reliability calculations for HVAC systems. In light of these findings, this research employed a stochastic method, a Nonhomogenious Poisson Process (NHPP), in an attempt to produce accurate HVAC system reliability calculations. This effort ultimately concluded that the data did not fit a NHPP for the systems considered but posits that other stochastic process can provide more accurate reliability calculations when compared to the two models analyzed

    Muscle Function and Fatigability of Trunk Flexors in Males and Females

    Background Optimal function of the abdominal muscles is necessary for several life functions including lifting and carrying tasks. Sex differences in strength and fatigability are established for many limb muscles and back extensor muscles, but it is unknown if sex differences exist for the abdominal muscles despite their functional importance. Methods Eighteen females (24.3 ± 4.8 years) and 15 males (24.1 ± 6.6 years) performed (1) isometric trunk flexion maximal voluntary contractions (MVCs) in a range of trunk positions to establish a torque-angle curve and (2) submaximal (50% MVC), intermittent isometric contraction (6 s on, 4 s off) until task failure to determine fatigability of the trunk flexor muscles. Dual X-ray absorptiometry quantified body fat and lean mass. Physical activity levels were quantified with a questionnaire. Torque-angle curves, electromyography (EMG), MVC torque, and torque steadiness were compared with repeated measures ANOVA with sex as a between-subjects factor. Results For the torque-angle curve, MVC torque was reduced as the trunk angle increased toward flexion (p \u3c 0.001). Males had greater MVC torque than females at the extended positions (31% difference), with no sex differences in torque in upright sitting (p \u3e 0.05). Time-to-task failure for the submaximal fatigability task in upright sitting was similar between males and females (12.4 ± 7 vs 10.5 ± 6 min). Time-to-task failure was positively associated with strength (r = 0.473, p = 0.005) and self-reported physical activity (r = 0.456, p = 0.030). Lean mass in the trunk was positively associated with trunk flexor strength (r = 0.378, p = 0.011) and self-reported physical activity (r = 0.486, p = 0.007). Finally, torque steadiness [coefficient of variation of torque (CV)] during submaximal isometric contractions decreased with contraction intensity and was similar for males and females across all intensities. Conclusions Unlike many limb muscle groups, males and females had similar fatigability and torque steadiness of the trunk flexor muscles during isometric contractions. Stronger individuals, however, exhibited less fatigability. Lower self-reported physical activity was associated with greater fatigability of trunk flexor muscles. The relationship between strength and fatigability of the trunk flexor muscles and physical activity supports the importance of abdominal muscle strengthening to offset fatigability in both males and females

    A summary of the LANDSAT Great Plains Corridor projects and the principal results are presented. Emphasis is given to the use of satellite acquired phenological data for range management and agri-business activities. A convenient method of reducing LANDSAT MSS data to provide quantitative estimates of green biomass on rangelands in the Great Plains is explained. Suggestions for the use of this approach for evaluating range feed conditions are presented. A LANDSAT Follow-on project has been initiated which will employ the green biomass estimation method in a quasi-operational monitoring of range readiness and range feed conditions on a regional scale

    Monitoring the vernal advancement and retrogradation (green wave effect) of natural vegetation

    The author has identified the following significant results. The Great Plains Corridor rangeland project utilizes natural vegetation systems as phenological indicators of seasonal development and climatic effects upon regional growth conditions. A method has been developed for quantitative measurement of vegetation conditions over broad regions using ERTS-1 MSS data. Radiance values recorded in ERTS-1 spectral bands 5 and 7, corrected for sun angle, are used to compute a band ratio parameter which is shown to be correlated with green biomass and vegetation moisture content. This report details the progress being made toward determining factors associated with the transformed vegetation index (TVI) and limitations on the method. During the first year of ERTS-1 operation (cycles 1-20), an average of 50% usable ERTS-1 data was obtained for the ten Great Plains Corridor test sites
