Empowerment is a laudable goal for planners and other practitioners, in dealing with poverty and other community problems. In spite of being applied extensively in a variety of programs, definition of empowerment is still elusive. This article attempts to exlpore the conspt of empowerment, what are the goals of empowerment, and what theories gude empowerment practice. These answers are expected to lead to a clearer understanding of the concept of empowerment

Where the homeless children and youth come from: A study of the residential origins of the homeless in Miami-Dade County, Florida

This study investigates where homeless children and youth come from and identifies factors associated with the spatial distribution of the residential origins of homeless children and youth. Data was obtained through a point-in-time homelessness survey in Miami-Dade County, Florida in January 2005. The study identified 545 homeless children and youth in 219 homeless families whose residential origins in Miami-Dade County, Florida. Their residential origins are not heavily concentrated in poor neighborhoods, but are also located in less poor neighborhoods. The study reveals that domestic violence that is not confined strictly to neighborhoods of high poverty is the factor that explains the spatial distribution of the residential origins of homeless children and youth. This study also reveals that areas characterized by deprivation are strongly and positively significant in producing more homeless children and youth.

Policymaking and the spatial characteristics of land subsidence in North Jakarta

The narrative of “Jakarta is sinking!” has grown louder following the seasonal flood events over the past few years. What makes the case interesting is that the actual shape of land subsidence is growing fastest at around 20 cm per year in the northwest area, which is dominated by housing and settlements rather than commercial buildings and industries. This study aims to provide an academic explanation of the land subsidence phenomenon from the perspective of historical institutionalism. Applying spatial analysis and documentary reviews, we discussed the relationship between policy directions and land subsidence forms over decades. This paper found that spatial policy which have been pushed the urbanization in north Jakarta has contributed a more significant impact on land subsidence. The inability of government policy to address groundwater utilization both from the settlements and industries with the provisioning of access to safe water, emerged as one of the most significant factors triggering land subsidence
