    Cultural Resource Management and Aboriginal Engagement: Policy and Practice in Ontario Archaeology

    The Standards and Guidelines for Consultant Archaeologists (Ontario 2011) introduced a new requirement for archaeologists working in Ontario CRM to engage Aboriginal communities in response to growing criticisms from these communities over being excluded from the process. Considered vague by many involved in the industry, both archaeologists and Aboriginal community representatives have developed their own strategies for complying with these requirements and their own opinions on how what they do over the course of engagement does or does not fit into that policy. However, many Aboriginal concerns remain unaddressed in the current engagement process, leaving open the possibility that tension and conflict may arise in the field. While some archaeologists have been open to the recent changes in policy advocating for more transparency and collaboration, others have been resistant and continued to defend their position of authority over the management and interpretation of the archaeological record

    Indemnification and the building of Canadian pipelines

    The Canadian Federal Government’s purchase of the Trans Mountain pipeline in 2018 was seen by many as a singular action to support the pipeline industry. However, this research will contend that this is not the case because this thesis will show that the federal government has indemnified the oil and gas pipeline industry in Canada over the past 60 years. This will be shown by focusing on three large-scale positive examples of Federal Government indemnification, they are the modern Trans Mountain pipeline expansion, the 1970’s building of Line 9 and the initial construction of the TransCanada pipeline project in the 1950’s. All of these cases relied on direct government fiscal and political support to indemnify the projects so that they could obtain financing and eventually be constructed. By using process tracing this thesis shows how the Canadian federal government has in essence been indemnifying all large-scale pipeline projects throughout a large part of Canada’s history. Explanations for why this support has existed are then explored through a lens of industry structure, and the thesis posits that the pipeline industry’s structure (using the metric of industry size, firm size, profit rate, market concentration and geographical dispersion) is one explanatory factor as to why this policy of indemnification has existed in Canada for such a long period of time

    Integrating LiDAR data and multi-temporal aerial imagery to map wetland inundation dynamics using Google Earth Engine

    The Prairie Pothole Region of North America is characterized by millions of depressional wetlands, which provide critical habitats for globally significant populations of migratory waterfowl and other wildlife species. Due to their relatively small size and shallow depth, these wetlands are highly sensitive to climate variability and anthropogenic changes, exhibiting inter- and intra-annual inundation dynamics. Moderate-resolution satellite imagery (e.g., Landsat, Sentinel) alone cannot be used to effectively delineate these small depressional wetlands. By integrating fine spatial resolution Light Detection and Ranging (LiDAR) data and multi-temporal (2009–2017) aerial images, we developed a fully automated approach to delineate wetland inundation extent at watershed scales using Google Earth Engine. Machine learning algorithms were used to classify aerial imagery with additional spectral indices to extract potential wetland inundation areas, which were further refined using LiDAR-derived landform depressions. The wetland delineation results were then compared to the U.S. Fish and Wildlife Service National Wetlands Inventory (NWI) geospatial dataset and existing global-scale surface water products to evaluate the performance of the proposed method. We tested the workflow on 26 watersheds with a total area of 16,576 km2 in the Prairie Pothole Region. The results showed that the proposed method can not only delineate current wetland inundation status but also demonstrate wetland hydrological dynamics, such as wetland coalescence through fill-spill hydrological processes. Our automated algorithm provides a practical, reproducible, and scalable framework, which can be easily adapted to delineate wetland inundation dynamics at broad geographic scales

    On the effects of the ocean on atmospheric CFC-11 lifetimes and emissions

    The ocean is a reservoir for CFC-11, a major ozone-depleting chemical. Anthropogenic production of CFC-11 dramatically decreased in the 1990s under the Montreal Protocol, which stipulated a global phase out of production by 2010. However, studies raise questions about current overall emission levels and indicate unexpected increases of CFC-11 emissions of about 10 Gg ⋅ yr−1 after 2013 (based upon measured atmospheric concentrations and an assumed atmospheric lifetime). These findings heighten the need to understand processes that could affect the CFC-11 lifetime, including ocean fluxes. We evaluate how ocean uptake and release through 2300 affects CFC-11 lifetimes, emission estimates, and the long-term return of CFC-11 from the ocean reservoir. We show that ocean uptake yields a shorter total lifetime and larger inferred emission of atmospheric CFC-11 from 1930 to 2075 compared to estimates using only atmospheric processes. Ocean flux changes over time result in small but not completely negligible effects on the calculated unexpected emissions change (decreasing it by 0.4 ± 0.3 Gg ⋅ yr−1). Moreover, it is expected that the ocean will eventually become a source of CFC-11, increasing its total lifetime thereafter. Ocean outgassing should produce detectable increases in global atmospheric CFC-11 abundances by the mid-2100s, with emission of around 0.5 Gg ⋅ yr−1; this should not be confused with illicit production at that time. An illustrative model projection suggests that climate change is expected to make the ocean a weaker reservoir for CFC-11, advancing the detectable change in the global atmospheric mixing ratio by about 5 yr

    Effectiveness of a behavioural intervention delivered by text messages (safetxt) on sexually transmitted reinfections in people aged 16-24 years: randomised controlled trial.

    OBJECTIVE: To quantify the effects of a series of text messages (safetxt) delivered in the community on incidence of chlamydia and gonorrhoea reinfection at one year in people aged 16-24 years. DESIGN: Parallel group randomised controlled trial. SETTING: 92 sexual health clinics in the United Kingdom. PARTICIPANTS: People aged 16-24 years with a diagnosis of, or treatment for, chlamydia, gonorrhoea, or non-specific urethritis in the past two weeks who owned a mobile phone. INTERVENTIONS: 3123 participants assigned to the safetxt intervention received a series of text messages to improve sex behaviours: four texts daily for days 1-3, one or two daily for days 4-28, two or three weekly for month 2, and 2-5 monthly for months 3-12. 3125 control participants received a monthly text message for one year asking for any change to postal or email address. It was hypothesised that safetxt would reduce the risk of chlamydia and gonorrhoea reinfection at one year by improving three key safer sex behaviours: partner notification at one month, condom use, and sexually transmitted infection testing before unprotected sex with a new partner. Care providers and outcome assessors were blind to allocation. MAIN OUTCOME MEASURES: The primary outcome was the cumulative incidence of chlamydia or gonorrhoea reinfection at one year, assessed by nucleic acid amplification tests. Safety outcomes were self-reported road traffic incidents and partner violence. All analyses were by intention to treat. RESULTS: 6248 of 20 476 people assessed for eligibility between 1 April 2016 and 23 November 2018 were randomised. Primary outcome data were available for 4675/6248 (74.8%). At one year, the cumulative incidence of chlamydia or gonorrhoea reinfection was 22.2% (693/3123) in the safetxt arm versus 20.3% (633/3125) in the control arm (odds ratio 1.13, 95% confidence interval 0.98 to 1.31). The number needed to harm was 64 (95% confidence interval number needed to benefit 334 to ∞ to number needed to harm 24) The risk of road traffic incidents and partner violence was similar between the groups. CONCLUSIONS: The safetxt intervention did not reduce chlamydia and gonorrhoea reinfections at one year in people aged 16-24 years. More reinfections occurred in the safetxt group. The results highlight the need for rigorous evaluation of health communication interventions. TRIAL REGISTRATION: ISRCTN registry ISRCTN64390461.     Behavioural intervention to reduce sexually transmitted infections in people aged 16–24 years in the UK: the safetxt RCT

    BACKGROUND: The prevalence of genital chlamydia and gonorrhoea is higher in the 16–24 years age group than those in other age group. With users, we developed the theory-based safetxt intervention to reduce sexually transmitted infections. OBJECTIVES: To establish the effect of the safetxt intervention on the incidence of chlamydia/gonorrhoea infection at 1 year. DESIGN: A parallel-group, individual-level, randomised superiority trial in which care providers and outcome assessors were blinded to allocation. SETTING: Recruitment was from 92 UK sexual health clinics. PARTICIPANTS: Inclusion criteria were a positive chlamydia or gonorrhoea test result, diagnosis of non-specific urethritis or treatment started for chlamydia/gonorrhoea/non-specific urethritis in the last 2 weeks; owning a personal mobile phone; and being aged 16–24 years. ALLOCATION: Remote computer-based randomisation with an automated link to the messaging system delivering intervention or control group messages. INTERVENTION: The safetxt intervention was designed to reduce sexually transmitted infection by increasing partner notification, condom use and sexually transmitted infection testing before sex with new partners. It employed educational, enabling and incentivising content delivered by 42–79 text messages over 1 year, tailored according to type of infection, gender and sexuality. COMPARATOR: A monthly message regarding trial participation. Main outcomes: The primary outcome was the incidence of chlamydia and gonorrhoea infection at 12 months, assessed using nucleic acid amplification tests. Secondary outcomes at 1 and 12 months included self-reported partner notification, condom use and sexually transmitted infection testing prior to sex with new partner(s). RESULTS: Between 1 April 2016 and 23 November 2018, we assessed 20,476 people for eligibility and consented and randomised 6248 participants, allocating 3123 to the safetxt intervention and 3125 to the control. Primary outcome data were available for 4675 (74.8%) participants. The incidence of chlamydia/gonorrhoea infection was 22.2% (693/3123) in the intervention group and 20.3% (633/3125) in the control group (odds ratio 1.13, 95% confidence interval 0.98 to 1.31). There was no evidence of heterogeneity in any of the prespecified subgroups. Partner notification was 85.6% in the intervention group and 84.0% in the control group (odds ratio 1.14, 95% confidence interval 0.99 to 1.33). At 12 months, condom use at last sex was 33.8% in the intervention group and 31.2% in the control group (odds ratio 1.14, 95% confidence interval 1.01 to 1.28) and condom use at first sex with most recent new partner was 54.4% in the intervention group and 48.7% in the control group (odds ratio 1.27, 95% confidence interval 1.11 to 1.45). Testing before sex with a new partner was 39.5% in the intervention group and 40.9% in the control group (odds ratio 0.95, 95% confidence interval 0.82 to 1.10). Having two or more partners since joining the trial was 56.9% in the intervention group and 54.8% in the control group (odds ratio 1.11, 95% confidence interval 1.00 to 1.24) and having sex with someone new since joining the trial was 69.7% in the intervention group and 67.4% in the control group (odds ratio 1.13, 95% confidence interval 1.00 to 1.28). There were no differences in safety outcomes. Additional sensitivity and per-protocol analyses showed similar results. LIMITATIONS: Our understanding of the mechanism of action for the unanticipated effects is limited. CONCLUSIONS: The safetxt intervention did not reduce chlamydia and gonorrhoea infections, with slightly more infections in the intervention group. The intervention increased condom use but also increased the number of partners and new partners. Randomised controlled trials are essential for evaluating health communication interventions, which can have unanticipated effects

    Deletion of P2X2 and P2X3 receptor subunits does not alter motility of the mouse colon

    Purinergic P2X receptors contribute to neurotransmission in the gut. P2X receptors are ligand-gated cation channels that mediate synaptic excitation in subsets of enteric neurons. The present study evaluated colonic motility in vitro and in vivo in wild type (WT) and P2X2 and P2X3 subunit knockout (KO) mice. The muscarinic receptor agonist, bethanechol (0.3-3 micromolar), caused similar contractions of the longitudinal muscle in colon segments from WT, P2X2 and P2X3 subunit KO mice. Nicotine (1-300 micromolar), acting at neuronal nicotinic receptors, caused similar longitudinal muscle relaxations in colonic segments from WT and P2X2 and P2X3 subunit KO mice. Nicotine-induced relaxations were inhibited by nitro-L-arginine (NLA, 100 micromolar) and apamin (0.1 micromolar) which block inhibitory neuromuscular transmission. ATP (1-1000 micromolar) caused contractions only in the presence of NLA and apamin. ATP-induced contractions were similar in colon segments from WT, P2X2 and P2X3 KO mice. The mouse colon generates spontaneous migrating motor complexes (MMCs) in vitro. The MMC frequency was higher in P2X2 KO compared to WT tissues; other parameters of the MMC were similar in colon segments from WT, P2X2 and P2X3 KO mice. 5-Hydroxytryptophan-induced fecal output was similar in WT, P2X2 and P2X3 KO mice. These data indicate that nicotinic receptors are located predominately on inhibitory motor neurons supplying the longitudinal muscle in the mouse colon. P2X2 or P2X3 subunit containing receptors are not localized to motorneurons supplying the longitudinal muscle. Synaptic transmission mediated by P2X2 or P2X3 subunit containing receptors is not required for propulsive motility in the mouse colon
