    GUATEMALA’S MARKET-LED AGRARIAN REFORM: A FAILURE IN ITS OWN TERMS

    Inequitable land ownership has been, and continues to be, an enormous problem confronting Guatemala. Since it was first perceived to impede ideals and conceptions of progress, the ways in which land concentration has been problematized have evolved and expanded to include a variety of concerns. Consequentially, a variety of attempts have been made throughout Guatemala’s history to distribute land more equitably. One of the most recent attempts has been through the implementation of a Market-Led Agrarian Reform (MLAR). This model of agrarian reform emerged in the 1980s out of criticisms of previous, state-led reforms and the growing neo-liberal rationale that resources are most efficiently and peacefully, distributed through market forces. Since the 1990s, the MLAR has gained prominence and has been widely implemented with the support of the World Bank (WB) in countries such as Brazil, Philippines, Colombia, and Guatemala. Although the inadequacy of the MLAR model and its objectives is well-documented, it is less clear to what extent the model has been able to achieve its own goals, however limited they may be. The following examines the outcomes of Guatemala’s MLAR in light of its justification and objectives and argues that the MLAR has largely failed in its own terms. Instead of improving access to land and alleviating poverty, the reform has resulted in massive beneficiary indebtedness, increased poverty, and the re-concentration of land

    Integrating existing climate adaptation planning into future visions: A strategic scenario for the central Arizona–Phoenix region

    Cities face a number of challenges to ensure that people’s well-being and ecosystem integrity are not only maintained but improved for current and future generations. Urban planning must account for the diverse and changing interactions among the social, ecological, and technological systems (SETS) of a city. Cities struggle with long-range approaches to explore, anticipate, and plan for sustainability and resilience—and scenario development is one way to address this need. In this paper, we present the framework for developing what we call ‘strategic’ scenarios, which are scenarios or future visions created from governance documents expressing unrealized municipal priorities and goals. While scenario approaches vary based on diverse planning and decision-making objectives, only some offer tangible, systemic representations of existing plans and goals for the future that can be explored as an assessment and planning tool for sustainability and resilience. Indeed, the strategic scenarios approach presented here (1) emphasizes multi-sectoral and interdisciplinary interventions; (2) identifies systemic conflicts, tradeoffs, and synergies among existing planning goals; and (3) incorporates as yet unrealized goals and strategies representative of urban short-term planning initiatives. We present an example strategic scenario for the Central Arizona–Phoenix metropolitan region, and discuss the utility of the strategic scenario in long-term thinking for future sustainability and resilience in urban research and practice. This approach brings together diverse—sometimes competing—strategies and offers the opportunity to explore outcomes by comparing and contrasting their implications and tradeoffs, and evaluating the resulting strategic scenario against scenarios developed through alternative, participatory approaches

    The Co-Production of Sustainable Future Scenarios

    Scenarios are a tool to develop plausible, coherent visions about the future and to foster anticipatory knowledge. We present the Sustainable Future Scenarios (SFS) framework and demonstrate its application through the Central Arizona-Phoenix Long-term Ecological Research (CAP LTER) urban site. The SFS approach emphasizes the co-development of positive and long-term alternative future visions. Through a collaboration of practitioner and academic stakeholders, this research integrates participatory scenario development, modeling, and qualitative scenario assessments. The SFS engagement process creates space to question the limits of what is normally considered possible, desirable, or inevitable in the face of future challenges. Comparative analyses among the future scenarios demonstrate trade-offs among regional and microscale temperature, water use, land-use change, and co-developed resilience and sustainability indices. SFS incorporate diverse perspectives in co-producing positive future visions, thereby expanding traditional future projections. The iterative, interactive process also creates opportunities to bridge science and policy by building anticipatory and systems-based decision-making and research capacity for long-term sustainability planning

    Screening for Gynecologic Conditions With Pelvic Examination US Preventive Services Task Force Recommendation Statement

    IMPORTANCE Many conditions that can affect women\u27s health are often evaluated through pelvic examination. Although the pelvic examination is a common part of the physical examination, it is unclear whether performing screening pelvic examinations in asymptomatic women has a significant effect on disease morbidity and mortality. OBJECTIVE To issue a new US Preventive Services Task Force(USPSTF) recommendation on screening for gynecologic conditions with pelvic examination for conditions other than cervical cancer, gonorrhea, and chlamydia, for which the USPSTF has already made specific recommendations. EVIDENCE REVIEW The USPSTF reviewed the evidence on the accuracy, benefits, and potential harms of performing screening pelvic examinations in asymptomatic, nonpregnant adult women 18 years and older who are not at increased risk for any specific gynecologic condition. FINDINGS Overall, the USPSTF found inadequate evidence on screening pelvic examinations for the early detection and treatment of a range of gynecologic conditions in asymptomatic, nonpregnant adult women. CONCLUSIONS AND RECOMMENDATION The USPSTF concludes that the current evidence is insufficient to assess the balance of benefits and harms of performing screening pelvic examinations in asymptomatic, nonpregnant adult women. (I statement) This statement does not apply to specific disorders for which the USPSTF already recommends screening (ie, screening for cervical cancer with a Papanicolaou smear, screening for gonorrhea and chlamydia)

    Structural requirements for PACSIN/Syndapin operation during zebrafish embryonic notochord development.

    PACSIN/Syndapin proteins are membrane-active scaffolds that participate in endocytosis. The structure of the Drosophila Syndapin N-terminal EFC domain reveals a crescent shaped antiparallel dimer with a high affinity for phosphoinositides and a unique membrane-inserting prong upon the concave surface. Combined structural, biochemical and reverse genetic approaches in zebrafish define an important role for Syndapin orthologue, Pacsin3, in the early formation of the notochord during embryonic development. In pacsin3-morphant embryos, midline convergence of notochord precursors is defective as axial mesodermal cells fail to polarize, migrate and differentiate properly. The pacsin3 morphant phenotype of a stunted body axis and contorted trunk is rescued by ectopic expression of Drosophila Syndapin, and depends critically on both the prong that protrudes from the surface of the bowed Syndapin EFC domain and the ability of the antiparallel dimer to bind tightly to phosphoinositides. Our data confirm linkage between directional migration, endocytosis and cell specification during embryonic morphogenesis and highlight a key role for Pacsin3 in this coupling in the notochord

    Design Specification for a Thrust-Vectoring, Actuated-Nose-Strake Flight Control Law for the High-Alpha Research Vehicle

    Specifications for a flight control law are delineated in sufficient detail to support coding the control law in flight software. This control law was designed for implementation and flight test on the High-Alpha Research Vehicle (HARV), which is an F/A-18 aircraft modified to include an experimental multi-axis thrust-vectoring system and actuated nose strakes for enhanced rolling (ANSER). The control law, known as the HARV ANSER Control Law, was designed to utilize a blend of conventional aerodynamic control effectors, thrust vectoring, and actuated nose strakes to provide increased agility and good handling qualities throughout the HARV flight envelope, including angles of attack up to 70 degrees

    Study protocol: The development of a pilot study employing a randomised controlled design to investigate the feasibility and effects of a peer support program following discharge from a specialist first-episode psychosis treatment centre

    <p>Abstract</p> <p>Background</p> <p>Young people with first-episode psychosis (FEP) are at risk of a range of negative outcomes. Specialist FEP services have been developed to provide comprehensive, multi-disciplinary treatment. However, these services are often available for a restricted period and the services that young people may be transferred to are less comprehensive. This represents a risk of drop out from treatment services in a group already considered to be at risk of disengagement. Peer support groups have been shown to improve social relationships among people with psychosis however individual peer support programs have not been tested on young people with first-episode psychosis; nor have they been tested at the point of discharge from services.</p> <p>Methods/design</p> <p>The study is an 18-month randomised controlled trial being conducted at Orygen Youth Health Research Centre in Melbourne, Australia. The aim of the study is to test the feasibility and effects of a 6-month peer support intervention delivered to young people with FEP over the period of discharge. Participants are young people aged 15-24 who are being discharged from a specialist first-episode psychosis treatment centre. There is a 6-month recruitment period. The intervention comprises two hours of contact per fortnight during which peer support workers can assist participants to engage with their new services, or other social and community activities. Participants will be assessed at baseline and post intervention (6 months).</p> <p>Discussion</p> <p>This paper describes the development of a randomised-controlled trial which aims to pilot a peer support program among young people who are being discharged from a specialist FEP treatment centre. If effective, the intervention could lead to benefits not only for participants over the discharge period, but for peer support workers as well.</p> <p>Trial registration</p> <p>The study was registered with the Australian New Zealand Clinical Trials Registry; number: ACTRN12610000241033.</p

    Connectivity: insights from the U.S. Long Term Ecological Research Network

    Ecosystems across the United States are changing in complex and surprising ways. Ongoing demand for critical ecosystem services requires an understanding of the populations and communities in these ecosystems in the future. This paper represents a synthesis effort of the U.S. National Science Foundation-funded Long-Term Ecological Research (LTER) network addressing the core research area of “populations and communities.” The objective of this effort was to show the importance of long-term data collection and experiments for addressing the hardest questions in scientific ecology that have significant implications for environmental policy and management. Each LTER site developed at least one compelling case study about what their site could look like in 50–100 yr as human and environmental drivers influencing specific ecosystems change. As the case studies were prepared, five themes emerged, and the studies were grouped into papers in this LTER Futures Special Feature addressing state change, connectivity, resilience, time lags, and cascading effects. This paper addresses the “connectivity” theme and has examples from the Phoenix (urban), Niwot Ridge (alpine tundra), McMurdo Dry Valleys (polar desert), Plum Island (coastal), Santa Barbara Coastal (coastal), and Jornada (arid grassland and shrubland) sites. Connectivity has multiple dimensions, ranging from multi-scalar interactions in space to complex interactions over time that govern the transport of materials and the distribution and movement of organisms. The case studies presented here range widely, showing how land-use legacies interact with climate to alter the structure and function of arid ecosystems and flows of resources and organisms in Antarctic polar desert, alpine, urban, and coastal marine ecosystems. Long-term ecological research demonstrates that connectivity can, in some circumstances, sustain valuable ecosystem functions, such as the persistence of foundation species and their associated biodiversity or, it can be an agent of state change, as when it increases wind and water erosion. Increased connectivity due to warming can also lead to species range expansions or contractions and the introduction of undesirable species. Continued long-term studies are essential for addressing the complexities of connectivity. The diversity of ecosystems within the LTER network is a strong platform for these studies
