The possession of complementary innovation-producing resources by small and large firms helps explain patterns of interaction among firms in dynamic, technology-based industries.     Van Duyn v. Baker School District: A Material Improvement in Evaluating a School District\u27s Failure to Implement Individualized Education Programs

    This Case Note of explores the standards courts use when evaluating a school district\u27s failure to implement a student\u27s Individualized Education Plan (IEP). In , the Ninth Circuit held that only material failures to implement constitute a deprivation of Free Appropriate Public Education (FAPE) under the Individuals with Disabilities Education Act (IDEA). The Note first begins with a discussion of the right to FAPE under the IDEA and how the Supreme Court narrowed the scope of FAPE in . It then examines the many different standards federal courts have used to evaluate implementation failures, including requiring the failure to involve a substantial, significant, or essential provision of the student\u27s IEP; examining the reason for the failure; examining whether the student received an educational benefit despite a failure; and requiring the failure to be more than de minimis. Finally, the Note critically examines the decision and concludes that the Ninth Circuit\u27s approach to implementation failures is the most appropriate approach to date. As compared to the other standards, the new materiality standard better serves the judiciary, school districts, and most importantly, students with disabilities

    POTENTIAL PITFALLS IN RENEWABLE RESOURCE DECISION MAKING THAT UTILIZES CONVEX COMBINATIONS OF DISCRETE ALTERNATIVES

    Decision makers in renewable resource planning are often unable to specify their objective function a priori, and are presented with a discrete set of alternatives reflecting a range of options that are actually much more continuous. It is common for the decision maker to be interested in some other alternative than those originally developed. An iterative process thus often takes place between decision maker an analyst as they search for a satisfactory alternative. This paper analyzes the economic tenability of simply interpolating (taking convex combinations of) initial alternatives to generate new alternatives in this process. It is shown that convex combinations of outputs will be producible (feasible) with the interpolated input levels, under very common conditions. In fact, the cost estimate resulting from interpolating the cost of two (or more) alternatives will generally be an overestimate. The magnitude of this overestimate is investigated in a test case. It is concluded that this cost overestimate can be rather large, and is not systematically predictable.     Average output entropy for quantum channels

    We study the regularized average Renyi output entropy \bar{S}_{r}^{\reg} of quantum channels. This quantity gives information about the average noisiness of the channel output arising from a typical, highly entangled input state in the limit of infinite dimensions. We find a closed expression for \beta_{r}^{\reg}, a quantity which we conjecture to be equal to \Srreg. We find an explicit form for \beta_{r}^{\reg} for some entanglement-breaking channels, and also for the qubit depolarizing channel Δλ\Delta_{\lambda} as a function of the parameter λ\lambda.     Meta-analyses of Post-acquisition Performance: Indications of Unidentified Moderators

    Empirical research has not consistently identified antecedents for predicting post-acquisition performance. We employ meta-analytic techniques to empirically assess the impact of the most commonly researched antecedent variables on post-acquisition performance. We find robust results indicating that, on average and across the most commonly studied variables, acquiring firms’ performance does not positively change as a function of their acquisition activity, and is negatively affected to a modest extent. More importantly, our results indicate that unidentified variables may explain significant variance in post-acquisition performance, suggesting the need for additional theory development and changes to M&A research methods

    Using a fuzzy inference system to control a pumped storage hydro plant

    The paper discusses the development of a fuzzy inference system (FIS) based governor control for a pumped storage hydroelectric plant. The First Hydro Company's plant at Dinorwig in North Wales is the largest of its kind in Europe and is mainly used for frequency control of the UK electrical grid. In previous investigations, a detailed model of the plant was developed using MATLAB(R)/SIMULINK(R) and this is now being used to compare FIS governor operation with the proportional-integral-derivative (PID) controller currently used. The paper describes the development of an FIS governor, and shows that its response to a step increase in load is superior to the PID under certain conditions of load. The paper proceeds to discuss the implications of these results in view of the possible practical application of an FIS governor at the Dinorwig plant

    Military service and crime: new evidence

    BACKGROUND: Evidence indicates that a substantial proportion of military personnel are involved in high-risk and antisocial behaviors that place them at jeopardy for criminal justice system involvement. However, prior research on military service and crime has disproportionately focused on veterans from the Vietnam War era (1955–1975), and has tended to focus on either current or former military members. METHODS: This study employed data from a population-based study (i.e., National Study on Drug Use and Health [NSDUH] between 2002 and 2014). It systematically examines the prevalence of self-reported antisocial behaviors, criminal justice system involvement, and substance abuse among the US civilian population and military service members, including reservists (n = 2206) and those who reported having been separated or retired from military service (n = 20,551). These factors are further examined across the developmental spectrum of adulthood (ages 18–34, 35–49, and 50–64). RESULTS: Results showed that military members were more prone to lifetime arrests and overall substance misuse. However, additional findings emerged suggesting that, while the military population overall seems to be positively associated with higher criminal activity than that found in the civilian population, these findings were based on a specific subgroup of the veteran population. This subgroup is comprised of individuals who likely did not fit in with the military culture and were discharged from the military early in their careers. CONCLUSION: Additional research on identifying this subgroup of military members is encouraged to better concentrate on prevention and treatment measures

    Lifting of Ir{100} reconstruction by CO adsorption: An ab initio study

    The adsorption of CO on unreconstructed and reconstructed Ir{100} has been studied, using a combination of density functional theory and thermodynamics, to determine the relative stability of the two phases as a function of CO coverage, temperature and pressure. We obtain good agreement with experimentaldata. At zero temperature, the (1X5) reconstruction becomes less stable than the unreconstructed (1X1) surface when the CO coverage exceeds a critical value of 0.09 ML. The interaction between CO molecules is found to be repulsive on the reconstructed surface, but attractive on the unreconstructed, explaining the experimental observation of high CO coverage on growing (1X1) islands. At all temperatures and pressures, we find only two possible stable states: 0.05 ML CO c(2X2) overlayer on the (1X1) substrate, and the clean (1Ă—\times5) reconstructed surface.Comment: 31 page
