    The States Must Be Crazy: Dissent and the Puzzle of Repressive Persistence

    According to forty years worth of research, dissent always increases repression whereas state coercive behavior has a range of different influences on dissident activity. If the outcome of government action is uncertain, why do authorities continue to apply repression? We explore this “puzzle of repressive persistence” using official records of U.S. government activities against the Republic of New Africa, a Black Nationalist organization active in the late 1960s and early 1970s. In particular, we investigate three proposed answers to the puzzle: repression is effective but in a way not currently considered; repression functions by mechanisms not hitherto considered by quantitative researchers; or those who use repression are not actually interested in eliminating dissent. We find that persistence in this case can be attributed to: 1) a long-term plan to eliminate challengers deemed threatening to the U.S. political-economy and 2) the influence of particular agents of repression engaged in a crusade against Black radicals. Both factors increased the likelihood of continued coercion despite short-term failure; indeed such an outcome actually called for additional repressive action. These insights open up a new area of research for conflict scholars interested in occurrence, persistence and escalation

    Tenure through Tyranny? Repression, Dissent, and Leader Removal in Africa and Latin America, 1990–2006

    With few exceptions, prior research on leadership survival focuses largely on state institutional characteristics or economic context. We shift this orientation by explicitly considering the important role contentious interactions between the incumbent regime and dissident actors play in determining the duration of leader tenure as well as the manner in which a leader is removed. Specifically, we focus on the severity of the incumbent leader's response to dissident challenges. We contend that the severity of this response represents a critical signal which informs the decisions of specific audiences that ultimately determine the incumbent's survival. To evaluate our argument, we employ detailed information on dissent–repression dynamics and leader survival for a leader-month sample of 69 African and Latin American states between 1990 and 2006. Our results suggest that incumbents are vulnerable to coup d’ état when government repression is perceived as weaker than would normally be expected for a given challenge. By contrast, removal via revolution becomes increasingly likely when repression dramatically exceeds the levels that would normally be warranted given the extant challenge

    Acceptability of predictive testing for ischemic heart disease in those with a family history and the impact of results on behavioural intention and behaviour change : a systematic review

    Background: Tests to predict the development of chronic diseases in those with a family history of the disease are becoming increasingly available and can identify those who may benefit most from preventive interventions. It is important to understand the acceptability of these predictive approaches to inform the development of tools to support decision making. Whilst data are lacking for many diseases, data are available for ischemic heart disease (IHD). Therefore, this study investigates the willingness of those with a family history of IHD to take a predictive test, and the effect of the test results on risk-related behaviours. Method: Medline, EMBASE, PsycINFO, LILACS and grey literature were searched. Primary research, including adult participants with a family history of IHD, and assessing a predictive test were included. Qualitative and quantitative outcomes measuring willingness to take a predictive test and the effect of test results on risk-related behaviours were also included. Data concerning study aims, participants, design, predictive test, intervention and findings were extracted. Study quality was assessed using the Standard Quality Assessment Criteria for Evaluating Research Papers from a Variety of Fields and a narrative synthesis undertaken. Results: Five quantitative and two qualitative studies were included. These were conducted in the Netherlands (n = 1), Australia (n = 1), USA (n = 1) and the UK (n = 4). Methodological quality ranged from moderate to good. Three studies found that most relatives were willing to take a predictive test, reporting family history (n = 2) and general practitioner (GP) recommendation (n = 1) as determinants of interest. Studies assessing the effect of test results on behavioural intentions (n = 2) found increased intentions to engage in physical activity and smoking cessation, but not healthy eating in those at increased risk of developing IHD. In studies examining actual behaviour change (n = 2) most participants reported engaging in at least one preventive behaviour, particularly medication adherence. Conclusion: The results suggests that predictive approaches are acceptable to those with a family history of IHD and have a positive impact on health behaviours. Further studies are needed to provide a comprehensive understanding of predictive approaches in IHD and other chronic conditions

    Characterizing the Habitable Zones of Exoplanetary Systems with a Large Ultraviolet/Visible/Near-IR Space Observatory

    Understanding the surface and atmospheric conditions of Earth-size, rocky planets in the habitable zones (HZs) of low-mass stars is currently one of the greatest astronomical endeavors. Knowledge of the planetary effective surface temperature alone is insufficient to accurately interpret biosignature gases when they are observed in the coming decades. The UV stellar spectrum drives and regulates the upper atmospheric heating and chemistry on Earth-like planets, is critical to the definition and interpretation of biosignature gases, and may even produce false-positives in our search for biologic activity. This white paper briefly describes the scientific motivation for panchromatic observations of exoplanetary systems as a whole (star and planet), argues that a future NASA UV/Vis/near-IR space observatory is well-suited to carry out this work, and describes technology development goals that can be achieved in the next decade to support the development of a UV/Vis/near-IR flagship mission in the 2020s.Comment: Submitted in response to NASA call for white papers: "Large Astrophysics Missions to Be Studied by NASA Prior to the 2020 Decadal Survey

    Subcellular localization of MC4R with ADCY3 at neuronal primary cilia underlies a common pathway for genetic predisposition to obesity.

    Most monogenic cases of obesity in humans have been linked to mutations in genes encoding members of the leptin-melanocortin pathway. Specifically, mutations in MC4R, the melanocortin-4 receptor gene, account for 3-5% of all severe obesity cases in humans1-3. Recently, ADCY3 (adenylyl cyclase 3) gene mutations have been implicated in obesity4,5. ADCY3 localizes to the primary cilia of neurons 6 , organelles that function as hubs for select signaling pathways. Mutations that disrupt the functions of primary cilia cause ciliopathies, rare recessive pleiotropic diseases in which obesity is a cardinal manifestation 7 . We demonstrate that MC4R colocalizes with ADCY3 at the primary cilia of a subset of hypothalamic neurons, that obesity-associated MC4R mutations impair ciliary localization and that inhibition of adenylyl cyclase signaling at the primary cilia of these neurons increases body weight. These data suggest that impaired signaling from the primary cilia of MC4R neurons is a common pathway underlying genetic causes of obesity in humans
