Application of Particle Swarm Optimization to Formative E-Assessment in Project Management
The current paper describes the application of Particle Swarm Optimization algorithm to the formative e-assessment problem in project management. The proposed approach resolves the issue of personalization, by taking into account, when selecting the item tests in an e-assessment, the following elements: the ability level of the user, the targeted difficulty of the test and the learning objectives, represented by project management concepts which have to be checked. The e-assessment tool in which the Particle Swarm Optimization algorithm is integrated is also presented. Experimental results and comparison with other algorithms used in item tests selection prove the suitability of the proposed approach to the formative e-assessment domain. A Training Software Platform for the Research Projects Evaluation
The paper presents a training software platform which can be used by the evaluators for learning how to perform the research project evaluation and how to document the whole process, writing consistent comments. For the moment, the platform is ready for use on the proposals evaluation phase, but it can be easier extended in order to also cover the interim and the final evaluations of the research projects.services; goods; industrial society; knowledge-based society.
Validating the Automated Assessment of Participation and of Collaboration in Chat Conversations
International audienceAs Computer Supported Collaborative Learning (CSCL) gains a broader usage as a viable alternative to classic educational scenarios, the need for automated tools capable of supporting tutors in the time consuming process of analyzing conversations becomes more stringent. Moreover, in order to fully explore the benefits of such scenarios, a clear demarcation must be made between participation or active involvement, and collaboration that presumes the intertwining of ideas or points of view with other participants. Therefore, starting from a cohesion-based model of the discourse, we propose two computational models for assessing collaboration and participation. The first model is based on the cohesion graph and can be perceived as a longitudinal analysis of the ongoing conversation, thus accounting for participation from a social knowledge-building perspective. In the second approach, collaboration is regarded from a dialogical perspective as the intertwining or overlap of voices pertaining to different speakers, therefore enabling a transversal analysis of subsequent discussion slices
Public Pensions Reform in Romania. How Affect the Public Finance Sustainability?
This paper deals with the problem of the public pension system’s sustainability in Romania and its impact upon the sustainability of the public finance. Thus, the public pension deficit increased in the last three years, caused by the unsustainable increase of pensions during expansionary years and by decrease of number of taxpayers in the economy. Unfortunately, the pressure on public pension system will continue in the next decades due to decline of the total population and of the working age population and to increasing share of the older people. The first part of the paper is an explanation for the factors which affect the public pension system, and it presents this system’s vulnerabilities. The second part is a brief presentation of the effects of the reforms made after December ’89, with reference to the public pension system. The third part outlines the impact of the unitary pension law upon the improvement of the balancing position of the public pension system. The last part makes an analysis for the budget impact of the unitary pension law, outlining the comparison between the basic scenario – keeping the current system and the alternative scenario, which provides a rich package of reforms with reference to this field.public pensions system, private pensions system, finance sustainability, reforms, ageing problem

Traditional project management practices have evolved over time as the requirements for managing and controlling construction projects unfolded. However, with the advances of management techniques and ICT, traditional practices have proven to be insufficient in meeting the new project requirements. Construction projects are being designed by diverse number of designers (which may well be placed at different geographical locations), procured and managed by new partnering strategies, materials are purchased and delivered through strategic alliances with suppliers etc. These changes have highlighted a number of weaknesses in the traditional project management practices some of which are discussed in the following paper.project management, construction projects, Information and Communication Technology
Finding the Needle in a Haystack: Who are the Most Central Authors Within a Domain?
The speed at which new scientific papers are published has increased
dramatically, while the process of tracking the most recent publications having a
high impact has become more and more cumbersome. In order to support learners
and researchers in retrieving relevant articles and identifying the most central
researchers within a domain, we propose a novel 2-mode multilayered graph
derived from Cohesion Network Analysis (CNA). The resulting extended CNA
graph integrates both authors and papers, as well as three principal link types: coauthorship,
co-citation, and semantic similarity among the contents of the papers.
Our rankings do not rely on the number of published documents, but on their
global impact based on links between authors, citations, and semantic relatedness
to similar articles. As a preliminary validation, we have built a network based on
the 2013 LAK dataset in order to reveal the most central authors within the
emerging Learning Analytics domain.This study is part of the RAGE project. Silicone elastomers filled with rare earth oxides
Silicones which possess, amongst others, remarkable mechanical properties, thermal stability over a
wide range of temperatures and processability, and rare earth oxides(REO), known for their unique
optic, magnetic and catalytic properties can be coupled into multifunctional composite materials(SREOs). In addition, the intrinsic hydrophobicity of REO and polysiloxanes makes them easily
compatible without the need for surface treatments of the former. Thus, europium oxide (Eu2O3),
gadolinium oxide (Gd2O3) and dysprosium oxide (Dy2O3)in amounts of 20 pph are incorporated as
fillers into silicone matrices, followed by processing mixture as thin films and crosslinking at room
temperature. The analysis of the obtained films reveals the changes induced by these fillers in the
thermal, mechanical, dielectric and optical properties, as well as the hydrophobicity of the silicones.
The luminescence properties of S-REO composites were investigated by fluorescence spectra and
lifetime - resolved measurements with a multiemission peaks from blue to greenish register. The
thermogravimetrical analysis indicates an increasing of thermal stability of the composites that
contain REO, compared to pure silicone. As expected, the dielectric permittivity significantly
increased due to nature of the fillers, while the dielectric loss values are relatively low for all samples,
indicating a minimal conversion of electrical energy in the form of heat within bulk composites. The
presence of rare earth oxides into the silicone matrix facilitates the motions of long-range charge
carriers through the network resulting in higher values of conductivity of the composite films. The
stress-strain measurements revealed the reinforcing effect of the rare earth metal oxides on a silicone
matrix, leading to a significant increase of Young modulus. The known hydrophobicity of silicones is
further enhanced by the presence of REO
