    The Journal of Intelligence, Conflict, and Warfare is pleased to publish the following thought piece from one of our esteemed Speakers from the 2020 West Coast Security Conference. The author, Mr. Dalip, is a lawyer working in the financial crime and corruption sphere. From 2015 to 2018, Mr. Dalip was a chairman at the Steering Group Planning Committee for the Caribbean Financial Action Task Force (CFATF); and from 2014 to 2018, he was a special legal advisor to the Ministry of Attorney General Trinidad and Tobago. The intersection between corruption and intelligence is gaining increased focus. Foreign intelligence services have an anti-corruption role at the strategic level through Intelligence Risk Assessments and at the operational level during post-conflict operations. Intelligence assessments of the effectiveness of non-kinetic tools on target countries also guide implementation and policy changes. The roles of security intelligence and foreign intelligence services are, however, no longer always discrete, particularly in the context of non-state actors. Foreign intelligence services would benefit from the skill sets of security intelligence agencies in detecting corruption related predicate offences, both in performing their core roles and supporting law enforcement operations. This includes the use of financial intelligence as well as other key open source intelligence resulting from anti-money laundering frameworks, the development of which has been driven globally by the Financial Action Task Force. In performing these roles, intelligence agencies must also be mindful of their own vulnerability to corruption

    Ridge Regression and Lasso Estimators for Data Analysis

    An important problem in data science and statistical learning is to predict an outcome based on data collected on several predictor variables. This is generally known as a regression problem. In the field of big data studies, the regression model often depends on a large number of predictor variables. The data scientist is often dealing with the difficult task of determining the most appropriate set of predictor variables to be employed in the regression model. In this thesis we adopt a technique that constraints the coefficient estimates which in effect shrinks the coefficient estimates towards zero. Ridge regression and lasso are two well-known methods for shrinking the coefficients towards zero. These two methods are investigated in this thesis. Ridge regression and lasso techniques are compared by analyzing a real data set for a regression model with a large collection of predictor variables

    The Importance of Legislation in Dealing with Extremism and Terrorism: The Experience of Trinidad and Tobago

    While there are vast disparities in size and population between Canada and Trinidad and Tobago (T&T), there are important commonalities between the two including, ethnic and religious diversity, and adherence to strong democratic principals. T&T’s Muslim community represents approximately 5% of the population and has been a strong fiber in the social fabric since 1845. The actions of a small number of citizens has however led to T&T being labelled as having the highest foreign terrorist fighters (FTFs) per capita in the western world. Trinidadians have also been the victims of international terrorism including 9/11 and the Westgate Shopping Mall attack in Kenya. These issues together with the evolving tactics of terror organizations such as ISIL, coupled with T&T being a target rich environment, places terrorism high on the national security agenda

    We report two patients who injected themselves a strong organophosphate compound, dichlorvas, and showed the typical clinical picture of organophosphate intoxication. There are very few case reports of parenteral organophosphorous poisoning. With the appropriate therapy, their symptoms disappeared in a few days. The cases are reported because of unusual and interesting way of intoxication

    Influence of laser spot size at diffuser plane on the longitudinal spatial coherence function of optical coherence microscopy system

    Coherence properties and wavelength of light sources are indispensable for optical coherence microscopy/tomography as they greatly influence the signal to noise ratio, axial resolution, and penetration depth of the system. In the present letter, we investigated the longitudinal spatial coherence properties of the pseudo-thermal light source (PTS) as a function of spot size at the diffuser plane, which is controlled by translating microscope objective lens towards or away from the diffuser plane. The axial resolution of PTS is found to be maximum ~ 13 microns for the beam spot size of 3.5 mm at the diffuser plane. The change in the axial resolution of the system as the spot size is increased at the diffuser plane is further confirmed by performing experiments on standard gauge blocks of height difference of 15 microns. Thus, by appropriately choosing the beam spot size at the diffuser plane, any monochromatic laser light source depending on the biological window can be utilized to obtain high axial-resolution with large penetration depth and speckle-free tomographic images of multilayered biological specimens irrespective of the source temporal coherence length. In addition, PTS could be an attractive alternative light source for achieving high axial-resolution without needing chromatic aberration corrected optics and dispersion-compensation mechanism, unlike conventional setups.Comment: 11 pages, 4 figures. arXiv admin note: text overlap with arXiv:1810.0199
