On the and as Bound States and Approximate Nambu-Goldstone Bosons
We reconsider the two different facets of and mesons as
bound states and approximate Nambu-Goldstone bosons. We address several topics,
including masses, mass splittings between and and between and
, meson wavefunctions, charge radii, and the wavefunction overlap.Comment: 15 pages, late
CORRUPTION AND COST OF GOVERNANCE IN NIGERIA
Nigeria is a country with great potentials. However, these
potentials have been punctuated by a myriad of problems. The
problems are not necessarily that of lack of resources, but of
corruption and hence high cost of governance. The past and
present leadership of the country recognized the ugly situation this
has put the country and had devised mechanisms to stem the tide
for good. The mechanisms put in place by governments in the past
have not achieved the desired results. On the basis of the analysis
of the political economy of the country, the paper suggested ways
to solving the problem - reinforcing the current anti-corruption
drive of the government by making the structures/institutions put in
place to fight corruptio-n to be truly independent of the executive
arm of government and promptly bringing culprits to book, and
reduction in governmental units both at the state and local levels
to economicalZv manageable size. These the paper argues would
reduce corruption in the country and hence lower the cost of
governance
Weighted ancestors in suffix trees
The classical, ubiquitous, predecessor problem is to construct a data
structure for a set of integers that supports fast predecessor queries. Its
generalization to weighted trees, a.k.a. the weighted ancestor problem, has
been extensively explored and successfully reduced to the predecessor problem.
It is known that any solution for both problems with an input set from a
polynomially bounded universe that preprocesses a weighted tree in O(n
polylog(n)) space requires \Omega(loglogn) query time. Perhaps the most
important and frequent application of the weighted ancestors problem is for
suffix trees. It has been a long-standing open question whether the weighted
ancestors problem has better bounds for suffix trees. We answer this question
positively: we show that a suffix tree built for a text w[1..n] can be
preprocessed using O(n) extra space, so that queries can be answered in O(1)
time. Thus we improve the running times of several applications. Our
improvement is based on a number of data structure tools and a
periodicity-based insight into the combinatorial structure of a suffix tree.Comment: 27 pages, LNCS format. A condensed version will appear in ESA 201
Susceptibility Inhomogeneity and Non-Fermi-Liquid Behavior in Ce(Ru_{0.5}Rh_{0.5})_2Si_2
Magnetic susceptibility and muon spin rotation (\muSR) experiments have been
carried out to study the effect of structural disorder on the non-Fermi-liquid
(NFL) behavior of the heavy-fermion alloy Ce(Ru_{0.5}Rh_{0.5})_2Si_2. Analysis
of the bulk susceptibility in the framework of disorder-driven Griffiths-phase
and Kondo-disorder models for NFL behavior yields relatively narrow
distributions of characteristic spin fluctuation energies, in agreement with
\muSR linewidths that give the inhomogeneous spread in susceptibility. \muSR
and NMR data both indicate that disorder explains the "nearly NFL" behavior
observed above \sim2 K, but does not dominate the NFL physics found at low
temperatures and low magnetic fields.Comment: 6 pages, 4 figures, REVTeX, submitted to Phys. Rev.
ATTAINING A BETTER PUBLIC SERVICE DELIVERY THROUGH E-GOVERNANCE ADOPTION IN NIGERIA
Governments all over the world, Nigeria inclusive desire ways to provide welfare services to citizens with fewer resources, enhance transparency and accountability of public servants. As a result, the goals of the public service in terms of enhanced service delivery come to mind. This is because it serves as the major machinery through which governmental policies are implemented. However, the public service in Nigeria has witnessed widespread criticism as it pertains to the way and manner in which services are delivered. The inability of the public service to achieve its goals has necessitated the call for reform in the public service. In this regard, e-governance seems to be the probable solution. This paper adopts the ex-post-facto research design and found that there are several barriers arising from the adoption of the usual traditional public administrative system standing against the implementation of e-governance in the public service that would have metamorphosed into better service delivery. It is in line with the above findings that the paper argues that public service delivery could be better achieved through e-governance implementation in Nigeri
Staff Indiscipline and Productivity in the Public Sector in Nigeria
The existence of various acts of indiscipline in public sector in Nigeria is a
source of concern to people (managers, bureaucrats, top public/civil servants
and other patriotic Nigerians). The reason is that they see such negative/
deviant behaviour, which include habitual lateness to work, loafing, buckpassing,
bribery, corruption, embezzlement or misappropriation of public
funds, misuse of government property as counter-productive and therefore
detrimental to the accomplishment of organizational goals. This paper
perceives such acts of indiscipline as the reasons for low productivity in the
public sector and argues that they are curtail-able. It goes further to discuss
the factors responsible of such official acts of indiscipline which characterize
contemporary public organizations in Nigeria. The paper recommends that
to overcome the problem of indiscipline and low productivity in the public
sector, there is the need for the three tiers of government to regularize the
payment of workers’ salaries and wages to increase their productivity.
Furthermore, the current efforts of the Federal Government in fighting
corruption should be sustaine
