    Advanced supersonic technology propulsion system study

    This study had the objectives of determining the most promising conventional and variable cycle engine types; the effect of design cruise Mach number (2.2, 2.7 and 3.2) on a commercial supersonic transport; effect of advanced engine technology on the choice of engine cycle; and effect of utilizing hydrogen as the engine fuel. The technology required for the engines was defined, and the levels of development to ensure availability of this technology in advanced aircraft propulsion systems were assessed. No clearcut best conventional or variable cycle engine was identified. The dry bypass turbojet and the duct burning turbofans were initially selected as the best conventional engines, but later results, utilizing augmentation at takeoff, added the mixed-flow augmented turbofan as a promising contender. The modulating air flow, three-rotor variable cycle engine identified the performance features desired from VCE concepts (elimination of inlet drag and reduction in afterbody drag), but was a very heavy and complex engine

    Less government intervention in biodiversity management: risks and opportunities

    n a changing global environment, with increasing pressure on ecosystem goods and services, biodiversity conservation is likely to become increasingly important. However, with the current global financial crisis, governments are increasingly trying to stabilise economies through spending cuts aiming to reduce national deficits. Within such an economic climate, the devolution of governance through public participation is an intrinsically appealing concept. We outline a number of challenges that explain why increased participation in biodiversity management has been and may continue to be problematic. Using as a case study the local stakeholder-driven Moray Firth Seal Management Plan in Scotland, we identify four key conditions that were crucial to the successful participatory management of a biodiversity conflict: a local champion, the emergence of a crisis point, the involvement of decision-makers, and long-term financial and institutional support. Three of the four conditions point to the role of direct government involvement, highlighting the risk of devolving responsibility for biodiversity conflict management to local communities. We argue that without an informed debate, the move towards a more participatory approach could pose a danger to hard-won policy gains in relation to public participation, biodiversity conservation and conflict management

    An extension and application of the Leontief pollution model for waste generation and disposal in Scotland

    Solid waste generation, treatment and disposal are important policy concerns for the Scottish Parliament. As a result of the Environment Act 1995, a National Waste Strategy for Scotland was introduced with the general aim of reducing the amount of waste produced and dealing with what is produced in more sustainable ways. This implies the need for an empirical framework to inform policymakers regarding the relationship between economic activity and waste generation, treatment and disposal and the likely impacts of any policy actions or other disturbances on all types of sustainability indicators. In this paper we report on a study to develop an extended input-output (IO) system of the type originally proposed in the seminal paper by Leontief (1970). This involves extending the standard IOaccounts to take account of pollution or waste generation as an additional output accompanying production and consumption activities in the economy and of the activity required to clean up (or prevent) these unwanted outputs. The extension of IO tables to take account of pollution/waste generation is relatively widespread in the literature. It is usually achieved through the introduction of physical pollution/waste-output coefficients, and has been previously applied to Scotland for the case ofair pollution (see McNicoll & Blackmore, 1993, McGregor et al, 2001). Such an approach allows us to examine the impact of the economy on the environment, in terms of the amount of pollution/waste emitted as a result of economic activity. However, it does not allow us to track the feedback from the environment to the economy in terms of the resources used in environmental cleaning. If we areinterested in this aspect, we need to identify the input structure of any pollution abatement or waste disposal activities and identify columns in the IO tables representing cleaning activities

    Arctic marine climate of the early nineteenth century

    The climate of the early nineteenth century is likely to have been significantly cooler than that of today, as it was a period of low solar activity (the Dalton minimum) and followed a series of large volcanic eruptions. Proxy reconstructions of the temperature of the period do not agree well on the size of the temperature change, so other observational records from the period are particularly valuable. Weather observations have been extracted from the reports of the noted whaling captain William Scoresby Jr., and from the records of a series of Royal Navy expeditions to the Arctic, preserved in the UK National Archives. They demonstrate that marine climate in 1810 - 1825 was marked by consistently cold summers, with abundant sea-ice. But although the period was significantly colder than the modern average, there was considerable variability: in the Greenland Sea the summers following the Tambora eruption (1816 and 1817) were noticeably warmer, and had less sea-ice coverage, than the years immediately preceding them; and the sea-ice coverage in Lancaster Sound in 1819 and 1820 was low even by modern standards. © 2010 Author(s)

    The Definition Study of a Variable Cycle Experimental Engine (VCEE) and Associated Test Program and Test Plan, was initiated to identify the most cost effective program for a follow-on to the AST Test Bed Program. The VCEE Study defined various subscale VCE's based on different available core engine components, and a full scale VCEE utilizing current technology. The cycles were selected, preliminary design accomplished and program plans and engineering costs developed for several program options. In addition to the VCEE program plans and options, a limited effort was applied to identifying programs that could logically be accomplished on the AST Test Bed Program VCE to extend the usefulness of this test hardware. Component programs were provided that could be accomplished prior to the start of a VCEE program

    Variable cycle engines were identified, based on the mixed-flow low-bypass-ratio augmented turbofan cycle, which has shown excellent range capability in the AST airplane. The best mixed-flow augmented turbofan engine was selected based on range in the AST Baseline Airplane. Selected variable cycle engine features were added to this best conventional baseline engine, and the Dual-Cycle VCE and Double-Bypass VCE were defined. The conventional mixed-flow turbofan and the Double-Bypass VCE were on the subjects of engine preliminary design studies to determine mechanical feasibility, confirm weight and dimensional estimates, and identify the necessary technology considered not yet available. Critical engine components were studied and incorporated into the variable cycle engine design

    Nova Scorpii 1941 (V697 Sco): A Probable Intermediate Polar

    V697 Sco, the remnant of Nova Scorpii 1941 and currently at V ~ 20.0, is found from photometric observations to have the characteristics of an intermediate polar (IP) with an orbital period (Porb) of 4.49 h and a rotation period (Prot) of 3.31 h. It therefore appears to be a member of the rare class of IPs where Prot ~ Porb, which are probably discless systems. The prominence of the modulation at 0.5 Prot, and its orbital sidebands, indicates two-pole accretion.Comment: To appear in the November 2002 issue of PAS
