Higher cyclic operads
We introduce a convenient definition for weak cyclic operads, which is based on unrooted trees and Segal conditions. More specifically, we introduce a category of trees, which carries a tight relationship to the Moerdijk-Weiss category of rooted trees . We prove a nerve theorem exhibiting colored cyclic operads as presheaves on which satisfy a Segal condition. Finally, we produce a Quillen model category whose fibrant objects satisfy a weak Segal condition, and we consider these objects as an up-to-homotopy generalization of the concept of cyclic operad
Permanents, Pfaffian orientations, and even directed circuits
Given a 0-1 square matrix A, when can some of the 1's be changed to -1's in
such a way that the permanent of A equals the determinant of the modified
matrix? When does a real square matrix have the property that every real matrix
with the same sign pattern (that is, the corresponding entries either have the
same sign or are both zero) is nonsingular? When is a hypergraph with n
vertices and n hyperedges minimally nonbipartite? When does a bipartite graph
have a "Pfaffian orientation"? Given a digraph, does it have no directed
circuit of even length? Given a digraph, does it have a subdivision with no
even directed circuit?
It is known that all of the above problems are equivalent. We prove a
structural characterization of the feasible instances, which implies a
polynomial-time algorithm to solve all of the above problems. The structural
characterization says, roughly speaking, that a bipartite graph has a Pfaffian
orientation if and only if it can be obtained by piecing together (in a
specified way) planar bipartite graphs and one sporadic nonplanar bipartite

The framing of options for retirement: Experimental tests for policy. ESRI WP604, December 2018
We hypothesise and confirm a substantial framing effect in relation to whether people opt for an annuity on retirement. Two laboratory experiments were conducted in collaboration with a national pensions regulator. Individuals demanded a higher annuity rate when pensions were initially conceived of as an accumulated lump sum – a “nest egg” or “pension pot” – than when they were initially conceived of as retirement income. The effect was recorded using both a matching and a choice procedure. Effect sizes implied more than a doubling of demand for annuities at market rates. While mindful of the need for caution in generalising from hypothetical laboratory studies, the findings have potentially strong policy implications. The framing of pension products in marketing materials and disclosures may have substantial effects on financial risks borne in later life
Temperature dependence of the phonon entropy of vanadium
The phonon density-of-states (DOS) of elemental vanadium was measured at elevated temperatures by inelastic neutron scattering. The phonon softening predicted by thermal expansion against the bulk modulus is much larger than the measured shifts in phonon energies. We conclude that the phonon anharmonicities associated with thermal expansion are largely canceled by effects from phonon-phonon scattering. Prior measurements of the heat capacity and calculations of the electronic entropy of vanadium are assessed, and consistency requires an explicit temperature dependence of the phonon DOS. Using data from the literature, similar results are found for chromium, niobium, titanium, and zirconium
Scotin, a novel p53-inducible proapoptotic protein located in the ER and the nuclear membrane
p53 is a transcription factor that induces growth arrest or apoptosis in response to cellular stress. To identify new p53-inducible proapoptotic genes, we compared, by differential display, the expression of genes in spleen or thymus of normal and p53 nullizygote mice after γ-irradiation of whole animals. We report the identification and characterization of human and mouse Scotin homologues, a novel gene directly transactivated by p53. The Scotin protein is localized to the ER and the nuclear membrane. Scotin can induce apoptosis in a caspase-dependent manner. Inhibition of endogenous Scotin expression increases resistance to p53-dependent apoptosis induced by DNA damage, suggesting that Scotin plays a role in p53-dependent apoptosis. The discovery of Scotin brings to light a role of the ER in p53-dependent apoptosis
Approaching zero : temporal effects of a restrictive antibiotic policy on hospital-acquired Clostridium difficile, extended-spectrum β-lactamase-producing coliforms and meticillin-resistant Staphylococcus aureus
A restrictive antibiotic policy banning routine use of ceftriaxone and ciprofloxacin was implemented in a 450-bed district general hospital following an educational campaign. Monthly consumption of nine antibiotics was monitored in defined daily doses (DDDs) per 1000 patient-occupied bed-days (1000 pt-bds) 9 months before until 16 months after policy introduction. Hospital-acquired Clostridium difficile, meticillin-resistant Staphylococcus aureus (MRSA) and extended-spectrum -lactamase (ESBL)- producing coliform cases per month/1000 pt-bds were identified and reviewed throughout the hospital. Between the first and final 6 months of the study, average monthly consumption of ceftriaxone reduced by 95% (from 46.213 to 2.129 DDDs/1000 pt-bds) and that for ciprofloxacin by 72.5% (109.804 to 30.205 DDDs/1000 pt-bds). Over the same periods, hospital-acquisition rates for C. difficile reduced by 77% (2.398 to 0.549 cases/1000 pt-bds), for MRSA by 25% (1.187 to 0.894 cases/1000 pt-bds) and for ESBL-producing coliforms by 17% (1.480 to 1.224 cases/1000 pt-bds). Time-lag modelling confirmed significant associations between ceftriaxone and C. difficile cases at 1 month (correlation 0.83; P < 0.005), and between ciprofloxacin and ESBL-producing coliform cases at 2 months (correlation 0.649; P = 0.002). An audit performed 3 years after the policy showed sustained reduction in C. difficile rates (0.259 cases/1000 pt-bds), with additional decreases for MRSA (0.409 cases/1000 pt-bds) and ESBL-producing coliforms (0.809 cases/1000 pt-bds). In conclusion, banning two antibiotics resulted in an immediate and profound reduction in hospital-acquired C. difficile, with possible longer-term effects on MRSA and ESBL-producing coliform rates. Are there any good digraph width measures?
Several different measures for digraph width have appeared in the last few
years. However, none of them shares all the "nice" properties of treewidth:
First, being \emph{algorithmically useful} i.e. admitting polynomial-time
algorithms for all \MS1-definable problems on digraphs of bounded width. And,
second, having nice \emph{structural properties} i.e. being monotone under
taking subdigraphs and some form of arc contractions. As for the former,
(undirected) \MS1 seems to be the least common denominator of all reasonably
expressive logical languages on digraphs that can speak about the edge/arc
relation on the vertex set.The latter property is a necessary condition for a
width measure to be characterizable by some version of the cops-and-robber game
characterizing the ordinary treewidth. Our main result is that \emph{any
reasonable} algorithmically useful and structurally nice digraph measure cannot
be substantially different from the treewidth of the underlying undirected
graph. Moreover, we introduce \emph{directed topological minors} and argue that
they are the weakest useful notion of minors for digraphs
Secretly Eccentric: The Giant Planet and Activity Cycle of GJ 328
We announce the discovery of a ~2 Jupiter-mass planet in an eccentric 11-year
orbit around the K7/M0 dwarf GJ 328. Our result is based on 10 years' worth of
radial velocity (RV) data from the Hobby-Eberly and Harlan J. Smith telescopes
at McDonald Observatory, and from the Keck Telescope at Mauna Kea. Our analysis
of GJ 328's magnetic activity via the Na I D features reveals a long-period
stellar activity cycle, which creates an additional signal in the star's RV
curve with amplitude 6-10 m/s. After correcting for this stellar RV
contribution, we see that the orbit of the planet is more eccentric than
suggested by the raw RV data. GJ 328b is currently the most massive,
