    Air cargo market outlook and impact via the NASA CLASS project

    An overview is given of the Cargo/Logistics Airlift Systems Study (CLASS) project which was a 10 man-year effort carried out by two contractor teams, aimed at defining factors impacting future system growth and obtaining market requirements and design guidelines for future air freighters. Growth projection was estimated by two approaches: one, an optimal systems approach with a more efficient and cost effective system considered as being available in 1990; and the other, an evolutionary approach with an econometric behavior model used to predict long term evolution from the present system. Both approaches predict significant growth in demand for international air freighter services and less growth for U.S. domestic services. Economic analysis of air freighter fleet options indicate very strong market appeal of derivative widebody transports in 1990 with little incentive to develop all new dedicated air freighters utilizing the 1990's technology until sometime beyond the year 2000. Advanced air freighters would be economically attractive for a wide range of payload sizes (to 500 metric tons), however, if a government would share in the RD and T costs by virtue of its needs for a slightly modified version of a civil air freighter design (a.g. military airlifter)

    Fees in an Imperfect World: An Application to Motor Vehicle Emissions

    This paper compares an emissions fee on measured vehicle emissions rates to a mandatory regulation that requires all vehicles to maintain emissions below a minimum standard. We model the motorist’s decision under the fee policy and simulate the fee and regulatory policies using data from an emissions inspection program that includes test and repair information for more than 50,000 vehicles. Under ideal conditions with perfect information and no subsidies, the fee on emissions rates performs substantially better than the regulatory policy. When more realistic modeling of available information and market conditions are included, there is little difference in the cost and effectiveness of the fee and regulatory programs.     We employ a spatially disaggregated general equilibrium model of a regional economy that incorporates decisions of residents, firms, and developers integrated with a spatially disaggregated strategic transportation planning (START) model that features mode, time period, and route choice to evaluate economic effects of congestion pricing. First, we evaluate the long-run effects of a road-pricing policy based on the integrated model of land use, strategic transport, and regional economy (LUSTRE) and compare them with the short-term effects obtained from the START model alone. We then look at distributional effects of the policy in question and point out differences and similarities in the short run versus the long run.     Long-Term Consequences of Congestion Pricing: A Small Cordon in the Hand Is Worth Two in the Bush

    We evaluate and compare the long-term economic effects of three cordon-based road pricing schemes applied to the Washington, DC, metropolitan area. To conduct this analysis, we employ a spatially disaggregated general equilibrium model of a regional economy that incorporates the decisions of residents, firms, and developers, integrated with a spatially disaggregated strategic transportation planning model that features mode, time period, and route choice. We find that all cordon pricing schemes increase welfare of the residents, as well as lead to GDP growth. At the optimum, the larger cordon and a double cordon lead to higher benefits than the small cordon encompassing downtown core. Nevertheless, the small cordon seems to be a safer bet because when the toll charge is set suboptimally, the net benefits from the small cordon compared to the optimum change negligibly, while the net benefits from the larger cordon decline sharply as the charge deviates from the optimal level.traffic congestion, cordon tolls, land use, welfare analysis, road pricing, general equilibrium, simulation, Washington DC

    Inventory is a component which reported in financial statement and gives an information about inventory circumstances of a company. Inventory also is a component that absorbs a lot of business capital, so that the security of the inventory must be maintained by a business unit, because the damage / loss of inventory means the lost capital (loss) of the business. The village of Malalayang I in Manado City is one of the regions known as a business-intensive region and also as part of an autonomous region to be specifically observed given that government bureaucracy and public services are considered to have the ability to implement good governance. The implementation of science and technology on inventory management has been carried out and has succeeded in achieving the goal of understanding small entrepreneurs in managing merchandise inventory in the form of applying inventory systems and determining cost of goods sold.     Improving the Accuracy of UK Regulatory Cost Estimates

    UK Government departments are required to undertake a Regulatory Impact Assessment (RIA) when introducing any policy change that places a burden on businesses, charities, the voluntary sector or individuals. Part of this assessment involves the appraisal of the costs (and benefits) associated with complying with all the available options, as well as the wider economic costs. Recent evidence has suggested that the compliance costs, when assessed ex post, tend to be lower than the ex ante assessment made beforehand (see e.g. Harrington et al 1999). Accurate cost estimates are important as errors can lead to under or over regulation. This, in turn, can result in growth and innovation being hindered or, in the case of under regulation, growth being achieved at the expense of the natural resource base (including human health and well being). In order to shed more light on the validity of RIA cost estimates and identify ways of improving their accuracy, Defra decided to commission a study comparing the ex ante and ex post costs of complying with regulatory changes. A total of eight case studies were carried out for this study, covering a range of recent environmental, agricultural and food-related regulations in the UK. Preliminary findings of this study indicate that while ex ante costs are often overestimated, there can also be significant underestimates. Reasons for errors in cost estimation are discussed and strategies for improving their accuracy suggested.Public Economics,
