Coal Combustion Science. Quarterly progress report, October--December 1994
The objective of this work is to support the Office of Fossil Energy in executing research on coal combustion science. This project consists of basic research on coal combustion that supports both the Pittsburgh Energy Technology Center (PETC) Direct Utilization Advanced Research and Technology Development Program, and the International Energy Agency (IEA) Coal Combustion Science Project. Specific tasks include: Task 1--Kinetics and mechanisms of pulverized coal char combustion; and Task 2--deposit growth and property development in coal-fired furnaces. The objective of task 1 is to characterize the combustion behavior of selected US coals under conditions relevant to industrial pulverized coal-fired furnaces. Work is being done in four areas: (a) kinetics of heterogeneous fuel particle populations; (b) char combustion kinetics at high carbon conversion; (c) the role of particle structure and the char formation process in combustion and; (d) unification of the Sandia char combustion data base. The objectives of Task 2 are to provide a self-consistent database of simultaneously measured, time-resolved, ash deposit properties in well-controlled and well-defined environments and to provide analytical expressions that relate deposit composition and structure to deposit properties of immediate relevance to PETC`s Combustion 2000 program. The task include the development and use of diagnostics to monitor, in situ and in real time, deposit properties, including information on both the structure and composition of the deposits
Plastic ingestion is an underestimated cause of death for southern hemisphere albatrosses
Albatrosses are among the world’s most imperiled vertebrates, with 73% ofspecies threatenedwith extinction. Ingestion of plastic is awell-recognized threatamong threeNorth Pacific species, but lesser known in the southern hemisphere,where it is considered a minor threat. As plastic entering the ocean is increasingwhile albatross populations decline, the threat of ocean plastic to albatrosspopulations may be underestimated. We present case studies of 107 beach-castalbatrosses of twelve species, received by wildlife hospitals in Australia and NewZealand, and estimate plastic ingestion and mortality rates for albatrosses in thesouthern hemisphere. Ingested plastic was present in 5.6% of individuals, andthe cause of death in half of these cases. We estimate ingestion of plastic maycause 3.4–17.5% of nearshoremortalities and is worth consideration as a substantialthreat to albatross populations. We provide clinical findings and “checklist”methodologies for identifying potential cases of foreign-body gastrointestinalobstruction. We suggest practical policy responses, empowering decision makersto reduce albatross mortality from anthropogenic sources
Collection Development Policies in Public Libraries in Australia: A Qualitative Content Analysis
The role that public library collection development polices play inguiding selectors and informing users has been promoted as a pillar of good professional practice. While these policies purport to open up the methods and the criteria used in selection so as to promote transparency and a sense of professional objectivity, how they actually are developed and put into practice has remained largely implicit in the research literature. This analysis revealedthat policies tended to focus on local issues and remained heavily materials focused. How collections are developed to support user’s information needs and substantive issues associated with topicality are largely unarticulated
Preliminary Observing System Simulation Experiments for Doppler Wind Lidars Deployed on the International Space Station
NASA Goddard Space Flight Center's Software Systems Support Office (SSSO) is participating in a multi-agency study of the impact of assimilating Doppler wind lidar observations on numerical weather prediction. Funded by NASA's Earth Science Technology Office, SSSO has worked with Simpson Weather Associates to produce time series of synthetic lidar observations mimicking the OAWL and WISSCR lidar instruments deployed on the International Space Station. In addition, SSSO has worked to assimilate a portion of these observations those drawn from the NASA fvGCM Nature Run into the NASA GEOS-DAS global weather prediction system in a series of Observing System Simulation Experiments (OSSEs). These OSSEs will complement parallel OSSEs prepared by the Joint Center for Satellite Data Assimilation and by NOAA's Atlantic Oceanographic and Meteorological Laboratory. In this talk, we will describe our procedure and provide available OSSE results
From Providers to PHOs: an institutional analysis of nonprofit primary health care governance in New Zealand
Policy reforms to primary health care delivery in New Zealand required government-funded firms overseeing care delivery to be constituted as nonprofit entities with governance shared between consumer and producers. This paper examines the consumer and producer interests in the allocation of ownership and control of New Zealand firms delivering primary health care utilising theories of competition in the markets for ownership and control of firms. Consistent with pre-reform patterns of ownership and control provider interests appear to have exerted effective control over the formation and governance of the new entities in all but a few cases where community (consumer) control was already established. Their ability to do so is implied from the absence of a defined ownership stake via which the balance of governance control could shift as a consequence of changes to incentives facing the different stakeholding groups. It appears that the pre-existing patterns will prevail and further intervention will be required if policymakers are to achieve their underlying aims
The prevalence of exposure to domestic violence and the factors associated with co-occurrence of psychological and physical violence exposure: a sample from primary care patients
<p>Abstract</p> <p>Background</p> <p>Since many health problems are associated with abuse and neglect at all ages, domestic violence victims may be considered as a group of primary care patients in need of special attention.</p> <p>Methods</p> <p>The aim of this multi-centre study was to assess the prevalence of domestic violence in primary care patients, and to identify those factors which influence the co-occurrence of psychological and physical violence exposure and their consequences (physical, sexual and reproductive and psychological) as obtained from medical records.</p> <p>A study was carried out in 28 family practices in Slovenia in 2009. Twenty-eight family physicians approached every fifth family practice attendee, regardless of gender, to be interviewed about their exposure to domestic violence and asked to specify the perpetrator and the frequency. Out of 840 patients asked, 829 individuals, 61.0% women (n = 506) and 39.0% men (n = 323) were assessed (98.7% response rate). They represented a randomised sample of general practice attendees, aged 18 years and above, who had visited their physician for health problems and who were given a physical examination. Visits for administrative purposes were excluded.</p> <p>Multivariate binary logistic regression analysis was used to determine the factors associated with exposure to both psychological and physical violence.</p> <p>Results</p> <p>Of 829 patients, 15.3% reported some type of domestic violence experienced during the previous five years; 5.9% reported physical and 9.4% psychological violence; of these 19.2% of men and 80.8% of women had been exposed to psychological violence, while 22.4% of men and 77.6% of women had been exposed to physical violence. The domestic violence victims were mostly women (p < 0.001) aged up to 35 years (p = 0.001). Exposure to psychological violence was more prevalent than exposure to physical violence. Of the women, 20.0% were exposed to either type of violence, compared to 8.0% of male participants, who reported they were rarely exposed to physical violence, while women reported often or constant exposure to physical violence. Their partners were mostly the perpetrators of domestic violence towards women, while amongst men the perpetrators were mostly other family members.</p> <p>In univariate analysis female gender was shown to be a risk factor for domestic violence exposure. Regression modelling, explaining 40% of the variance, extracted two factors associated with psychological and physical violence exposure: the abuse of alcohol in the patient (OR 4.7; 95% CI 1.54-14.45) and their unemployment (OR 13.3; 95% CI 1.53-116.45).</p> <p>Conclusions</p> <p>As far as the study design permits, the identified factors associated with both psychological and physical violence exposure could serve as determinants to raise family physicians' awareness when exploring the prevalence of domestic violence. The results of previous research, showing at least 15% prevalence of exposure to domestic violence among primary care patients in Slovenia, and the female gender as a risk factor, were confirmed.</p

Evaluation of single and multiple Doppler lidar techniques to measure complex flow during the XPIA field campaign
Accurate three-dimensional information of wind flow fields can be an
important tool in not only visualizing complex flow but also understanding
the underlying physical processes and improving flow modeling. However, a
thorough analysis of the measurement uncertainties is required to properly
interpret results. The XPIA (eXperimental Planetary boundary layer
Instrumentation Assessment) field campaign conducted at the Boulder
Atmospheric Observatory (BAO) in Erie, CO, from 2 March to 31 May 2015 brought
together a large suite of in situ and remote sensing measurement platforms to
evaluate complex flow measurement strategies.
In this paper, measurement uncertainties for different single and
multi-Doppler strategies using simple scan geometries (conical, vertical
plane and staring) are investigated. The tradeoffs (such as time–space
resolution vs. spatial coverage) among the different measurement techniques
are evaluated using co-located measurements made near the BAO tower.
Sensitivity of the single-/multi-Doppler measurement uncertainties to
averaging period are investigated using the sonic anemometers installed on
the BAO tower as the standard reference. Finally, the radiometer measurements
are used to partition the measurement periods as a function of atmospheric
stability to determine their effect on measurement uncertainty.
It was found that with an increase in spatial coverage and measurement
complexity, the uncertainty in the wind measurement also increased. For
multi-Doppler techniques, the increase in uncertainty for temporally
uncoordinated measurements is possibly due to requiring additional
assumptions of stationarity along with horizontal homogeneity and less
representative line-of-sight velocity statistics. It was also found that wind speed
measurement uncertainty was lower during stable conditions compared to
unstable conditions
Overview of the 2010 Carbonaceous Aerosols and Radiative Effects Study (CARES)
Substantial uncertainties still exist in the scientific understanding of the possible interactions between urban and natural (biogenic) emissions in the production and transformation of atmospheric aerosol and the resulting impact on climate change. The US Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) program's Carbonaceous Aerosol and Radiative Effects Study (CARES) carried out in June 2010 in Central Valley, California, was a comprehensive effort designed to improve this understanding. The primary objective of the field study was to investigate the evolution of secondary organic and black carbon aerosols and their climate-related properties in the Sacramento urban plume as it was routinely transported into the forested Sierra Nevada foothills area. Urban aerosols and trace gases experienced significant physical and chemical transformations as they mixed with the reactive biogenic hydrocarbons emitted from the forest. Two heavily-instrumented ground sites – one within the Sacramento urban area and another about 40 km to the northeast in the foothills area – were set up to characterize the evolution of meteorological variables, trace gases, aerosol precursors, aerosol size, composition, and climate-related properties in freshly polluted and "aged" urban air. On selected days, the DOE G-1 aircraft was deployed to make similar measurements upwind and across the evolving Sacramento plume in the morning and again in the afternoon. The NASA B-200 aircraft, carrying remote sensing instruments, was also deployed to characterize the vertical and horizontal distribution of aerosols and aerosol optical properties within and around the plume. This overview provides: (a) the scientific background and motivation for the study, (b) the operational and logistical information pertinent to the execution of the study, (c) an overview of key observations and initial findings from the aircraft and ground-based sampling platforms, and (d) a roadmap of planned data analyses and focused modeling efforts that will facilitate the integration of new knowledge into improved representations of key aerosol processes and properties in climate models.United States.
