    Independent Political Action Groups: New Life for the Fairness Doctrine

    During the past decade, independent political action committees (PACs) have grown dramatically as an alternative source of funding for political candidates. Congress and many commentators have expressed fear over the potential political power of these independent expenditure groups, which are not accountable to political parties. In their Article Messrs. Ferris and Ballard argue that the political broadcasting laws, particularly the Fairness Doctrine, serve as essential barriers to PACs\u27 attempts to dominate the political process through unrestricted spending on political advertising. Although some critics have denounced the Fairness Doctrine, which requires broadcasters to provide balanced coverage of controversial issues, as outdated and unnecessary, Messrs. Ferris and Ballard argue that the doctrine may in-deed provide an effective means for balancing the public\u27s need for information, the broadcasters\u27 editorial freedom, and the PACs\u27 rights to free expression

    Results of correlations for transition location on a clean-up glove installed on an F-14 aircraft and design studies for a laminar glove for the X-29 aircraft accounting for spanwise pressure gradient

    Results of correlative and design studies for transition location, laminar and turbulent boundary-layer parameters, and wake drag for forward swept and aft swept wings are presented. These studies were performed with the use of an improved integral-type boundary-layer and transition-prediction methods. Theoretical predictions were compared with flight measurements at subsonic and transonic flow conditions for the variable aft swept wing F-14 aircraft for which experimental pressure distributions, transition locations, and turbulent boundary-layer velocity profiles were measured. Flight data were available at three spanwise stations for several values of sweep, freestream unit Reynolds number, Mach numbers, and lift coefficients. Theory/experiment correlations indicate excellent agreement for both transition location and turbulent boundary-layer parameters. The results of parametric studies performed during the design of a laminar glove for the forward swept wing X-29 aircraft are also presented. These studies include the effects of a spanwise pressure gradient on transition location and wake drag for several values of freestream Reynolds numbers at a freestream Mach number of 0.9

    A biophysical model of prokaryotic diversity in geothermal hot springs

    Recent field investigations of photosynthetic bacteria living in geothermal hot spring environments have revealed surprisingly complex ecosystems, with an unexpected level of genetic diversity. One case of particular interest involves the distribution along hot spring thermal gradients of genetically distinct bacterial strains that differ in their preferred temperatures for reproduction and photosynthesis. In such systems, a single variable, temperature, defines the relevant environmental variation. In spite of this, each region along the thermal gradient exhibits multiple strains of photosynthetic bacteria adapted to several distinct thermal optima, rather than the expected single thermal strain adapted to the local environmental temperature. Here we analyze microbiology data from several ecological studies to show that the thermal distribution field data exhibit several universal features independent of location and specific bacterial strain. These include the distribution of optimal temperatures of different thermal strains and the functional dependence of the net population density on temperature. Further, we present a simple population dynamics model of these systems that is highly constrained by biophysical data and by physical features of the environment. This model can explain in detail the observed diversity of different strains of the photosynthetic bacteria. It also reproduces the observed thermal population distributions, as well as certain features of population dynamics observed in laboratory studies of the same organisms

    Climate change has influenced the distribution and phenology of marine species, globally. However, knowledge of the impacts of climate change is lacking for many species that support valuable recreational fisheries. Cobia (Rachycentron canadum) are the target of an important recreational fishery along the U.S. east coast that is currently the subject of a management controversy regarding allocation and stock structure. Further, the current and probable future distributions of this migratory species are unclear, further complicating decision-making. The objectives of this study are to better define the contemporary distribution of cobia along the U.S. east coast and to project potential shifts in distribution and phenology under future climate change scenarios

    A case of recurrent epilepsy-associated rosette-forming glioneuronal tumor with anaplastic transformation in the absence of therapy.

    Rosette-forming glioneuronal tumor (RGNT) most commonly occurs adjacent to the fourth ventricle and therefore rarely presents with epilepsy. Recent reports describe RGNT occurrence in other anatomical locations with considerable morphologic and genetic overlap with the epilepsy-associated dysembryoplastic neuroepithelial tumor (DNET). Examples of RGNT or DNET with anaplastic change are rare, and typically occur in the setting of radiation treatment. We present the case of a 5-year-old girl with seizures, who underwent near total resection of a cystic temporal lobe lesion. Pathology showed morphologic and immunohistochemical features of RGNT, albeit with focally overlapping DNET-like patterns. Resections of residual or recurrent tumor were performed 1 year and 5 years after the initial resection, but no adjuvant radiation or chemotherapy was given. Ten years after the initial resection, surveillance imaging identified new and enhancing nodules, leading to another gross total resection. This specimen showed areas similar to the original tumor, but also high-grade foci with oligodendroglial morphology, increased cellularity, palisading necrosis, microvascular proliferation, and up to 13 mitotic figures per 10 high power fields. Ancillary studies the status by sequencing showed wild-type of the isocitrate dehydrogenase 1 (IDH1), IDH2, and human histone 3.3 (H3F3A) genes, and BRAF studies were negative for mutation or rearrangement. Fluorescence in situ hybridization (FISH) showed codeletion of 1p and 19q limited to the high-grade regions. By immunohistochemistry there was loss of nuclear alpha-thalassemia mental retardation syndrome, X-linked (ATRX) expression only in the high-grade region. Next-generation sequencing showed an fibroblast growth factor receptor receptor 1 (FGFR1) kinase domain internal tandem duplication in three resection specimens. ATRX mutation in the high-grade tumor was confirmed by sequencing which showed a frameshift mutation (p.R1427fs), while the apparent 1p/19q-codeletion by FISH was due to loss of chromosome arm 1p and only partial loss of 19q. Exceptional features of this case include the temporal lobe location, 1p/19q loss by FISH without true whole-arm codeletion, and anaplastic transformation associated with ATRX mutation without radiation or chemotherapy

    Coast-to-Interior Gradient in Recent Northwest Greenland Precipitation Trends (1952–2012)

    The spatial and temporal variability of precipitation on the Greenland ice sheet is an essential component of surface mass balance, which has been declining in recent years with rising temperatures. We present an analysis of precipitation trends in northwest (NW) Greenland (1952–2012) using instrumental (coastal meteorological station) and proxy records (snow pits and ice cores) to characterize the precipitation gradient from the coast to the ice sheet interior. Snow-pit-derived precipitation near the coast (1950–2000) has increased (~7% decade−1, p \u3c 0.01) whereas there is no significant change observed in interior snow pits. This trend holds for 1981–2012, where calculated precipitation changes decrease in magnitude with increasing distance from the coast: 13% decade−1 (2.4 mm water equivalent (w.e.) decade−2) at coastal Thule air base (AB), 8.6% decade−1 (4.7 mm w.e. decade−2) at the 2Barrel ice core site 150 km from Thule AB, −5.2% decade−1 (1.7 mm w.e. decade−2) at Camp Century located 205 km from Thule AB, and 4.4% decade−1 (1.0 mm w.e. decade−2) at B26 located 500 km from Thule AB. In general, annually averaged precipitation and annually and seasonally averaged mean air temperatures observed at Thule AB follow trends observed in composite coastal Greenland time series, with both notably indicating winter as the fastest warming season in recent periods (1981–2012). Trends (1961–2012) in seasonal precipitation differ, specifically with NW Greenland summer precipitation increasing (~0.6 mm w.e. decade−2) in contrast with decreasing summer precipitation in the coastal composite time series (3.8 mm w.e. decade−2). Differences in precipitation trends between NW Greenland and coastal composite Greenland underscore the heterogeneity in climate influences affecting precipitation. In particular, recent (1981–2012) changes in NW Greenland annual precipitation are likely a response to a weakening North Atlantic oscillation
