    Analysis of Disproportionality in Discipline and the Effects of Positive Behavior Supports Within Special Education

    Nationwide, school districts are required (IDEA, 2004) to implement positive behavior interventions and supports (PBIS) for all students receiving special education services. These PBIS are reported to reduce problem behaviors and increase prosocial behaviors when implemented with fidelity (Crone et al., 2015). With a reduction of problem behaviors an expected reduction of discipline referrals should follow along with a reduction in days spent in exclusionary discipline for students in special education. Reducing days in exclusionary discipline is desired due to a strong research base linking the practice to several negative outcomes (Marchbanks et al., 2015) along with data demonstrating these negative outcomes are disproportionally experienced by minority and disabled students (DOE, 2018). The goal of the current study was to: 1) describe the discipline practices of a school district for students in special education, and 2) analyze the effectiveness of Tier 3 PBIS in reducing exclusionary discipline for students in special education. It was hypothesized that students receiving Tier 3 PBIS and students with more accurate behavior intervention plans (BIPs) would spend fewer days in exclusionary discipline. Results demonstrated that Black and ED students were at the highest risk for receiving exclusionary discipline and that students in special education receiving any Tier 3 PBIS spent more days in exclusionary discipline than students who did not receive Tier 3 PBIS. However, students with accurate BIPs did spend fewer days in exclusionary discipline

    Input Constraints and the Efficiency of Entry: Lessons from Cardiac Surgery

    Prior studies suggest that, with elastically supplied inputs, free entry may lead to an inefficiently high number of firms in equilibrium. Under input scarcity, however, the welfare loss from free entry is reduced. Further, free entry may increase use of high-quality inputs, as oligopolistic firms underuse these inputs when entry is constrained. We assess these predictions by examining how the 1996 repeal of certificate-of-need (CON) legislation in Pennsylvania affected the market for cardiac surgery in the state. We show that entry led to a redistribution of surgeries to higher-quality surgeons and that this entry was approximately welfare neutral.

    New Coordinates for the Amplitude Parameter Space of Continuous Gravitational Waves

    The parameter space for continuous gravitational waves (GWs) can be divided into amplitude parameters (signal amplitude, inclination and polarization angles describing the orientation of the source, and an initial phase) and phase-evolution parameters. The division is useful in part because the Jaranowski-Krolak-Schutz (JKS) coordinates on the four-dimensional amplitude parameter space allow the GW signal to be written as a linear combination of four template waveforms with the JKS coordinates as coefficients. We define a new set of coordinates on the amplitude parameter space, with the same properties, which is more closely connected to the physical amplitude parameters. These naturally divide into two pairs of Cartesian-like coordinates on two-dimensional subspaces, one corresponding to left- and the other to right-circular polarization. We thus refer to these as CPF (circular polarization factored) coordinates. The corresponding two sets of polar coordinates (known as CPF-polar) can be related in a simple way to the physical parameters. We illustrate some simplifying applications for these various coordinate systems, such as: a calculation of Jacobians between various coordinate systems; an illustration of the signal coordinate singularities associated with left- and right-circular polarization, which correspond to the origins of the two two-dimensional subspaces; and an elucidation of the form of the log-likelihood ratio between hypotheses of Gaussian noise with and without a continuous GW signal. These are used to illustrate some of the prospects for approximate evaluation of a Bayesian detection statistic defined by marginalization over the physical parameter space. Additionally, in the presence of simplifying assumptions about the observing geometry, we are able to explicitly evaluate the integral for the Bayesian detection statistic, and compare it to the approximate results.Comment: REVTeX, 18 pages, 8 image files included in 7 figure

    von Willebrand factor (VWF) plays key roles in both primary and secondary hemostasis by capturing platelets and chaperoning clotting factor VIII, respectively. It is stored within the Weibel-Palade bodies (WPBs) of endothelial cells as a highly prothrombotic protein, and its release is thus necessarily under tight control. Regulating the secretion of VWF involves multiple layers of cellular machinery that act together at different stages, leading to the exocytic fusion of WPBs with the plasma membrane and the consequent release of VWF. This review aims to provide a snapshot of the current understanding of those components, in particular the members of the Rab family, acting in the increasingly complex story of VWF secretion
