    Pricing FHA Mortgage Default Insurance

    The fair premia on FHA mortgage default insurance contracts are computed under alternative assumptions regarding the expected house price inflation rate and its variance and homeowner's default costs. The contracts considered vary by amortization schedule (15 and 30 year level-payment mortgages and two graduated-payment mortgages) and initial loan-to-value ratio (80 to 95.8percent) .The results indicate a wide variation in fair insurance premia. Because FHA charges all borrowers the same premia, large cross-subsidies exist within the program, with borrower's obtaining low loan-to-value or rapidly amortizing loans subsidizing borrowers with high loan-to-value or negative amortizing loans. Moreover, the movement toward insuring riskier loans --graduated payment, price-level adjusted and adjustable rate -- without increasing insurance premia seems almost certain to lead to significant overall losses for the program.

    Transonic unsteady airloads on an energy efficient transport wing with oscillating control surfaces

    An aspect ratio 10.8 supercritical wing with oscillating control surfaces is described. The wing is instrumental with 252 static orifices and 164 in situ dynamic pressure transducers for studying the effects of control surface deflection on steady and unsteady pressures at transonic speeds. Results from initial wind tunnel tests conducted in the Langley Transonic Dynamics Tunnel are discussed. Unsteady pressure results are presented for two trailing edge control surfaces oscillating separately at the design Mach number of 0.78. Some experimental results are compared with analytical results obtained by using linear lifting surface theory

    The problems that illiteracy poses in accessing information are gaining attention from the research community. Issues currently being explored include developing an understanding of the barriers to information acquisition experienced by different groups of illiterate information seekers; creating technology, such as software interfaces, that support illiterate users effectively; and tailoring content to increase its accessibility. We have taken a formative evaluation approach to developing and evaluating a digital library interface for illiterate users. We discuss modifications to the Greenstone platform, describe user studies and outline resulting design implications

    Mediators of increased blood flow in porcine skin

    Nicotinates and benzalkonium chloride (B.Cl) cause inflammatory changes in human skin, thought to be dependent upon prostaglandin formation. This study has examined the effects of hexyl-nicotinate (HN) and B.Cl on blood flow in porcine skin. The role of prostaglandins and interleukin (IL)-1 in the blood flow response has been investigated. Blood flow was increased by both HN and B.Cl, the response to B.Cl being more protracted. Cyclooxygenase inhibitor pretreatment reduced these responses. IL-1-like biological activity was identified in normal porcine epidermis and the amounts recovered from inflamed skin were similar. Thus prostaglandin formation in HN or B.Cl-induced inflammation, if IL-1 dependent, is not associated with the loss of significant amounts of the cytokine from the epidermis

    Modeling the power flow in normal conductor-insulator-superconductor junctions

    Normal conductor-insulator-superconductor (NIS) junctions promise to be interesting for x-ray and phonon sensing applications, in particular due to the expected self-cooling of the N electrode by the tunneling current. Such cooling would enable the operation of the active element of the sensor below the cryostat temperature and at a correspondingly higher sensitivity. It would also allow the use of MS junctions as microcoolers. At present, this cooling has not been realized in large area junctions (suitable for a number of detector applications). In this article, we discuss a detailed modeling of the heat flow in such junctions; we show how the heat flow into the normal electrode by quasiparticle back-tunneling and phonon absorption from quasiparticle pair recombination can overcompensate the cooling power. This provides a microscopic explanation of the self-heating effects we observe in our large area NIS junctions. The model suggests a number of possible solutions

    Nonspherical perturbation theory has been necessary to understand the meaning of radiation in spacetimes generated through fully nonlinear numerical relativity. Recently, perturbation techniques have been found to be successful for the time evolution of initial data found by nonlinear methods. Anticipating that such an approach will prove useful in a variety of problems, we give here both the practical steps, and a discussion of the underlying theory, for taking numerically generated data on an initial hypersurface as initial value data and extracting data that can be considered to be nonspherical perturbations.Comment: 14 pages, revtex3.0, 5 figure

    Colliding Black Holes: The Close Limit

    The problem of the mutual attraction and joining of two black holes is of importance as both a source of gravitational waves and as a testbed of numerical relativity. If the holes start out close enough that they are initially surrounded by a common horizon, the problem can be viewed as a perturbation of a single black hole. We take initial data due to Misner for close black holes, apply perturbation theory and evolve the data with the Zerilli equation.
