The Impact of Washington “Returning to Asia” Strategy on East Asia: the Strategic Choices for Beijing, Tokyo and Moscow
At the end of 2011, Washington proclaimed, in high-profile, its “Returning to Asia” strategy. Subsequently, US launched a series of policy to fulfill this strategy: promoting TPP in APEC summit and redeploying the military arrangement in West Pacific. Washington’s new strategy is definitely to cast impact on East Asia and dramatically alter the present situation in this area. Accordingly, regional powers, such as China, Japan and Russia, will adjust their strategy to the new situation and make their own strategic choices. Keywords: Returning to Asia, Strategy, East Asi

Determination of the Sign of g factors for Conduction Electrons Using Time-resolved Kerr Rotation
The knowledge of electron g factor is essential for spin manipulation in the
field of spintronics and quantum computing. While there exist technical
difficulties in determining the sign of g factor in semiconductors by the
established magneto-optical spectroscopic methods. We develop a time resolved
Kerr rotation technique to precisely measure the sign and the amplitude of
electron g factor in semiconductors
Characterizing time series : when Granger causality triggers complex networks
In this paper, we propose a new approach to characterize time series with noise perturbations in both the time and frequency domains by combining Granger causality and complex networks. We construct directed and weighted complex networks from time series and use representative network measures to describe their physical and topological properties. Through analyzing the typical dynamical behaviors of some physical models and the MIT-BIH* human electrocardiogram data sets, we show that the proposed approach is able to capture and characterize various dynamics and has much potential for analyzing real-world time series of rather short length
Optimal landing site selection based on safety index during planetary descent
AbstractLanding safety is the prior concern in planetary exploration missions. With the development of precise landing technology, future missions require vehicles to land on places of great scientific interest which are usually surrounded by rocks and craters. In order to perform a safe landing, the vehicle should be capable of detecting hazards, estimating its fuel consumption as well as touchdown performance, and locating a safe spot to land. The landing site selection process can be treated as an optimization problem which, however, cannot be efficiently solved through traditional optimization methods due to its complexity. Hence, the paper proposes a synthetic landing area assessment criterion, safety index, as a solution of the problem, which selects the best landing site by assessing terrain safety, fuel consumption and touchdown performance during descent. The computation effort is cut down after reducing the selection scope and the optimal landing site is found through a quick one-dimensional search. A typical example based on the Mars Science Laboratory mission is simulated to demonstrate the capability of the method. It is proved that the proposed strategy manages to pick out a safe landing site for the mission effectively. The safety index can be applied in various planetary descent phases and provides reference for future mission designs
Observation of electric current induced by optically injected spin current
A normally incident light of linear polarization injects a pure spin current
in a strip of 2-dimensional electron gas with spin-orbit coupling. We report
observation of an electric current with a butterfly-like pattern induced by
such a light shed on the vicinity of a crossbar shaped InGaAs/InAlAs quantum
well. Its light polarization dependence is the same as that of the spin
current. We attribute the observed electric current to be converted from the
optically injected spin current caused by scatterings near the crossing. Our
observation provides a realistic technique to detect spin currents, and opens a
new route to study the spin-related science and engineering in semiconductors.Comment: 15 pages, 4 figure
