FINANCING INSTRUMENTS USED IN THE CENTRE DEVELOPMENT REGION

The paper presents the main financing instruments (projects) used in the Centre Region, approaching aspects regarding the Centre Development Region, such as its features in terms of the geographical profile of employment. In regard to the involvement of the population to the economic life, statistics show relatively low values of the overall activity and employment rates recorded primarily in the rural area. If we consider only the population included in the age group 15 to 64, the active population represent 62.2% of total, and the employment rate is 56.3% of the total active population, both declining in the last 15-20 years. At regional level, in order to implement the regional development policy in accordance with Law no. 315/2004 on regional development in Romania, two institutions are functioning: Regional Development Board and "Centru" Regional Development Agency. The paper also presents the use dynamics of funds in the Centre Region. Starting with 2007, "Centru" Regional Development Agency has become an intermediary body within ROP 2007-2013 with the role of promoting and managing the funds allocated to this region. In regard to the stage of implementation of ROP in the Centre Region, starting with February 25th, 2011, all 12 key areas of intervention of the programme were launched and a number of 1.053 projects were submitted in the Centre Region for a total amount of 1.033,99 million euro, the paper showing a diagram of the submitted projects. There is also a diagram of the amounts requested for funding the projects submitted until February 25th, 2011 at the Centru RDA and the available financing budgets on priority axes. Until February 25th, 2011, a number of 174 projects were contracted under ROP for a total value of 1.549.430.419,97 lei. In the end, we review the main indicators of the contracted projects. Migration scholarship in post-Soviet Russia: between Western approaches and Eurasian geographies

This review explores Russian academic debates around migration, highlighting theoretical, empirical and policy issues which are specific to the Former Soviet Union (FSU). In global terms, FSU migration volumes are high: the Ukraine-Russia migration corridors are second only to those straddling the border between Mexico and the United States. Russia’s wealthiest regions are the primary destinations of both internal and FSU migrants. In line with global trends, the response by host countries’ populations and authorities is one of hostility informed by media-fuelled xenophobia. The chaotic and disruptive nature of post-socialist transformations has buffered the effects and lessened the perception of the multiple crises which have enveloped the European Union in the last decade. Eurasian integration and the rift with the West have produced different economic and political conjunctures, whose defining moments are the Ukrainian conflict, Western sanctions and worsening terms of trade for key exports. In Russia, migration debates have focused on FSU-specific emergencies including demographic unbalances, the repatriation of the Russian diaspora and the prospects of large scale Central Asian migration. Migration processes, their subjective understanding as well as Russian policies directed at them, have been informed by the long history of mobility across the Eurasian space. A closed-loop digitally controlled MEMS gyroscope with unconstrained Sigma-Delta force-feedback

In this paper, we describe the system architecture and prototype measurements of a MEMS gyroscope system with a resolution of 0.025 degrees/s/root Hz. The architecture makes extensive use of control loops, which are mostly in the digital domain. For the primary mode both the amplitude and the resonance frequency are tracked and controlled. The secondary mode readout is based on unconstrained Sigma Delta force-feedback, which does not require a compensation filter in the loop and thus allows more beneficial quantization noise shaping than prior designs of the same order. Due to the force-feedback, the gyroscope has ample dynamic range to correct the quadrature error in the digital domain. The largely digital setup also gives a lot of flexibility in characterization and testing, where system identification techniques have been used to characterize the sensors. This way, a parasitic direct electrical coupling between actuation and readout of the mass-spring systems was estimated and corrected in the digital domain. Direct boundary integral equation method for electromagnetic scattering by partly coated dielectric objects

We present a new variational direct boundary integral equation approach for solving the scattering and transmission problem for dielectric objects partially coated with a PEC layer. The main idea is to use the electromagnetic Calderón projector along with transmission conditions for the electromagnetic fields. Cloud-based Virtual Organization Engineering

Nowadays we may notice that SOA arrived to its maturity stage and Cloud Computing brings the next paradigm-shift regarding the software delivery business model. In such a context, we consider that there is a need for frameworks to guide the creation, execution and management of virtual organizations (VO) based on services from different Clouds. This paper will introduce the main components of such a framework that will innovatively combine the principles of event-driven SOA, REST and ISO/IEC 42010:2007 multiple views and viewpoints in order to provide the required methodology for Cloud-based virtual organization (Cloud-VO) engi-neering. The framework will consider the resource concept found in software architectures like REST or RDF as the basic building block of Cloud-VO. and will make use of resources’ URIs to create the Cloud-VO’s resource allocation matrix. While the matrix is used to declare activity-resources relationships, the resource catalogue concept will be introduced as a way to describe the resource in one place, using as many viewpoints as needed, and then to reuse that description for the creation or simulation of different VOs

Effects of Global Financial Crisis

The financial crisis of 2007–2009 has been called the worst financial crisis since the one related to the Great Depression by leading economists, and it contributed to the failure of key businesses, declines in consumer wealth estimated in the trillions of U.S. dollars, substantial financial commitments incurred by governments, and a significant decline in economic activity.
