The Significance of Short Food Supply Chains: Trends and Bottlenecks from the SKIN Thematic Network
peer-reviewedShort Food Supply Chains (SFSCs) are central to the alternative food movement discourse. SFSCs are based upon the interrelations among actors who are directly involved in the production, processing, distribution, and consumption of food products. They depend upon actors mobilising resources of various kinds: skills; knowledge; labour; capital; buildings etc. External factors such as policies and regulations can also encourage the creation of these shorter chains. The development of SFSCs can still be hindered by a range of other factors. Nevertheless, bottlenecks can be overcome via the sharing of information on successful SFSCs through the dissemination of Good Practices between various actors and territories. The Short Supply Chain Knowledge and Innovation (SKIN) project uses the term ‘good’ rather than ‘best’ practice to draw attention to the subjective lens through which a practice is ultimately evaluated by an end-user. This paper first outlines the many issues that confront SFSC actors which represent bottlenecks to the adoption of ‘Good Practices’. It then documents the Good Practices collected as part of the SKIN project as tangible examples of how SFSCs overcome such challenges. Lessons learnt from project highlights are subsequently assessed in an effort to mitigate and offer solutions to the challenges associated with SFSCs. The paper demonstrates the considerable latent potential inherent to SFSCs. However, in order for the agricultural sector to realise the full promise of short supply chains it must first be conscious of the issues pertinent to their prosperity

Summary Despite apparent acceptance of gender analysis within development organizations, this is still only rarely translated into gender?sensitive practice. The language of gender and development is adopted, but is accompanied by a subtle shift into ‘projects for women’. The article considers the problem through a case study of a programme in one international development organization – the FAO. The programme promotes small scale fish farming in southern Africa, and gender issues have gained a high profile in its stated aims. The case study traces the articulation of gender issues from headquarters to a pilot project in Luapula Province, Zambia. RESUME La pisciculture au féminin En dépit de l'acceptation apparemment répandue de l'analyse du genre dans les organisations développementales, il est rare que cette analyse soit consacrée dans des pratiques qui respectent le genre. S'il est vrai que le langage du genre et du développement est adopté, l'on constate d'un autre côté un décalage subtil vers les “projets pour femmes”. Le présent article s'adresse à ce problème par le biais d'une étude de cas basée sur un programme mené par une organisation internationale de développement – la FAO. Le programme concerné organise des projets de pisciculture de petite envergure en Afrique australe, et les questions du genre occupent une place d'importance dans ses objectifs déclarés. L'étude de cas trace l'articulation des questions du genre à partir du siège et jusqu'à un projet pilote organisé dans la province de Luapula en Zambie. Small denominators, frequency operators, and Lie transforms for nearly integrable quantum spin systems
Based on the previously proposed notions of action operators and of quantum integrability, frequency operators are introduced in a fully quantum-mechanical setting. They are conceptually useful because another formulation can be given to unitary perturbation theory. When worked out for quantum spin systems, this variant is found to be formally equivalent to canonical perturbation theory applied to nearly integrable systems consisting of classical spins. In particular, it becomes possible to locate the quantum-mechanical operator-valued equivalent of the frequency denominators that may cause divergence of the classical perturbation series. The results that are established here link the concept of quantum-mechanical integrability to a technical question, namely, the behavior of specific perturbation series
Wigner's Dynamical Transition State Theory in Phase Space: Classical and Quantum
A quantum version of transition state theory based on a quantum normal form
(QNF) expansion about a saddle-centre-...-centre equilibrium point is
presented. A general algorithm is provided which allows one to explictly
compute QNF to any desired order. This leads to an efficient procedure to
compute quantum reaction rates and the associated Gamov-Siegert resonances. In
the classical limit the QNF reduces to the classical normal form which leads to
the recently developed phase space realisation of Wigner's transition state
theory. It is shown that the phase space structures that govern the classical
reaction d ynamicsform a skeleton for the quantum scattering and resonance
wavefunctions which can also be computed from the QNF. Several examples are

'Family comes in all forms, blood or not': disrupting dominant narratives around the patriarchal nuclear family
After nearly 25 years of democracy, lives of young South Africans are
still profoundly shaped by the legacies of apartheid. This paper
considers how these differences are produced, maintained and
disrupted through an exploration of changing narratives
developed by a small group of South African pre-service teachers,
with a particular focus on the narratives developed around
discourses of fatherhood generally and absent fathers in
particular. We draw on interviews conducted with three students
in which we discussed their digital stories and literature reviews.
In this paper, we draw attention to the limitations of digital
storytelling and the risks such autobiographical storytelling
presents of perpetuating dominant narratives that maintain and
reproduce historical inequalities. At the same time, in highlighting
ways in which this risk might be confronted, the paper also aims
to show the possibilities in which these dominant narratives may
be challenged.IBS
Talking South African fathers: a critical examination of men’s constructions and experiences of fatherhood and fatherlessness
The absence of biological fathers in South Africa has been constructed as a problem for children of both sexes but more so for boy-children. Arguably the dominant discourse in this respect has demonized non-nuclear, female-headed households. Fathers are constructed as either absent or ‘bad’. Thus it has become important to explore more closely how male care-givers have been experienced by groups of men in South Africa. This article examines discourses of fatherhood and fatherlessness by drawing on qualitative interviews with a group of 29 men who speak about their reported experiences and understandings of being fathered or growing up without biological fathers. Two major and intertwined subjugated discourses about adult men’s experiences of being fathered that counter- balance the prevailing discourses about meaning of fatherhood and fatherlessness became evident, namely, ‘being always there’ and ‘talking fatherhood’. The importance of the experience of fatherhood as ‘being there’, which relates to a quality of time and relationship between child and father rather than physical time together, is illustrated. It is not only biological fathers who can ‘be there’ for their sons but also social fathers, other significant male role models and father figures who step in at different times in participants’ lives when biological fathers are unavailable for whatever reason. Second, many positive experiences of fathers or father figures that resist a traditional role of authority and control and subscribe to more nurturant and non-violent forms of care, represented as ‘talking’ fathers, are underlined. If we are to better understand the impact of colonial and apartheid history and its legacy on family life in contemporary society, there is a need for more historically and contextually informed studies on the meaning of fatherhood and fatherlessness.Web of Scienc
Dominance through Coercion: Strategic Rhetorical Balancing and the Tactics of Justification in Afghanistan and Libya
This article analyses British and American justifications for military intervention in the decade following 9/11. Taking Afghanistan in 2001 and Libya in 2011 as the main case studies, the article explores the ways in which political elites attempt to achieve policy dominance through rhetorical coercion, whereby potential opponents are left unable to formulate a socially sustainable rebuttal. Specifically, in these case studies, the article explores the use of strategic rhetorical balancing, whereby secondary rationales for intervention are emphasized as part of a tactic of justification designed to secure doubters' acquiescence by narrowing the discursive space in which an alternative counter-narrative could be successfully and sustainably formulated
Creating the cultures of the future: cultural strategy, policy and institutions in Gramsci. Part one: Gramsci and cultural policy studies: some methodological reflections
Gramsci’s writings have rarely been discussed and used systematically by scholars in cultural policy studies, despite the fact that in cultural studies, from which the field emerged, Gramsci has been a major source of theoretical concepts. Cultural policy studies were, in fact, theorised as an anti-Gramscian project between the late 1980s and the early 1990s, when a group of scholars based in Australia advocated a major political and theoretical reorientation of cultural studies away from hegemony theory and radical politicisation, and towards reformist-technocratic engagement with the policy concerns of contemporary government and business. Their criticism of the ‘Gramscian tradition’ as inadequate for the study of cultural policy and institutions has remained largely unexamined in any detail for almost twenty years and seems to have had a significant role in the subsequent neglect of Gramsci’s contribution in this area of study. This essay, consisting of three parts, is an attempt to challenge such criticism and to provide an analysis of Gramsci’s writings, with the aim of proposing a more systematic contribution of his work to the theoretical development of cultural policy studies.
In Part One, I question the use of the notion of ‘Gramscian tradition’ made by its critics and challenge the claim that it was inadequate for the study of cultural policy and institutions.
In parts Two and Three, I consider Gramsci’s specific writings on questions of cultural strategy, policy and institutions, which have so far been overlooked by scholars, arguing that they provide further analytical insights to those offered by his more general concepts. More specifically, in Part Two, I consider Gramsci’s pre-prison writings and political practice in relation to questions of cultural strategy and institutions. I argue that the analysis of these early texts, which were written in the years in which Gramsci was active in party organisation and leadership, is fundamental not only for understanding the nature of Gramsci’s early and continued involvement with questions of cultural strategy and institutions, but also as a key for deciphering and interpreting cultural policy themes that he later developed in the prison notebooks, and which originated in earlier debates.
Finally, in Part Three, I carry out a detailed analysis of Gramsci’s prison notes on questions of cultural strategy, policy and institutions, which enrich the theoretical underpinnings for critical frameworks of analysis as well as for radical practices of cultural strategy, cultural policy-making and cultural organisation. I then answer the question of whether Gramsci’s insights amount to a theory of cultural policy
