CIA or CEO: Who Will be Responsible for Helping Protect National Security?

As technology advances businesses are being called upon to take an active role in helping protect national security. A variety of different companies and industries within the private sector, which are at the forefront of encryption and hacking technologies, have the option to aid or subvert the intelligence community by sharing breakthrough technology in the interest of helping ensure domestic tranquility. Many industries and companies within the private sector argue that while they are not actively trying to subvert efforts to protect national security it is not in their best interest, or the best interest of their customers, to hand over proprietary technology to the intelligence community through government enforcement of a court order. As a result of the intelligence community\u27s need for assistance from the private sector and the private sectors refusal to provide aid, both parties have turned to the courts for adjudication of the issue. The ensuing legal battle over this question of who is responsible for protecting national security will forever change the relationship between the private sector and intelligence. Has the nature of national security been fundamentally changed as the result of technology and our information society? More specifically, is the intelligence community and other governmental agencies solely responsible for protecting national security? Or, in an age of globalization, has national security become the burden of both public and private actors? The answers to these questions are complex and at the same time straightforward. What was discovered was that while the burden of national security falls to both the public and private sector to an extent. However, it is not the responsibility of the private sector to help protect national security by virtue of providing the intelligence community with proprietary technology or information that could compromise the integrity of a given companies business. Furthermore, the fight to protect national security is important, living in a country that provides certain safety assurances helps businesses grow; but when providing that safety prevents people from living their lives or businesses from operating at their full potential the enemy that the intelligence community is trying to protect us from has already won. In developing the answers to these questions, this paper takes a broad view of the players involved as well as both sides of the legal battle that has already begun. will end with a discussion of the options and opportunities that will be available to both parties as the battle over who should be responsible for helping protect our national security moves forward in the courts

Caregiver Participation Engagement in Child Mental Health Prevention Programs: a Systematic Review

Prevention programs are a key method to reduce the prevalence and impact of mental health disorders in childhood and adolescence. Caregiver participation engagement (CPE), which includes caregiver participation in sessions as well as follow-through with homework plans, is theorized to be an important component in the effectiveness of these programs. This systematic review aims to (1) describe the terms used to operationalize CPE and the measurement of CPE in prevention programs, (2) identify factors associated with CPE, (3) examine associations between CPE and outcomes, and (4) explore the effects of strategies used to enhance CPE. Thirty-nine articles representing 27 unique projects were reviewed. Articles were included if they examined CPE in a program that focused to some extent on preventing child mental health disorders. There was heterogeneity in both the terms used to describe CPE and the measurement of CPE. The majority of projects focused on assessment of caregiver home practice. There were no clear findings regarding determinants of CPE. With regard to the impact of CPE on program outcomes, higher levels of CPE predicted greater improvements in child and caregiver outcomes, as well as caregiver-child relationship quality. Finally, a small number of studies found that motivational and behavioral strategies (e.g., reinforcement, appointment reminders) were successful in promoting CPE. This review highlights the importance of considering CPE when developing, testing, and implementing prevention programs for child mental health disorders. Increased uniformity is needed in the measurement of CPE to facilitate a better understanding of determinants of CPE. In addition, the field would benefit from further evaluating strategies to increase CPE as a method of increasing the potency of prevention programs

In these problems, closed-loop strategies are of the essence, although defining what is exactly meant by this phrase, and what is the Value of a differential game, is difficult. For closed-loop strategies, there is no such thing as a " two-sided Maximum Principle " , and one must resort to the analysis of Isaacs' equation, a Hamilton Jacobi equation. The concept of viscosity solutions of Hamilton-Jacobi equations has helped solve several of these issues

There will be a clash between the intelligence community and the private sector, but what we need to know is how that clash will play out and what paths forward will most positively and negatively affect the private sector
