Constitucionalização do FUNDEB permanente: que atores se envolveram na formulação da política?

The article discusses the actors who were involved in the creation of the new FUNDEB. The minutes and tabular notes from the meetings and hearings of the Special Committees of the House of Deputies, which were established to discuss the proposed Constitutional Amendment No. 15 of 2015 (Brasil, 2015) in the 55th and 56th Legislative Sessions, were examined. The theoretical contribution that was used was a cognitive analysis of public policy. It was noted that there was a strong emphasis on the involvement of academic and professional communities in the 55th Legislative, but the participation of politicians who were institutionally authorized to make decisions prevailed in the 56th.El artículo aborda a los actores que se movilizaron en la formulación del nuevo FUNDEB. Se analizaron las actas y notas notales de las reuniones y audiencias públicas de las Comisiones Especiales de la Cámara de Representantes, constituidas para tratar la propuesta de Enmienda Constitucional No. 15 de 2015 en las Legislaturas 55 y 56. La orientación teórica utilizada fue el análisis cognitivo de las políticas públicas. Se identificó que, en la 55ª Legislatura (Brasil, 2015), la participación de comunidades epistémicas y especialistas fue expresiva. En el 56 ha prevaleció la participación de políticos, actores institucionalmente autorizados para tomar decisiones.O artigo aborda os atores que se mobilizaram na formulação do novo Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (FUNDEB). Foram analisadas as atas das reuniões e audiências das Comissões Especiais da Câmara dos Deputados, constituídas para tratar da Proposta de Emenda Constitucional nº 15 de 2015 nas 55ª e 56ª Legislaturas (Brasil, 2015). O aporte teórico utilizado foi a análise cognitiva de políticas públicas. Identificou-se que, na 55ª Legislatura, o envolvimento de comunidades epistêmicas e de especialistas foi expressivo. A Implementação do Piso Salarial Profissional Nacional em Minas Gerais: entre o dito, o feito e o escrito

This article addresses the implementation process of the National Professional Wage Floor in the state of Minas Gerais, Brazil through two movements. The first one was to extinguish the rights of workers of the state network of Minas Gerais, and the second, the extension of these rights, in the normative scope, but with limited fiscal and political resources. The text uses the evidences of the legislative process and the organization of the workers, by means of the trade union activity, to address the ongoing dispute that leads to the implementation of the national floor professional wage in Minas Gerais.Este artigo aborda o processo de implementação do Piso Salarial Profissional Nacional no estado de Minas Gerais por meio de dois movimentos. O primeiro, de extinção dos direitos dos trabalhadores da Rede Estadual de Minas Gerais e, o segundo movimento, de ampliação desses direitos, no âmbito normativo, mas com restrições fiscais e recursos políticos limitados. O texto utiliza as evidências do processo legislativo e da organização dos trabalhadores, por meio da atividade sindical, para abordar a disputa, ainda em curso, que enseja a implementação do piso nacional em Minas Gerais

Repercussões do Fundeb no Acesso e na Oferta da Educação Infantil: um estudo de caso

This article aims to discuss Fundeb and its repercussions on the access of children from 0 to 5 years old in kindergartens and preschools, as well as on the conditions of provision of this stage of basic education. A case study was carried out in a city of Minas Gerais, from documental analysis and secondary data with statistical treatment. The city of Ribeirão das Neves was chosen considering its demographic size in relation to its GDP. The time frame encompassed the years 2009 to 2019, with Constitutional Amendment 59 as the starting point. Three categories of analysis were established: expansion of enrollment; school infrastructure; and teaching salaries. It was revealed that Fundeb has become the main source of income for education in the city. It was shown that the fund made possible: the expansion of childcare centers and pre-schools; the growth in the number of children enrolled; the increase in the hiring of teachers; and the improvement of the general establishments infrastructure.Este artigo tem como objetivo discutir o Fundeb e suas repercussões no acesso de crianças de 0 a 5 anos em creches e pré-escolas, assim como nas condições de oferta desta etapa da educação básica. Foi realizado um estudo de caso em um município de Minas Gerais, a partir de análise documental e de dados com tratamento estatístico. O município de Ribeirão das Neves foi escolhido tendo em vista seu porte demográfico em relação a seu PIB. O recorte temporal compreendeu os anos de 2009 a 2019, com marco inicial a Emenda Constitucional 59. Foram estabelecidas três categorias de análise: expansão das matrículas, infraestrutura das escolas e remuneração docente. Revelou-se que o Fundeb se tornou a principal fonte de receitas da educação do município. Demonstrou-se que o fundo possibilitou: a expansão de creches e pré-escolas, o crescimento do número de crianças matriculadas, o aumento da contratação de professores e a melhoria da infraestrutura geral dos estabelecimentos
