Safety management of a complex R and D ground operating system

A perspective on safety program management was developed for a complex R&D operating system, such as the NASA-Lewis Research Center. Using a systems approach, hazardous operations are subjected to third-party reviews by designated-area safety committees and are maintained under safety permit controls. To insure personnel alertness, emergency containment forces and employees are trained in dry-run emergency simulation exercises. The keys to real safety effectiveness are top management support and visibility of residual risks

Injection of clarity needed?

The legal status of children who stay in hospital for three months or longer gives rise to considerable confusion among managers in social services and social work departments. And the number of young people affected is significant. NHS statistics for the year ending 31 March 2000 suggest that in England around 2,800 children aged 0-19 on admission were discharged after spending more than two months in hospital, as were more than 500 children in Scotland. (A small number of these would have been discharged as adults.) A two-year study, commissioned by the Joseph Rowntree Foundation1 and carried out by the universities of Stirling, Durham, Newcastle and York, investigated the numbers, characteristics and circumstances of children and young people with complex needs who spend long periods in health care settings. Interviews were conducted in England and Scotland with 11 social services or health managers responsible for these children. The findings show a worrying degree of uncertainty about the position of young people who find themselves in a hospital or other health care setting for at least three months. One social services manager believed such children become looked after under the terms of the Children Act 1989. Another said children are not formally looked after but nevertheless receive the same services and safeguards as those who are. One Scottish social work manager did not know whether children going into health care settings for short-term (respite) care are looked after or not. And discussion with the research team's advisory group indicated that the confusion is not confined to our fieldwork areas

The 2000 Periastron Passage of PSR B1259-63

We report here on a sequence of 28 observations of the binary pulsar system PSR B1259-63/SS2883 at four radio frequencies made with the Australia Telescope Compact Array around the time of the 2000 periastron passage. Observations made on 2000 Sep 1 show that the pulsar's apparent rotation measure (RM) reached a maximum of $-14800 \pm 1800$ rad m$^{-2}$, some 700 times the value measured away from periastron, and is the largest astrophysical RM measured. This value, combined with the dispersion measure implies a magnetic field in the Be star's wind of 6 mG. We find that the light curve of the unpulsed emission is similar to that obtained during the 1997 periastron but that differences in detail imply that the emission disc of the Be star is thicker and/or of higher density. The behaviour of the light curve at late times is best modelled by the adiabatic expansion of a synchrotron bubble formed in the pulsar/disc interaction. The expansion rate of the bubble $\sim 12$ km s$^{-1}$ is surprisingly low but the derived magnetic field of 1.6 G close to that expected.Comment: 8 pages, 6 figures, 3 tables, LaTeX (mn.sty). Allee Effects May Slow the Spread of Parasites in a Coastal Marine Ecosystem

Allee effects are thought to mediate the dynamics of population colonization, particularly for invasive species. However, Allee effects acting on parasites have rarely been considered in the analogous process of infectious disease establishment and spread. We studied the colonization of uninfected wild juvenile Pacific salmon populations by ectoparasitic salmon lice (Lepeophtheirus salmonis) over a 4-year period. In a data set of 68,376 fish, we observed 85 occurrences of precopular pair formation among 1,259 preadult female and 613 adult male lice. The probability of pair formation was dependent on the local abundance of lice, but this mate limitation is likely offset somewhat by mate-searching dispersal of males among host fish. A mathematical model of macroparasite population dynamics that incorporates the empirical results suggests a high likelihood of a demographic Allee effect, which can cause the colonizing parasite populations to die out. These results may provide the first empirical evidence for Allee effects in a macroparasite. Furthermore, the data give a rare detailed view of Allee effects in colonization dynamics and suggest that Allee effects may dampen the spread of parasites in a coastal marine ecosystem

The NASA teleconferencing system: An evaluation

The communication requirements of the Apollo project led to the development of a teleconferencing network which linked together, in an audio-fax mode, the several NASA centers and supporting contractors of the Apollo project. The usefulness of this communication linkage for the Apollo project suggested that the system might be extended to include all NASA centers, enabling them to conduct their in-house business more efficiently than by traveling to other centers. A pilot project was run in which seventeen NASA center and subcenters, some with multiple facilities, were connected into the NASA teleconferencing network. During that year, costs were charted and, at the end of the year, an evaluation was made to determine how the system had been used and with what results. Externality valuation versus systemwide analysis : identifying cost and emissions reduction strategies for electric service

In an effort to require electric utilities to assess the environmental impacts of their activities, public utilities commissions nationwide have been turning to the use of environmental externality valuation as a tool in integrated resource planning. To date, policy discussions have focused predominantly upon the correct value and calculation of externality adders, rather than their use and applicability as a planning tool. This paper discusses the use and utility of externality valuation for identifying low-cost, low-emissions electric service strategies. Using data obtained from a broad based examination of New England's electric service options, this paper compares the externality valuation concepts with the information generally obtained from electric power system simulation and production-costing analyses. While a valid economic concept, the application of externality values is of little use in identifying which strategies are both low-cost and low-emissions, or the specific policy options required to ensure their implementation. Externality valuation should therefore be used only as a last step, to select from among low-cost, low- emissions strategies once the aggregate cost and emissions impacts of those strategies have been identified

A Phenomenological Understanding of a Calling with Implications for Pastoral and Vocational Education

The purpose of this phenomenological study was to describe the experiences of calling for seasoned pastors. Guiding the research were four related sub-questions: (a) How do seasoned pastors describe their initial experiences of calling? (b) How do they describe the ways in which they have critically reflected on their experiences of calling ? (c) How do seasoned pastors describe their subsequent actions that have resulted from their calling? (d) HAnd, how do seasoned pastors describe the development of their calling? A purposeful sampling of 11 pastors who have for six or more years functioned as a full-time pastor were engaged in this phenomenological research. Mezirow’s (1991) tTheory of tTransformative lLearning and Loder’s (1989) theistic educational philosophy were used to frame the research. The data acquired from semi-structured interviews, field notes, and a focus group were recorded and transcribed by a voice recognition transcription service. A summary analysis and the transcribed interviews were sent to each pastor-participant as a member check to ensure accuracy. Guiding the collection and analysis of the data were the phenomenological research methods of Moustakas (1994), the developmental phases of transformative learning, and Peircean semiotics. Findings of this research revealed that pastors have a highly semiotic epistemology in the perception of their calling. Results also confirmed the developmental nature of a pastoral-calling as found in transformative learning theories. Finally, this study contributes to the calling literature and pedagogical theories for pastoral training programs, religious education, and vocational counselors. It also can be used as a resource for those who are seeking a holistic understanding of what it means to be called as a pastor
