Major flaws in conflict prevention policies towards Africa : the conceptual deficits of international actors’ approaches and how to overcome them

Current thinking on African conflicts suffers from misinterpretations oversimplification, lack of focus, lack of conceptual clarity, state-centrism and lack of vision). The paper analyses a variety of the dominant explanations of major international actors and donors, showing how these frequently do not distinguish with sufficient clarity between the ‘root causes’ of a conflict, its aggravating factors and its triggers. Specifically, a correct assessment of conflict prolonging (or sustaining) factors is of vital importance in Africa’s lingering confrontations. Broader approaches (e.g. “structural stability”) offer a better analytical framework than familiar one-dimensional explanations. Moreover, for explaining and dealing with violent conflicts a shift of attention from the nation-state towards the local and sub-regional level is needed.Aktuelle Analysen afrikanischer Gewaltkonflikte sind häufig voller Fehlinterpretationen (Mangel an Differenzierung, Genauigkeit und konzeptioneller Klarheit, Staatszentriertheit, fehlende mittelfristige Zielvorstellungen). Finishing the euchromatic sequence of the human genome

The sequence of the human genome encodes the genetic instructions for human physiology, as well as rich information about human evolution. In 2001, the International Human Genome Sequencing Consortium reported a draft sequence of the euchromatic portion of the human genome. Since then, the international collaboration has worked to convert this draft into a genome sequence with high accuracy and nearly complete coverage. Here, we report the result of this finishing process. The current genome sequence (Build 35) contains 2.85 billion nucleotides interrupted by only 341 gaps. It covers ∼99% of the euchromatic genome and is accurate to an error rate of ∼1 event per 100,000 bases. Many of the remaining euchromatic gaps are associated with segmental duplications and will require focused work with new methods. The near-complete sequence, the first for a vertebrate, greatly improves the precision of biological analyses of the human genome including studies of gene number, birth and death. Notably, the human enome seems to encode only 20,000-25,000 protein-coding genes. The genome sequence reported here should serve as a firm foundation for biomedical research in the decades ahead

Der Autor stellt ein kanadisches Programm des Community Policing vor, dessen ziel ist, aus der Aufgabe der Polizei eine gemeinschaftliche Verantwortlichkeit zu machen, indem die Ressourcen der Gemeinschaft genutzt werden und sie unabhängig von der staatlichen Polizei und dem Strafsystem ausgeubt wird. Es handelte sich hier darum, die Sicherheit in den grossen Sozialwohnungskomplexen von Toronto zu gewährleisten, indem die Polizeifunktion in den Mietvertrag eingegliedert wird: der Vermieter hat die Verantwortlichkeit, ein sicheres Umfeld zur Verfugung zu stellen und muss in seiner Organisation die Mittel finden, um dies zu gewährleisten. Ein solcher Ansatz stutzt sich auf die Umkehrung der Funktionsweise der Organisation. Insbesondere die Funktion der Instandhaltung wird als fur die Einrichtung und Unterhaltung einer sicheren Umgebung ausschlaggebend angesehen.The author is presenting a Canadian community policing initiative, the aim of which was to make policing a community responsability, relying on community resources and taking place independantly of state policing and the criminal justice process. Granting the residents of Toronto's Public Housing schemes a safe and secure environment was to be done by embedding policing in the lease: the Housing Authority, as a landlord, has the responsability to secure this safe environment and should use the resources of its organisation to meet this responsability. This approach can only be based on a drastic change in the organisation's functionning. Maintenance seems to be of paramount importance in promoting security.L'auteur présente un programme canadien de «community policing» dont le but était de faire de la fonction de police une responsabilité communautaire, utilisant les ressources de la communauté et s'exerçant indépendamment de la police d'Etat et du système pénal. En l'occurrence, il s'agissait d'assurer la sécurité dans de grands ensembles de logements sociaux à Toronto, sur la base d'une fonction de police intégrée au contrat de location: le bailleur a la responsabilité de fournir un environnement sûr et doit trouver dans son organisation les moyens de l'assurer. Une telle approche s'appuie sur un bouleversement du mode de fonctionnement de l'organisation. In het onderhavige geval wil deze politiedienst de veiligheid ver- zekeren van een groot complex van sociale woningen in Toronto en dit op basis van een huurcontract. De verhuurder heeft de verantwoordelijkheid opgeno- men om in een veilige omgeving te voorzien en moet in zijn organisatie de mid- delen vinden om hieraan te voldoen. Een dergelijke benadering is gebaseerd op het omverwerpen van de normale wijze waarop een organisatie functioneert.
