    Achieving the Rio target: CO2 abatement through fiscal policy in the UK

    The research reported in this paper is an application of a large energy-environment-economy model2 of the UK to the medium-term issue of stabilising carbon dioxide (CO2) emissions at their 1990 levels by the year 2000, a commitment by the UK government made at the Earth Summit in Rio de Janeiro and taking the form of accession to the Climate Change Convention (the Rio Convention) in June 1992. This commitment has crystallised into a target of reducing emissions in the year 2000 by the equivalent of 10 million tonnes of carbon (mtc) below the level they would otherwise reach under a business-as-usual scenario (Department of the Environment, 1992, 1993 and 1994). Since there is considerable uncertainty in forecasting the level of CO2 emissions in 2000 (157-179 mtc compared with 160 mtc in 1990 — Department of the Environment (1992, p. 7); the 1990 figure has subsequently been revised to 158.6 mtc), it seems sensible to focus on such a target, rather than on achieving a particular level.

    The history of imprisonment in British colonial Mauritius is intertwined with its political economy, most especially the relationship between metropolitan government and plantation owners. Whether labour was predominantly enslaved, apprenticed or indentured, incarceration was part of a broader process through which the regulation of the colonial workforce was taken from the private to the public sphere and became associated with economic development. Nevertheless, prisoners both challenged and used prison regimes as vehicles for the improvement of their lives. Mauritian jails were intensely political arenas in which the changing nature of colonial relations and the regulation of labour was both expressed and contested

    Activities of organic farmers succeeding in reducing lameness in dairy cows

    Sixty-seven organic producers were among 189 dairy farmers completing the “Healthy Feet Project” in the UK. This aimed to reduce lameness in dairy herds by implementing existing knowledge. Participants received input at two levels: monitoring alone, or monitoring with extra support through a single veterinary advisory visit, annual visits from a trained non-veterinary facilitator and materials and contacts to encourage change. On average lameness on organic farms reduced by 12 percentage points over the three year period. On the farms achieving the greatest reduction,the most common changes were improvements to tracks and cubicle comfort, and more frequent footbathing or foot trimming. Practices to improve foot cleanliness, such as more frequent removal of slurry, were less often adopted. Further progress might be achieved by improvements of foot hygiene. Several farms with low lameness that reduced prevalence further improved their handling facilities and treated cows more promptly

    Amplifying Quiet Voices: Challenges and Opportunities for Participatory Design at an Urban Scale

    Many Smart City projects are beginning to consider the role of citizens. However, current methods for engaging urban populations in participatory design activities are somewhat limited. In this paper, we describe an approach taken to empower socially disadvantaged citizens, using a variety of both social and technological tools, in a smart city project. Through analysing the nature of citizens’ concerns and proposed solutions, we explore the benefits of our approach, arguing that engaging citizens can uncover hyper-local concerns that provide a foundation for finding solutions to address citizen concerns. By reflecting on our approach, we identify four key challenges to utilising participatory design at an urban scale; balancing scale with the personal, who has control of the process, who is participating and integrating citizen-led work with local authorities. By addressing these challenges, we will be able to truly engage citizens as collaborators in co-designing their city

    A microarray analysis of gene expression in the free-living stages of the parasitic nematode Strongyloides ratti

    BACKGROUND: The nematode Strongyloides ratti has two adult phases in its lifecycle: one obligate, female and parasitic and one facultative, dioecious and free-living. The molecular control of the development of this free-living generation remains to be elucidated. RESULTS: We have constructed an S. ratti cDNA microarray and used it to interrogate changes in gene expression during the free-living phase of the S. ratti life-cycle. We have found very extensive differences in gene expression between first-stage larvae (L1) passed in faeces and infective L3s preparing to infect hosts. In L1 stages there was comparatively greater expression of genes involved in growth. We have also compared gene expression in L2 stages destined to develop directly into infective L3s with those destined to develop indirectly into free-living adults. This revealed relatively small differences in gene expression. We find little evidence for the conservation of transcription profiles between S. ratti and S. stercoralis or C. elegans. CONCLUSION: This is the first multi-gene study of gene expression in S. ratti. This has shown that robust data can be generated, with consistent measures of expression within computationally determined clusters and contigs. We find inconsistencies between EST representation data and microarray hybridization data in the identification of genes with stage-specific expression and highly expressed genes. Many of the genes whose expression is significantly different between L1 and iL3s stages are unknown beyond alignments to predicted genes. This highlights the forthcoming challenge in actually determining the role of these genes in the life of S. ratti

    Background: Schistosomiasis is a major parasitic disease affecting people living in tropical and sup-tropical areas. Transmission of the parasite has been reported in 78 countries, causing significant morbidity and around 200,000 deaths per year in endemic regions. The disease is currently managed by the mass-administration of praziquantel to populations at risk of infection; however, the reliance on a single drug raises the prospect of parasite resistance to the only treatment widely available. The development of an effective vaccine would be a more powerful method of control, but none currently exists and the identification of new immunogens that can elicit protective immune responses therefore remains a priority. Because of the complex nature of the parasite life cycle, identification of new vaccine candidates has mostly relied on the use of animal models and on a limited set of recombinant proteins. Methods: In this study, we have established an infrastructure for testing a large number of vaccine candidates in mice and used it to screen 96 cell-surface and secreted recombinant proteins from Schistosoma mansoni. This approach, using standardised immunisation and percutaneous infection protocols, allowed us to compare an extensive set of antigens in a systematic manner. Results: Although some vaccine candidates were associated with a statistically significant reduction in the number of eggs in the initial screens, these observations could not be repeated in subsequent challenges and none of the proteins studied were associated with a strongly protective effect against infection. Conclusions: Although no antigens individually induced reproducible and strongly protective effects using our vaccination regime, we have established the experimental infrastructures to facilitate large-scale systematic subunit vaccine testing for schistosomiasis in a murine infection model.     Don’t turn your back on the symptoms of psychosis : the results of a proof-of-principle, quasi-experimental intervention to reduce duration of untreated psychosis

    Background No evidence based approach to reduce duration of untreated psychosis (DUP) has been effective in the UK. Existing interventions have many components and have been difficult to replicate. The majority of DUP in Birmingham, UK is accounted for by delays within mental health services (MHS) followed by help-seeking delay and, we hypothesise, these require explicit targeting. This study examined the feasibility and impact of an intervention to reduce DUP, targeting help-seeking and MHSs delays. Methods A dual-component intervention, comprising a direct care pathway, for 16-25 year olds, and a community psychosis awareness campaign, using our youth-friendly website as the central hub, was implemented, targeting the primary sources of care pathway delays experienced by those with long DUP. Evaluation, using a quasi-experimental, design compared DUP of cases in two areas of the city receiving early detection vs detection as usual, controlling for baseline DUP in each area. Results DUP in the intervention area was reduced from a median 71 days (mean 285) to 39 days (mean 104) following the intervention, with no change in the control area. Relative risk for the reduction in DUP was 0.74 (95 % CI 0.35 to 0.89; p = .004). Delays in MHSs and help-seeking were also reduced. Conclusions Our targeted approach appears to be successful in reducing DUP and could provide a generalizable methodology applicable in a variety of healthcare contexts with differing sources of delay. More research is needed, however, to establish whether our approach is truly effective
