Bushmeat and bycatch: the sum of the parts
In many developing countries, the killing of wild animals for commercial purposes (the bushmeat trade) is a significant factor in the reduction of biodiversity, and probably represents a major threat to the survival of many more populations than we know. This includes marine species such as cetaceans, sea turtles and sirenians (‘marine bushmeat’), which are often neglected in the discussion of this issue. Estimating the impact of the bushmeat trade anywhere is problematic because even the most thorough visual surveys of meat markets cannot easily translate an observed quantity of butchered products into the number of animals killed. In this issue of Molecular Ecology, Baker et al. provide a powerful new tool for such assessments: molecular identification of commercially available products from a depleted population of minke whales in South Korea is combined with genotyping and novel capture–recapture methods to estimate not only the number of individuals taken, but also the persistence of the resulting products in the marketplace
Responsible participation and housing: restoring democratic theory to the scene
Tensions between individual liberty and collective social justice characterise many advanced liberal societies. These tensions are reflected in the challenges posed for representative democracy both by participatory democratic practices and by the current emphasis on (so-called) responsible participation. Based on the example of ‘community’ housing associations in Scotland, this paper explores these tensions. It is argued that the critique of responsibility may have been over-stated – that, in particular, ‘community’ housing associations offer the basis for relatively more inclusive and effective processes of decision-making than council housing, which relies on the traditional processes and institutions of representative local government for its legitimacy
The paradox of tenant empowerment: regulatory and liberatory possibilities
Tenant empowerment has traditionally been regarded as a means of realising democratic ideals: a quantitative increase in influence and control, which thereby enables "subjects" to acquire the fundamental properties of "citizens". By contrast governmentality, as derived from the work of Michel Foucault, offers a more critical appraisal of the concept of empowerment by highlighting how it is itself a mode of subjection and a means of regulating human conduct towards particular ends. Drawing on particular data about how housing governance has changed in Glasgow following its 2003 stock transfer, this paper adopts the insights of governmentality to illustrate how the political ambition of "community ownership" has been realized through the mobilization and shaping of active tenant involvement in the local decision making process. In addition, it also traces the tensions and conflict inherent in the reconfiguration of power relations post-transfer for "subjects" do not necessarily conform to the plans of those that seek to govern them

Mandibular fractures in short-finned pilot whales, \u3ci\u3eGlobicephala macrorhynchus\u3c/i\u3e
This study’s objective was to investigate mandibular fractures in 50 short-finned pilot whales, Globicephala macrorhynchus, from two mass strandings. Based on current theories that this species is sexually dimorphic and polygynous, hypotheses were: (1) males should suffer more frequent or more substantial mandibular fractures than should females, and (2) fracture occurrence should increase with male reproductive maturity and potential correlates of maturity, such as age and length. Fractures were described and correlated with physical characteristics to infer possible explanations for injuries. Mandibular fractures were surprisingly common in males and females, being found in more than half of the animals examined (27/50, or 54% overall; 17/36 or 47% of females and 10/14 or 71% of males). Length was the only correlate of fracture presence; the proportion of animals showing evidence of fracture increased with length. These results offer some support to initial hypotheses, but there must be another set of consequences that contribute to mandibular fractures in females. A combination of intra- and interspecific interactions and life history characteristics may be responsible for fractures. Further research from a larger sample of this and other cetacean species are suggested to help elucidate both the causes and implications of mandibular fractures
Fetal growth, birth size and energetic cost of gestation in southern right whales
The cost of reproduction greatly affects a species’ life history strategy. Baleen whales exhibit some of the fastest offspring growth rates in the animal kingdom. We quantified the energetic cost of gestation for southern right whales (Eubalaena australis) by combining whaling catch records of pregnant females with photogrammetry data on southern right whale mothers and calves from two breeding grounds in Argentina and Australia. The relationship between calf birth size and maternal length was determined from repeated measurements of individual females before and after giving birth. Fetal growth was determined from generalized linear models fitted to fetal length data from whaling operations between 1961 and 1967. Fetal length was converted to volume and mass, using the volume-to-length relationship of newborn southern right whales calves, and published tissue composition and energy content estimates. Fetal maintenance costs (heat of gestation) and the energy content of the placenta were predicted from published relationships and added to the fetal growth cost to calculate the total cost of gestation. Our findings showed that fetal growth rates and birth size increased linearly with maternal length, with calves being born at ∼35% maternal length. Fetal length increased curvilinearly through gestation, which resulted in an exponential increase in fetal volume and mass. Consequently, the cost of gestation was very low during the first (0.1% of total cost) and second trimester (4.9%), but increased rapidly during the last trimester (95.0%). The heat of gestation incurred the highest cost for pregnant females (73.8%), followed by fetal growth (21.2%) and the placental energy content (5.0%)
The road beyond licensing: the impact of a driver licensing support program on employment outcomes for Aboriginal and Torres Strait Islander Australians.
Background
With increasingly tough graduated driver licensing laws in all Australian States and Territories, driver licensing support programs are recognised as being important to support Aboriginal and Torres Strait Islander peoples to obtain a driver licence. Such programs appear to improve licensing attainment rates, but few studies have examined the broader impact that these programs can have. This research aims to 1) examine the impact of a New South Wales (NSW) based driver licensing support program (Driving Change) on client employment outcomes; 2) assess the influence of geographical area of program delivery on driver licence attainment.
Methods
Driving Change was delivered from February 2013 to August 2016 in 4 urban and 7 regional Aboriginal communities of NSW. Clients were followed-up at 6 months or more following contact with the program as part of routine program operations. Descriptive statistics and regression models were used to analyse data.
Results
From 933 clients contacted 254 agreed to provide feedback, a response rate of 27%. Those that responded were mostly female (57%), aged 24 years and under (72%), unemployed (85%) with secondary education or less (71%) and from a regional area (74%).
Adjusted logistic regression indicated that clients who achieved an independent licence were more likely (OR: 2.5, 95% CI: 1.22–5.24, p = 0.011) of reporting a new job or change in job than those who did not attain a licence. Clients from regional areas were more likely (OR: 1.72, 95% CI: 1.27–2.33, p < 0.001) to gain an independent licence than those from urban areas. There was no difference in employment outcomes (OR: 1.2, 95% CI: 0.53–2.52, p = 0.719) for clients from urban compared to regional areas.
Conclusion
The Driving Change program appears to be effective in improving employment outcomes for those who gained a licence. Clients from regional areas were more likely to gain a licence compared to those in urban settings, and were predominantly young and unemployed, often a hard to reach cohort. Future licensing programs being delivered in regional areas need integrated pathways into employment opportunities to provide holistic services that address the social and economic challenges faced by Aboriginal and Torres Strait Islander Australians
Distribution of mtDNA haplotypes in North-Atlantic humpback whales:The influence of behavior on population structure
Samples from 136 humpback whales Megaptera novaeangliae, representing 5 feeding aggregations in the North Atlantic and 1 in the Antarctic, were analyzed with respect to the sequence variation in the mitochondrial (mt) control region. A total of 288 base pairs was sequenced by direct sequencing of asymmetrically amplified DNA. Thirty-one different haplotypes were identified. The nucleotide diversity for the total sample was estimated to be 2.6 %, which is high relative to other North Atlantic cetaceans. The degree of genetic differentiation in various subsets of the samples was estimated and tested for statistical significance by Monte Carlo simulations. Significant degrees of heterogeneity were found between the Antarctic and all North Atlantic areas, as well as between Iceland and the western North Atlantic samples. A genealogical tree was estimated for the 31 haplotypes and rooted with the homologous sequence from a fin whale Balaenoptera physalus. The branching pattern in the genealogical tree suggests that the North Atlantic Ocean has been populated by 2 independent influxes of humpback whales. The combined results from the homogeneity tests and the genealogical tree indicate that behaviour (in this case maternally directed site fidelity to a foraging area) can influence the population structure of marine cetaceans on an evolutionary time scale
