    Public subsidies have supported the development of electric trawling in Europe

    In the 2000s, the Dutch beam trawl fleet was in chronic deficit and under pressure to reduce its environmental impact. Instead of converting to selective fishing gears, it successfully lobbied the European Commission with the support of public authorities and scientists to obtain derogations against formal scientific advice to practice a prohibited technique: electric trawling. Since then, electric trawling has expanded beyond regulatory threshold: 84 large trawlers now catch the vast majority of the Dutch flatfish quota, causing detrimental socio-environmental impacts. To assess whether the European Union's fisheries policies fulfilled legal objectives and implemented the 2030 Agenda, it appeared crucial to quantify how much public financial aid had been provided to the Dutch fishing sector for its conversion to electric trawling. The financial information enabling this evaluation was first concealed but was eventually obtained. We show that the institutional opacity surrounding electric trawling was not serendipitous and has served to dissimulate allocations of public monies to a prohibited fishing method (otter trawl), illegal licenses, and falsely ‘scientific’ fishing. In breach of EU laws, 20.8 million EUR of structural funds have so far been granted to this sector in the form of direct subsidies, i.e. over 30 times the amount acknowledged by the fishing industry. The findings presented here lift part of the veil surrounding electric trawling, but the complete reconstruction of the impacts of this fishing method can only be done when decision-makers and scientists disclose all data in full transparency and become the warrants of the public interestS

    Deep-sea fish species are targeted globally by bottom trawling. The species captured are often characterized by longevity, low fecundity and slow growth making them vulnerable to overfishing. In addition, bottom trawling is known to remove vast amounts of non-target species, including habitat forming deep-sea corals and sponges. Therefore, bottom trawling poses a serious risk to deep-sea ecosystems, but the true extent of deep-sea fishery catches through history remains unknown. Here, we present catches for global bottom trawling fisheries between years 1950-2015. This study gives new insight into the history of bottom trawled deep-sea fisheries through its use of FAO capture data combined with reconstructed catch data provided by the Sea Around Us- project, which are the only records containing bycatches, discards and unreported landings for deep-sea species. We illustrate the trends and shifts of the fishing nations and discuss the life-history and catch patterns of the most prominent target species over this time period. Our results show that the landings from deep-sea fisheries are miniscule, contributing less than 0.5% to global fisheries landings. The fisheries were found to be overall under-reported by as much as 42%, leading to the removal of an estimated 25 million tons of deep-sea fish. The highest catches were of Greenland halibut in the NE Atlantic, Longfin codling from the NW Pacific and Grenadiers and Orange roughy from the SW Pacific. The results also show a diversification through the years in the species caught and reported. This historical perspective reveals that the extent and amount of deep-sea fish removed from the deep ocean exceeds previous estimates. This has significant implications for management, conservation and policy, as the economic importance of global bottom trawling is trivial, but the environmental damage imposed by this practice, is not.</p

    The Marine Stewardship Council (MSC) sets a standard by which sustainable fisheries can be assessed and eco-certified. It is one of the oldest and most well-known fisheries certifications, and an estimated 15% of global fish catch is MSC-certified. While the MSC is increasingly recognized by decision-makers as an indicator for fishery success, it is also criticized for weak standards and overly-lenient third-party certifiers. This gap between the standard's reputation and its actual implementation could be a result of how the MSC markets and promotes its brand. Here we classify MSC-certified fisheries by gear type (i.e. active vs. passive) as well as by length of the vessels involved (i.e. large scale vs. small scale; with the division between the two occurring at 12 m in overall length). We compared the MSC-certified fisheries (until 31 December 2017) to 399 photographs the MSC used in promotional materials since 2009. Results show that fisheries involving small-scale vessels and passive gears were disproportionately represented in promotional materials: 64% of promotional photographs were of passive gears, although only 40% of MSC-certified fisheries and 17% of the overall catch were caught by passive gears from 2009-2017. Similarly, 49% of the photographs featured small-scale vessels, although just 20% of MSC-certified fisheries and 7% of the overall MSC-certified catch used small-scale vessels from 2009 to 2017. The MSC disproportionately features photographs of small-scale fisheries although the catch it certifies is overwhelmingly from industrial fisheries

    Fish mislabelling in France: substitution rates and retail types

    Market policies have profound implications for consumers as well as for the management of resources. One of the major concerns in fish trading is species mislabelling: the commercial name used does not correspond to the product, most often because the product is in fact a cheaper or a more easily available species. Substitution rates depend heavily on species, some often being sold mislabelled while others rarely or never mislabelled. Rates also vary largely depending on countries. In this study, we analyse the first market-wide dataset collected for France, the largest sea food market in Europe, for fish species substitution. We sequenced and analysed 371 samples bearing 55 commercial species names, collected in fishmonger shops, supermarkets and restaurants; the largest dataset assembled to date in an European country. Sampling included fish fillets, both fresh and frozen, and prepared meals. We found a total of 14 cases of mislabelling in five species: bluefin tuna, cod, yellowfin tuna, sole and seabream, setting the overall substitution rate at 3.7% CI [2.2–6.4], one of the lowest observed for comparable surveys with large sampling. We detected no case of species mislabelling among the frozen fillets or in industrially prepared meals, and all the substitutions were observed in products sold in fishmongers shops or restaurants. The rate of mislabelling does not differ between species, except for bluefin tuna. Despite a very small sample size (n = 6), the rate observed for this species (83.3% CI [36–99]) stands in sharp contrast with the low substitution rate observed for the other substituted species. In agreement with studies from other countries, this work shows that fish mislabelling can vary greatly within a country depending on the species. It further suggests that more efforts should be directed to the control of high value species like bluefin tuna
