Revisiting the 'Missing Middle' in English Sub-National Governance

In the light of the new Coalition Government’s proposed ‘rescaling’ of sub-national governance away from the regional level, it is an opportune time to re-consider the strength and weaknesses of the city or sub-regional approach to economic development and to search, once more, for the ‘missing middle’ in English Governance. In this context, the article initially assesses the case for city or sub regions as tiers of economic governance, before examining the lessons to be learnt from the experiences of the existing city regions in the North East of England. It argues that while contemporary plans to develop Local Enterprise Partnerships (LEPs) can be usefully considered within the context of the emerging city regional developments under the previous Labour Governments, a number of important challenges remain, particularly in relation to ensuring accountable structures of governance, a range of appropriate functions, adequate funding, and comprehensive coverage across a variety of sub-regional contexts. While the proposals of the new Government create the necessary ‘space’ to develop sub-regional bodies and offer genuine opportunities for both city and county LEPs, the scale of the sub-regional challenge should not be underestimated, particularly given the context of economic recession and major reductions in the public sector

From problems in the North to the problematic North : Northern devolution through the lens of history

Current debates about Northern English cities and their role in national economic strategies cannot be read simply through the lens of contemporary politics. We therefore take the Northern Powerhouse as our starting point in a chapter which traces a long history of policy and planning discourses about the North of England. We use David Russell’s chronology of key historical moments in which Northern English cities hold a particular charge in cultural narratives of the nation to guide our analysis of contemporaneous tensions in debates about planning and governance. A focus on representations about the North of England over the course of the last two centuries reveals four interlocking themes: namely the role of London in directing debates about the North; a tension between political and spatial approaches to planning; the characterisation of cities in the North of England as intrinsically problematic places; and the continued issue of poverty in these cities

Planning for peak oil: learning from Cuba's special period

    Get PDF
It is against recent experiences of proliferative consumption of the earth’s resources that planners and politicians must confront the challenge of peak oil over the coming years. With so few examples of peak oil available worldwide, this paper explores the realities of this in Cuba after the collapse of the Soviet Union in 1989 – the so-called special period, which decimated the country’s imports of energy, food and other vital supplies. Drawing on primary research collected in Cuba during 2008 and in an attempt to stimulate debate about how western countries and cities might respond to future losses of global resources, this paper examines the policy responses implemented in Cuba in the fields of transport, spatial planning, agriculture and energy. Despite the Cuban situation being politically different from other countries and the fact that the loss of resources during the special period were abrupt and unplanned, it is argued that there is still considerable scope for a wider application of the concepts to other towns and cities, if not countries and cultures
