Phase-space distribution functions for photon propagation in waveguides coupled to a qubit

We investigate propagation of few-photon pulses in waveguides coupled to a two-level system by means of the method of distribution functions in coordinate-momentum space that provides a detailed description of photon systems. We find that the distribution function of the transmitted pulse can be negative for the nonclassical input (i.e., single-photon Fock state). This reveals the quasiprobability nature of photon distribution. Analytical expressions for photon densities in the momentum space as well as in the coordinate space are obtained for the mentioned single-photon Gaussian input. We also study evolution of the multimode coherent-state input for an arbitrary photon number. Time-dependent differential equations describing average densities and fluctuations of outgoing photons are derived and solved. Influence of the number of input photons, pulse width, and radiation-atom interaction strength on the statistical properties of the fluctuations is investigated.Comment: 22 pages, 6 figure

Планування економічної діяльності державного підприємства у контексті стратегічного управління

Financial planning of state-owned enterprises as a management function ensures the formation, use, structuring and evaluation of resources for a year. To ensure the achievement of sustainable economic development of state enterprises, the substantiation of the concept of planning economic activity, the development of methodological and organizational approaches to the process of drafting financial plans is relevant. The purpose of the article is to substantiate the theoretical and practical principles of organization of planning economic activity as an element of economic policy at state-owned enterprises in the system of strategic management. Taking into account the unprofitable activity of most state enterprises of Ukraine, the methodical principles of financial planning are updated due to the possibility of ensuring the functioning of the enterprise by the available resources (financial and material). The article describes the organization of financial planning of economic activity of state enterprises in Ukraine and the procedure and structure of its formation and presentation. It also highlights the use of the concept of strategic management, which eliminates the extrapolation of past events, but indicators of which are calculated on the basis of trends of the enterprise, market and industry development, patterns, risks, assumptions. The methodical aspects of planning under the conditions of non-profitability or profitability of enterprises are described, which is the basis for determining the potential of the enterprise in terms of segments (types of activities). It is proposed to implement procedures for amending the approved financial plans on the basis of good reasons for compelling reasons, which are briefly formulated. Economic conditions that are appropriate to take into account when considering and approving economic policy for the implementation of financial planning are recommended and their content is disclosed. Methodical techniques of financial planning of economic activity, using flexible planning, introducing a threshold for making changes to financial plans, foreseeing a new section in the explanatory note “Changes to the financial plan” are proposed.Фінансове планування державних підприємств, як функція управління, забезпечує формування, використання, структурування й оцінку ресурсів на рік. Для забезпечення досягнення сталого економічного розвитку державних підприємств актуальним є обґрунтування концепції планування економічної діяльності, розробка методичних й організаційних підходів до процесу складання фінансових планів. Метою статті є обґрунтування теоретичних і практичних засад організації планування економічної діяльності як елементу економічної політики на державних підприємствах у системі стратегічного управління. Враховуючи збиткову діяльність більшості державних підприємств України, методичні засади фінансового планування актуалізовані через можливість забезпечення функціонування підприємства доступними ресурсами (фінансовими та матеріальними). У статті охарактеризована організація фінансового планування економічної діяльності державних підприємств в Україні та процедура і структура його формування й подання. Зауважено на використанні концепції стратегічного управління, за якої усувається екстраполяція минулих подій, але показники розраховуються на основі тенденцій розвитку підприємства, ринку та галузі, закономірностей, ризиків, припущень. Охарактеризовано методичні аспекти планування за умов збитковості чи прибутковості підприємств, що є підґрунтям для визначення потенціалу підприємства в розрізі сегментів (видів діяльності). Пропонується здійснення процедур внесення змін до затверджених фінансових планів за умов належного обґрунтування вагомих причин, які стисло сформульовано. Рекомендовано економічні умови, які доцільно врахувати при розгляді й затвердженні економічної політики для реалізації фінансового планування та розкрито їх зміст. Запропоновані методичні прийоми фінансового планування економічної діяльності із використанням гнучкого планування, уведення порогу суттєвості для внесення змін у фінансові плани, передбачення нового розділу у пояснювальній записці «Зміни до фінансового плану»

Law and Intangible Cultural Heritage in the City by Sara Gwendolyn Ross

In Law and Intangible Cultural Heritage in the City, Sara Gwendolyn Ross, a Killam Postdoctoral Laureate and Social Science and Humanities Research Council (SSHRC) Postdoctoral Fellow at the Peter A. Allard School of Law, illuminates urban spaces with intangible cultural value that is often overlooked and unprotected. The spaces to which Ross refers “are found on street corners, in neighbourhood haunts, in parks, in faded basement pubs, up creaky sets of stairs in live-work lofts overlooking the street, behind the doors of a repurposed factory space, in crisp and bright coffeeshops, loud music halls, pulsing nightclubs, shiny supper clubs.” She argues that these sites and their associated activities merit more attention, as “they are often the planes within which inequality in the city…plays out for most urban inhabitants.
