The Institutional-Evolutionary Antitrust Model
The purpose of this article is to provide an alternative antitrust model to the mainstream model that is used in competition policy. I call it the Institutional-Evolutionary Antitrust Model. In order to construct an antitrust model one needs both empirical knowledge and considerations of how to adequately deal with norms. The analysis of competition as an evolutionary process that unfolds within legal rules provides the empirical foundation for the model. The development of the normative dimension involves the elaboration of a comparative approach. Building on those foundations the main features of the Institutional-Evolutionary Model are sketched out and it is shown that its use leads to systematically different outcomes and conclusions than the dominant antitrust ideals.Antitrust, Competition, Competition Policy, Evolutionary Process, Institutions
What kind of problem is the hermeneutical circle?
O círculo hermenêutico é utilizado por todos os que defendem a tese da autonomia metodológica das ciências humanas em relação às ciências naturais. Em geral, ele é considerado, pelos hermeneutas, ou como um problema ontológico, ou como um problema lógico. O objetivo do artigo é mostrar que não se trata nem de uma coisa nem de outra. Tudo indica que o círculo hermenêutico é um fenômeno empírico, que pode ser estudado pela psicolinguística e por outras disciplinas empíricas. Assim, ele não poderia ser empregado nem como argumento para legitimar a separação entre as ciências naturais e as ciências humanas, nem para sustentar a tese da autonomia das ciências humanas.The hermeneutic circle serves as a standard argument for all those who raise a claim to the autonomy of the human sciences. The proponents of an alternative methodology for the human sciences present the hermeneutic circle either as an ontological problem or as a logical problem. However, it is possible to assert that until now it has not been possible to show that the hermeneutic circle constitutes an ontological or a logical problem. Rather, everything indicates that it describes an empirical phenomenon, which can be studied within the framework of psycholinguistics and other empirical disciplines. It is thus not capable of serving as a legitimating argument for the separation between the natural and the human sciences and therefore cannot lend any support to the claim for autonomy of the social sciences and the humanities
Aprendizaje, instituciones, y desempeño económico
En este artículo ofrecemos una visión amplia de la interacción entre cognición, sistemas de creencias e instituciones, y de la manera cómo estos afectan el desempeño económico. Argumentamos que una comprensión más profunda del surgimiento, las propiedades operativas y los efectos de las instituciones en los resultados económicos y políticos debería comenzar por el análisis de procesos cognitivos. Exploramos la naturaleza del aprendizaje individual y colectivo, haciendo énfasis en que el asunto no es si los agentes son perfecta o limitadamente racionales, sino cómo los seres humanos en realidad razonan y eligen de forma individual o colectiva. Luego atamos el proceso de aprendizaje con el análisis institucional, ofreciendo argumentos a favor de lo que se puede caracterizar como "institucionalismo cognitivo". Además, mostramos que un tratamiento completo del fenómeno de sendero-dependencia debe comenzar en el nivel cognitivo, pasar por el nivel institucional, y culminar en el nivel económico.Incluye referencias bibliográficas (páginas 31-34
