From the gene to the globe: Extracting rents based on intellectual property monopolies
ABSTRACT The increasing power of concentrated financial capital is accompanied by an extension of processes of commodification and procedures of dispossession similar to forms of original accumulation. This continuing and reinforced accumulation by dispossession in its different guises is capital's answer to the problem of over-accumulation. As a form of dispossessing accumulation, the implementation and extension of intellectual property monopolies is of particular importance. In the context of an increasing socialization of labor, in particular of innovative activities, the private appropriation of knowledge in the form of intellectual property monopolies and its commercial valorization has become a central characteristic of the current configuration of capitalism. Income based on such property titles has become an important form of the appropriation of resources in the finance-dominated accumulation regime. The article applies Marxian rent theory to intellectual property monopolies. Findings from the pharmaceutical and biotechnology industries illustrate how, based on specific power relations, the owners of property titles can appropriate resources and values. Rent extraction processes take place on different scales, from the enforcement of property monopolies over gene sequences to the role of the USA as a rentier state on a global scale. Concentration and centralization of capital are also expressed in the transfer and appropriation by companies of values that were created in other organizations and social contexts. This reflects the rising power of finance capital and the imposition of a global rent regime. The paper presents the dynamics of the concentration and centralization of capital in the combined pharmaceutical and biotech industry. Oligopolistic rivalry is a key process. Despite of processes of vertical and horizontal disintegration the large oligopolistic rivals maintain or even extend their power. They are able to enforce different forms of rent income. Nachwachsende Rohstoffe ? entwicklungspolitisch einmal anders gedacht
Steigende Agrarpreise, und damit steigende Nahrungsmittelpreise, beleben die Diskussion über die Notwendigkeit der ?Non-Food?-Nutzung (Anbau von Energiepflanzen, aber auch Pflanzen für die stoffliche Nutzung, z.B. Holz oder Kautschuk) von Agrarrohstoffen. Dieses Diskussionspapier betrachtet die allgemeinen Brennpunkte der Debatte und erörtert speziell die Möglichkeiten von Biotreibstoffen als Triebkraft für Investitionen in Infrastruktur und Marktzugang im ländlichen Raum und als Treiber der Nachhaltigkeitsdiskussion im Agrarsektor der Entwicklungs- und Schwellenländer. Auf lange Sicht ist die konkurrierende Nutzung von Land für Energie- und Nahrungsmittelpflanzen differenziert zu betrachten. Kurz- bis mittelfristig jedoch ist die energetische und stoffliche Nutzung von Agrarprodukten eine alternative Markt- und damit auch Einkommensmöglichkeit für die Landwirtschaft. In den Industrieländern bietet der Anbau von nachwachsenden Rohstoffen die Möglichkeit, Überschussproduktionen einzudämmen und Exportsubventionen abzubauen. Damit wird auch deren preissenkender Einfluss auf den Weltmarkt abgebaut. In den Entwicklungsländern könnten sich dadurch Produktionsanreize im Agrarsektor ergeben, die, ausgelöst durch landwirtschaftliche- und außerlandwirtschaftliche Beschäftigungseffekte, eine Armutsreduktion induzieren könnten. Zusätzlich besteht die Möglichkeit, den lokalen Energiebedarf mit ökologisch nachhaltigen Ressourcen zu unterstützen und damit den Kleinbauern neben dem Marktzugang auch die Möglichkeit zur lokalen Veredelung zu bieten. Allerdings würde sich die Situation für Erzeuger in Entwicklungsländern noch zusätzlich verbessern, wenn Industrieländer nicht die Erzeugung von nachwachsenden Rohstoffen (NawaRo) subventionieren, sondern auf tarifäre und nichttarifäre Importbarrieren für Agrarprodukte, inklusive der nachwachsenden Rohstoffe, verzichten würden.
Im Zusammenhang mit der Förderung von nachwachsenden Rohstoffen stellen sich der Entwicklungszusammenarbeit verschiedene Herausforderungen. Um eine breitenwirksame Armutsminderung zu erzielen, muss vor allem die kleinbäuerliche Landwirtschaft unterstützt werden. Hierzu sollten Ansätze verfolgt werden, in denen die bäuerlichen Produktionssysteme, wegen ihrer Beschäftigungseffekte, mit agro-industriellen Verarbeitungsmöglichkeiten kombiniert werden. In diesem Zusammenhang besteht die Notwendigkeit und die Möglichkeit, die sozialen (inkl. breitenwirksames Wachstum) und ökologischen (Erhalt und Förderung der natürlichen Ressouren) Bedingungen der Produktion aller Agrarrohstoffe nachhaltig zu gestalten
Comparing Image Quality in Phase Contrast sub X-Ray Tomography -- A Round-Robin Study
How to evaluate and compare image quality from different sub-micrometer
(sub) CT scans? A simple test phantom made of polymer microbeads is used
for recording projection images as well as 13 CT scans in a number of
commercial and non-commercial scanners. From the resulting CT images, signal
and noise power spectra are modeled for estimating volume signal-to-noise
ratios (3D SNR spectra). Using the same CT images, a time- and
shape-independent transfer function (MTF) is computed for each scan, including
phase contrast effects and image blur (). The SNR spectra
and MTF of the CT scans are compared to 2D SNR spectra of the projection
images. In contrary to 2D SNR, volume SNR can be normalized with respect to the
object's power spectrum, yielding detection effectiveness (DE) a new measure
which reveals how technical differences as well as operator-choices strongly
influence scan quality for a given measurement time. Using DE, both
source-based and detector-based sub CT scanners can be studied and their
scan quality can be compared. Future application of this work requires a
particular scan acquisition scheme which will allow for measuring 3D
signal-to-noise ratios, making the model fit for 3D noise power spectra
obsolete

Simplifying Contract-Violating Traces
Contract conformance is hard to determine statically, prior to the deployment
of large pieces of software. A scalable alternative is to monitor for contract
violations post-deployment: once a violation is detected, the trace
characterising the offending execution is analysed to pinpoint the source of
the offence. A major drawback with this technique is that, often, contract
violations take time to surface, resulting in long traces that are hard to
analyse. This paper proposes a methodology together with an accompanying tool

Wurtzite quantum wires with strong spatial confinement: polarization anisotropies in single wire spectroscopy
We report GaAs/AlGaAs nanowires in the one-dimensional (1D) quantum limit.
The ultrathin wurtzite GaAs cores between 20-40\,nm induce large confinement
energies of several tens of meV, allowing us to experimentally resolve up to
four well separated subband excitations in microphotoluminescence spectroscopy.
Our detailed experimental and theoretical polarization-resolved study reveals a
strong diameter-dependent anisotropy of these transitions: We demonstrate that
the polarization of the detected photoluminescence is governed by the symmetry
of the wurtzite 1D quantum wire subbands on the one hand, but also by the
dielectric mismatch of the wires with the surrounding material on the other
hand. The latter effect leads to a strong attenuation of perpendicularly
polarized light in thin dielectric wires, making the thickness of the AlGaAs
shell an important factor in the observed polarization behavior. Including the
dielectric mismatch to our k.p-based simulated polarization-resolved spectra of
purely wurtzite GaAs quantum wires, we find an excellent agreement between
experiment and theory
