Przedsięwzięcia podejmowane w związku z Euro 2012 miały na celu osiągnięcie wysokiego poziomu bezpieczeństwa oraz wyeliminowanie zjawiska przestępczości 1 chuligaństwa na imprezach masowych. Przestępczość tego typu niepokoi nie tylko organy ścigania karnego, lecz także opinię publiczną. Znajduje to wyraz w wielu publikacjach zamieszczanych zarówno na łamach prasy fachowej, jak i codziennej. From Questioning Notes to Audiovisual Videoconferencing — Reflections on the Evolution of the Model of Hearing a Witness Against the Background of the Solutions Adopted in the Code of Criminal Procedure of 1928 and 1997

The paper addresses legal solutions concerning the model of witness interviewing. The discussion is of comparative nature, as it refers both to the regulations contained in the Code of Criminal Procedure of 1928, as well as to the provisions of the current criminal procedure. It aims at a synthetic analysis of key changes in the model of interviewing a witness taking into consideration historical factors, as well as their impact on the current shape of the provisions in the Criminal Procedure Regulation. While reviewing legal solutions, the author pays special attention to the process of questioning at a distance supported by devices enabling simultaneous image and sound transmission. This issue is discussed in many aspects, taking into account the views of the doctrine and the analysis of case law. Apart from the assessment of the current legal status in genere, the paper also presents the proposals of solutions in the subject matter

Głównym celem artykułu jest prezentacja wyników badań sondażowych przeprowadzonych wśród absolwentów kursu specjalistycznego dla dowódców operacji policyjnych w Wyższej Szkole Policji w Szczytnie, którzy w przedmiotowym kursie uczestniczyli w latach 2014–2020. Kurs wykorzystuje narzędzie nowoczesnej technologii w postaci symulatora działań Policji w sytuacjach kryzysowych. Istotą badań było zatem dokonanie weryfikacji wpływu treningu symulacyjnego w ramach kursu specjalistycznego dla dowódców akcji i operacji policyjnych na realny, rzeczywisty zakres i sposób realizowanych przez jego absolwentów zadań tj. na dowodzenie rzeczywistymi policyjnymi działaniami na rzecz zapewnienia i utrzymania bezpieczeństwa oraz porządku publicznego podczas imprez masowych, w tym wydarzeń sportowych, zgromadzeń i uroczystości publicznych, a także innych zbiorowych zakłóceń porządku publicznego. Podkreślić należy, że z uwagi na nierzadko znaczny upływu czasu od zakończenia kursu, respondenci formułowali swoje opinie w oparciu o kolejne doświadczenia i analizy rzeczywistych stanów faktycznych, w kontekście wiedzy i umiejętności nabytych w trakcie szkolenia

Effectiveness of Resource Management During Police Actions and Operations Based on the Skills Acquired During Simulation Training in a Virtual Environment

The main aim of the article is to present the results of the surveys conducted among the graduates of the specialist course for police operations commanders at the Police Academy in Szczytno, who participated in the course in 2014–2020. The course uses a tool of modern technology in the form of a simulator of Police operations in crisis situations. The essence of the research was, therefore, to verify the impact of simulation training as part of a specialist course for commanders of police actions and operations on the real scope and manner of tasks performed by its graduates, i.e. on commanding actual police activities to ensure and maintain public safety and order during mass events, in including sports events, public gatherings and celebrations, and other collective disturbances of public order. It should be emphasised that due to the often signifi cant lapse of time after the end of the course, the respondents formulated their opinions based on subsequent experiences and analysis of actual facts, in the context of knowledge and skills acquired during the training

O symulatorze działań policji w sytuacjach kryzysowych w kontekście badań ewaluacyjnych przeprowadzonych w Wyższej Szkole Policji w Szczytnie w latach 2014–2019

Głównym celem artykułu jest prezentacja wyników ewaluacji przeprowadzonej wśród uczestników kursu specjalistycznego dla dowódców operacji policyjnych w Wyższej Szkole Policji w Szczytnie w latach 2014–2019. Przedmiotowy kurs wykorzystuje narzędzie nowoczesnej technologii w postaci symulatora działań Policji w sytuacjach kryzysowych. Zarysowane funkcjonalności symulatora i nowoczesna formuła szkolenia wykorzystująca trening symulacyjny, w miejsce dotychczasowej teoretycznej pracy na papierowych mapach, zdają się przesądzać o diametralnej zmianie sposobu prowadzenia zajęć i bardziej efektywnym osiąganiu zakładanych celów dydaktycznych, w tym pogłębianiu umiejętności praktycznych funkcjonariuszy Policji. Wykorzystanie w szkoleniach symulatora działań Policji w sytuacjach kryzysowych wpływa na doskonalenie systemu dowodzenia w Policji, wzrost wyszkolenia kadry dowódczej polskiej Policji, a przez to na efektywność zarządzania zasobami ludzkimi i materiałowymi podczas realizowanych operacji policyjnych, ukierunkowanych na utrzymanie bezpieczeństwa i porządku publicznego podczas imprez masowych, w tym sportowych, zgromadzeń i uroczystości publicznych czy innego zbiorowego zakłócenia porządku publicznego. Ewaluacji poddano zagadnienia takie jak: ocena programowa kursu, zdobytej podczas kursu wiedzy i umiejętności praktycznych, jak również ogólny poziom zadowolenia respondentów z uczestnictwa w kursie. Kluczowym było ustalenie, w jakim zakresie podejmowane w WSPol w Szczytnie wysiłki naukowe i realizowane projekty badawcze w obszarze bezpieczeństwa wewnętrznego wpływają na optymalizację systemu szkolenia i doskonalenia zawodowego policjantów

Police operations simulator in the context of evaluation research carried out at the Police Academy in Szczytno in 2014–2019

The main objective of the article is to present the results of the evaluation carried out among participants of a specialist training course for police operations commanders which was offered by the Police Academy in Szczytno in 2014–2019. The course in question uses a police operations simulator as a modern technology tool for responding to emergencies. Both the functionality of the simulator and a modern form of simulation training, which has replaced the previous theoretical work based on paper maps, have completely changed the methods employed for in-service training, thanks to which teaching outcomes can be achieved more effectively, and police offi cers’ skills can be developed and refi ned with practice. The use of the police operations simulator for training purposes improves police command and control systems and increases the level of in-service training received by commanding offi cers, which in turn results in an effective management of human and material resources while carrying out police operations targeted at the maintenance of public order and safety at major events, including sports events, public gatherings and ceremonies, and any different forms of disturbance to public order. Evaluated have been the following issues: assessment of the training course curriculum, the knowledge and practical skills acquired during the course, and the level of satisfaction of the respondents with their participation in the course. Of key importance has been to identify the extent to which the Police Academy’s training efforts and research projects in the area of internal security affect the development of the system of in-service training offered to police officers

Evaluation of solitary pulmonary nodule detected during computed tomography examination

The solitary pulmonary nodule (SPN) has always been a diagnostic challenge for the radiologists. Currently, with increased utilization of computed tomography (CT) greater number of nodules is being discovered, with numerous indeterminate lesions, which frequently cannot be immediately classified into benign or malignant category. In this article we review the imaging features of benign and malignant round opacities; we demonstrate currently used standards and also more advanced techniques that are helpful in evaluating SPNs such as contrast-enhanced CT, PET/CT imaging and also pathologic sampling with biopsy or surgical resection. We also summarize the methods of evaluating and managing SPNs based on the latest guidelines from the Fleischner Society and American College of Chest Physicians

Exosomes and Other Extracellular Vesicles with High Therapeutic Potential: Their Applications in Oncology, Neurology, and Dermatology

Until thirty years ago, it was believed that extracellular vesicles (EVs) were used to remove unnecessary compounds from the cell. Today, we know about their enormous potential in diagnosing and treating various diseases. EVs are essential mediators of intercellular communication, enabling the functional transfer of bioactive molecules from one cell to another. Compared to laboratory-created drug nanocarriers, they are stable in physiological conditions. Furthermore, they are less immunogenic and cytotoxic compared to polymerized vectors. Finally, EVs can transfer cargo to particular cells due to their membrane proteins and lipids, which can implement them to specific receptors in the target cells. Recently, new strategies to produce ad hoc exosomes have been devised. Cells delivering exosomes have been genetically engineered to overexpress particular macromolecules, or transformed to release exosomes with appropriate targeting molecules. In this way, we can say tailor-made therapeutic EVs are created. Nevertheless, there are significant difficulties to solve during the application of EVs as drug-delivery agents in the clinic. This review explores the diversity of EVs and the potential therapeutic options for exosomes as natural drug-delivery vehicles in oncology, neurology, and dermatology. It also reflects future challenges in clinical translation
