The study addresses the major factors preventing foreign language (FL) teachers from effective use of electronic information educational environment (EIEE) at the institutes of higher learning (IHL) in Russia to develop learner autonomy. Upon holding interviews and taking polls of 60 respondents from three universities helped the authors find out that these factors include: sketchy knowledge of information and communication technologies among foreign language teachers; poor standards of material and technical resources capability at universities; inadequate readiness of FL teachers to apply new information and communication technologies; insufficient level of FL teachers motivation to use innovative ITs at work. The contributors have worked out a number of pedagogical conditions that should be provided at the IHL to clear the barriers mentioned above: gradual development of FL teachers readiness to use the EIEE (the IT competence acquisition based on learning management systems (LMS); FL teachers activity stimulation to work in the EIEE through creating modular courses); setting up the EIEE in the IHL, which can translate all e-learning possibilities into action, the LMS, software and documentation among them. The said pedagogical conditions have successfully been tested and implemented at RUDN University

In recent years, there have been some natural and human-made disasters and severe social clashes in globally important energy regions, which has had a negative impact on the environment in general and on the development of the energy market in particular. Therefore, the development of the modern energy industry is aimed at the broad involvement of renewable energy sources (RES) in the energy balance of the world's advanced countries. At the EU level, particular attention is given to increasing the proportion of RES in total energy consumption to 12% with the installed capacity of solar photovoltaic (PV) systems up to 3 GW. The purpose of our study is to propose a mathematical model of the electricity generation processes in renewable solar and wind energy systems by methods of the theory of impulsive, random processes as well as recommendations for the development of RES based on the analysis of the trends in consumption and production of energy resources, their supply-demand proportion, and a model for the development of the energy market. Our findings show that the proposed model will allow to optimize the structure and create adaptive energy systems of RES. Keywords: energy consumption, active consumer, energy market, electric power industry, tariffs. JEL Classifications: D24; Q43; M31 DOI: https://doi.org/10.32479/ijeep.772

The significance of this article lies in the fact that the problem of modifying the forms, methods and means of implementing the content of education, training and retraining of personnel for the sphere of physical education, sports and tourism always comes first among other pedagogical problems. To improve the educational process and, specifically, educational activities is an essential objective of all the system of education. The article presents the results of a study of the role, place and function of self-reflection in educational activities, as well as in the formation of a sports teacher’s professional thinking based on self-reflective culture of solving professional problems. Based on the logical-substantive analysis, the article shows that the mechanism of self-reflective thinking is mandatory for the formation of the methodological culture of future specialists’ professional thinking in the implementation of the curriculum content of physical education universities; it has been proved that activation of self-reflection during training leads to the fact that the learner makes his own activity as the object of his influence, he begins to purposefully change, improve or rebuild it. In addition, the article substantiates that the modern practice of education, training and retraining of personnel for the field of physical education, sports and tourism requires constant creative improvement of the teaching staff of higher education, which provides solutions to modern educational problems, the resolution of which will prepare competitive specialists for the open labour market; the analysis of a great number of scientific literature sources shows that psych didactics of developmental education should be based on activation of self-reflection, as a special way and means of forming self-reflective culture of sports teachers; the introduction of self-reflection in the educational process determines the improvement of the methodological culture and the personal inclusion of students, which undoubtedly leads to an increase in their professional competence

The present study investigates the major obstacles preventing foreign language teachers from effective use of electronic information educational environment (EIEE) at the institutes of higher learning (IHLs) in Russia with the view of developing learner autonomy. Having interviewed 60 respondents from three universities, the authors found out that these obstacles include: insufficient knowledge of information and communication technologies among foreign language professors; poor standards of material and technical resources available at universities; inadequate readiness of FL teachers to apply new information and communication technologies; insufficient level of FL teachers motivation to use innovative IT at work. The authors have worked out a number of pedagogical conditions that should be provided at IHL to overcome the above mentioned barriers: gradual development of FL teachers' readiness to use EIEE (IT competence acquisition on the basis of learning management systems (LMS); FL teachers activity stimulation to work in EIEE through creating modular courses); setting up EIEE in IHL which can translate all possibilities of e-learning into action including LMS, software and documentation. The subject of the research is building up learner autonomy in vocationally-oriented language learning (VOLL) in Russian institutes of higher learning (IHL). In order to achieve this target, the authors made use of LMS MOODLE and worked out the stages that facilitate the process of learner autonomy formation. These include: the stage of self-diagnostics, cognitive and creative stage and that of evaluation and assessment. Throughout the course the students learn to set goals, make priorities and independent decisions. They become more motivated and focused on the individualization of the learning process, get particularly interested in their future profession and life-long learning, master the learning material much better and faster, get accustomed to acquiring innovative techniques and methods, developing different groups of skills which contribute to success in becoming mature and autonomous learners. The article analyzes the pedagogic conditions to be provided to help students get used to the new learning standards and environments. The authors believe that such pedagogic conditions as students' high value of autonomous learning, students' training to work independently in LMS MOODLE, teachers' ability and motivation to implement MOODLE will help facilitate language learning and take full advantage of the LMS. Special emphasis in the article is placed on the notion of learner autonomy and the necessary groups of skills to develop learner autonomy. On the basis of the research which has been carried out for a number of years, the authors prove the fact that after completing the three above mentioned stages of the course, the IHL students tend to become more autonomous and independent learners who are better prepared and equipped to apply their new vision of the learning process to multiple areas of life

Educational technology is a set of systems consisting of tech savvy equipment, processes and methods for the effective and positive implementation of educational theories. Nowadays, when the internet is becoming widespread, and mobile device technologies such as smartphones and tablets have been developing rapidly, it is possible to access educational content without being connected to a place. Today, almost everyone has smartphones. Many social networks, sites, applications are available. Many studies have shown that technology is effective in the field of education. For teachers with foreign language and their perceptions of learning through the help of technology are important. In this study, it is important to determine teachers' perception levels of mobile applications that contribute to foreign language learning. The "mobile learning perception scale" developed to access the research data. Items that are mentioned in the scale are basically positive question, "absolutely disagree", "disagree", "undecided", "agree", "strongly agree". After analysing the reliability of the survey, the overall result was found as Cronbach ? = 0,963. A total of 180 teachers attended from North Cyprus and Russian universities. According to the result of the research, the teachers' perception of mobile learning is high. But this rate is proportional to age. There is a difference in the findings regarding the use of mobile technology when looking at the professional seniority and age ranges. This is due to the fact that recently, technology-supported trainings have been increased and the addition of "material design courses" and "technology-supported trainings" at universities play an important role in increasing perceptions. The use of mobile technology can be increased by providing in-service trainings to teachers with high professional experience and ages
