    Access to Clean Energy Jobs: Expanding Opportunities

    Significant growth in clean energy jobs is expected from the energy transition, especially given recent climate-centered federal policies. Meeting this job demand will require a strong, strategic, well-resourced workforce development ecosystem and a focus on creating equitable, high-road job opportunities that people of color and women can plentifully access. To better understand these needs, Barr's Climate Program commissioned an analysis from Emerald City Collaborative—with partners Browning the Green Space, nomada Consulting, and Ponder Analytics—and BW Research.Through this research, Barr seeks to provide data to inform a field-wide conversation and to engage other foundations on this topic. We hope that the resulting report helps foster constructive dialogue between clean energy and workforce leaders, and that it inspires additional philanthropy in our region.     Displaced: Stories of Struggle in South Africa

    In June 2008, a group from the University of Nebraska-Lincoln — two advisers, seven student photographers, two student reporters and one student videographer — traveled to South Africa for 18 days. Their project, which had been in the making for the previous six months, focused on documenting immigration issues in South Africa. Howard Buffett, a documentary photographer, funded the trip, which was a partnership involving UNL, Arizona State University and the University of the Witwatersrand in Johannesburg. The group arrived in South Africa amidst the aftermath of xenophobic violence that tore through the country in the several weeks leading up to the trip. To understand the violent history of the country, the UNL students spent the first three days touring Johannesburg and Soweto, the Black township where some of apartheid’s watershed moments of political uprisings and hostilities took place. They also visited the Apartheid Museum. Working with their ASU and South African student partners, the students wrote stories and shot video and photographs in Johannesburg and nearby townships and at the Zimbabwean border. What these student journalists found were stories of extreme suffering like none of them had ever known or witnessed. This book offers just a glimpse of the countless heartbreaking and inspiring stories the group discovered in South Africa

    Assessing the Incorporation of Racial Equity into Analytical and Modeling Practices in Transportation Planning

    UC-ITS-2021-60This report examines if and to what extent state-level transportation departments in four states incorporate race and equity considerations into transportation planning technical analyses and modeling practices, particularly for long-range transportation plans, and how such equity-infused practices can be improved. The research team examined relevant literature, reviewed statewide long-range transportation plans for California and three other states, consulted with other experts, and conducted interviews with scholars and knowledgeable agency staff and practitioners. The findings indicate widespread acknowledgement that racial disparities in transportation exist, and state agencies have expressed a strong commitment to redressing the inequalities. However, while there has been progress in creating analytical equity tools to assess transportation projects and programs, they lack standardization. There have also been few noticeable revisions to existing regional transportation planning models to incorporate equity, and the profession lags behind what is technically possible based on the work of academic researchers. Technical staff need better training in regard to equity issues and agencies should encourage greater collaboration between equity and analytical units to develop and improve frameworks to assess equity performance in plans, programs, and projects

    \u3ci\u3eDrosophila\u3c/i\u3e Muller F Elements Maintain a Distinct Set of Genomic Properties Over 40 Million Years of Evolution

    The Muller F element (4.2 Mb, ~80 protein-coding genes) is an unusual autosome of Drosophila melanogaster; it is mostly heterochromatic with a low recombination rate. To investigate how these properties impact the evolution of repeats and genes, we manually improved the sequence and annotated the genes on the D. erecta, D. mojavensis, and D. grimshawi F elements and euchromatic domains from the Muller D element. We find that F elements have greater transposon density (25–50%) than euchromatic reference regions (3–11%). Among the F elements, D. grimshawi has the lowest transposon density (particularly DINE-1: 2% vs. 11–27%). F element genes have larger coding spans, more coding exons, larger introns, and lower codon bias. Comparison of the Effective Number of Codons with the Codon Adaptation Index shows that, in contrast to the other species, codon bias in D. grimshawi F element genes can be attributed primarily to selection instead of mutational biases, suggesting that density and types of transposons affect the degree of local heterochromatin formation. F element genes have lower estimated DNA melting temperatures than D element genes, potentially facilitating transcription through heterochromatin. Most F element genes (~90%) have remained on that element, but the F element has smaller syntenic blocks than genome averages (3.4–3.6 vs. 8.4–8.8 genes per block), indicating greater rates of inversion despite lower rates of recombination. Overall, the F element has maintained characteristics that are distinct from other autosomes in the Drosophila lineage, illuminating the constraints imposed by a heterochromatic milieu
