    The Creation of Families: Christianity and Contemporary Adoption

    This thesis is a theological and practical reflection on the practice of adoption in contemporary Britain, as it affects Christian adoption agencies, Christian social workers, Christian parents and adopted children. The first three chapters set the background context to the research by examining the history, theology, legal and sociological context. This enables the contemporary situation to be established, particularly the potential for tension between the thinking of many Christians about constructing adoptive families and the open, liberal stance of the state and Local Authorities. This tension was heightened with the passing of the Adoption and Children Act 2002 that drew attention to radically different viewpoints within adoption work. The theological reflection methods employed were the pastoral cycle and canonical narrative, both of which were subordinate to an overall theology of engagement that enabled the interface between the Christian and non-Christian work in adoption to be investigated. The methodological approaches taken enabled quantitative and qualitative material to be combined. Three surveys were distributed: two to Christian groups, agencies and parents, involved in adoption work and one to adoption social workers. Secondly, telephone interviews were conducted. Data was also collected from a wide range of Internet websites. Fourthly, data was gathered from literature distributed by adoption agencies. A chapter (4) on Christian Adoption Agencies develops a theoretical agency that relates to the Church and the contemporary adoption system. Differences between historically different denominational emphases in adoption work and the present day reality is described. It continues to be possible for Christian adoption agencies to be relevant and specialised in this work. Central to all adoption work is the child: their future stability and happiness. This is examined by focussing upon the impact of the Christian faith on the potential for healing and wholeness for an adopted child (chapter 5). Three specific aspects of life are explored: an adopted child’s spirituality, identity and nurture. This discussion naturally leads into a further discussion about prospective and actual adoptive parents: the manner in which the Christian faith has a bearing upon adoption before, during and after the adoption of a child (chapter 6). Finally, Christian people within and without adoption work have been challenged about the nature of the family in the adoptive context. ‘Families’ that are accepted by the general population can be tolerated by some Christians yet discredited by others. The question is asked whether newly created adoptive families can have forms that are radically different from traditional patterns (chapter 7). This thesis concludes that Christians are making a contribution to adoption work that could be said to be distinctive. This said the Church should work to promote adoption of children with more confidence and debate less about adopters. This is a bold and contentious statement yet I contend that adoption could and should be a characterising motif of Christian family life

    The Red Umbrella March: Crafting a Living Activist Archive

    December 17th marks the International Day to End Violence Against Sex Workers. Historically, on this day sex workers carry red umbrellas and march through the streets of large cities to fight for their rights, reduce stigma, and to make their presence visible in a city. In 2016 Changing Lives organised the first of these marches in Newcastle upon Tyne. We joined sex workers, support workers, police, and other supporters on this march as well as the remembrance service that took place afterwards. Through ethno-mimesis, we recorded our experiences of the march and subsequent service, focusing on the use of digital technologies. Between the march and the service, we also encouraged attendants to partake in our ‘red umbrellas’ activity. Here we used the open source JigsAudio tool to begin to craft a living activist archive of Newcastle’s experiences on the International Day to End Violence Against Sex Workers. With this activity, we have supported Changing Lives service delivery, while simultaneously developing a digital archive of sex worker voices. To our knowledge, this is the first time that experiences of those marching to end violence against sex workers are archived in this format. We archive the voices in a hybrid craft where playful crafting is mixed with tangible technologies to develop a space where the archive is manifested not only through the digital audio recording of voices, but also through the tangible crafted artefact

    State ambitions and peoples’ practices: An exploration of RDP housing in Johannesburg

    South Africa’s RDP housing programme has delivered ownership of a house and serviced land to millions of first time home-owners since 1994. Intended to both provide shelter and address poverty, the housing programme is typical of improvement initiatives of the modern state aimed at advancing the physical, economic or social situation of a target population. Yet little is known about the results of the South African housing programme for recipient households, except that some beneficiaries attract state censure for interacting with their houses in unexpected and unwelcome ways. Despite the lack of clarity on its effects, the large-scale costly housing programme continues to be implemented. This study investigates the programme’s outcomes in Johannesburg through the perspectives of both RDP beneficiaries and state housing practitioners. Findings transcend the denigration of RDP housing as ‘poorly located’, revealing people’s complex interactions with their housing which show its flaws and limitations but also their attachment to it. To minimise the shortcomings of the housing benefit RDP settlements are appropriated, adapted and transformed, households composition may be re-configured and alternative accommodation off-site brought into play. In general the state has limited insight into this intricacy, little institutional appetite to explore it and holds contradictory positions on the outcomes of the programme. Despite the evident resources and power of the state, it is confounded by the complexity of people’s practices. More broadly, the study contributes to housing and planning literature through its focus on the interface between state and beneficiary practices. Peoples’ responses to RDP housing emphasise both the state’s limited capacity in addressing the housing need, but also the catalytic value and potential its intervention triggers. Rather than portraying the state and the subaltern as clashing over conflicting rationalities, it illuminates their overlapping aspirations and mutual shaping of space

    A Tale of Two Tails: Exploring Stellar Populations in the Tidal Tails of NGC 3256

    We have developed an observing program using deep, multiband imaging to probe the chaotic regions of tidal tails in search of an underlying stellar population, using NGC 3256's 400 Myr twin tidal tails as a case study. These tails have different colours of u−g=1.05±0.07u - g = 1.05 \pm 0.07 and r−i=0.13±0.07r - i = 0.13 \pm 0.07 for NGC 3256W, and u−g=1.26±0.07u - g = 1.26 \pm 0.07 and r−i=0.26±0.07r - i = 0.26 \pm 0.07 for NGC 3256E, indicating different stellar populations. These colours correspond to simple stellar population ages of 288−54+11288^{+11}_{-54} Myr and 841−157+125841^{+125}_{-157} Myr for NGC 3256W and NGC 3256E, respectively, suggesting NGC 3256W's diffuse light is dominated by stars formed after the interaction, while light in NGC 3256E is primarily from stars that originated in the host galaxy. Using a mixed stellar population model, we break our diffuse light into two populations: one at 10 Gyr, representing stars pulled from the host galaxies, and a younger component, whose age is determined by fitting the model to the data. We find similar ages for the young populations of both tails, (195+0−13195^{-13}_{+0} and 170+44−70170^{-70}_{+44} Myr for NGC 3256W and NGC 3256E, respectively), but a larger percentage of mass in the 10 Gyr population for NGC 3256E (98−3+1%98^{+1}_{-3}\% vs 90−6+5%90^{+5}_{-6}\%). Additionally, we detect 31 star cluster candidates in NGC 3256W and 19 in NGC 2356E, with median ages of 141 Myr and 91 Myr, respectively. NGC 3256E contains several young (< 10 Myr), low mass objects with strong nebular emission, indicating a small, recent burst of star formation.Comment: Accepted for publication in MNRAS. 16 pages, 19 figure

    SPATIAL FUTURES: ASPIRATIONS AND ACTIONS REGARDING FORM AND SPATIAL CHANGE IN JOHANNESBURG

    A report for Group Strategy, Policy Coordination and Relations, City of JohannesburgAddressing the racially divided, sprawling and socially inequitable spatial form of South African cities has been key to strategic spatial planning and urban spatial frameworks in South African cities, including in Johannesburg. These ideas were included in the Johannesburg 2006 Growth and Development Strategy (GDS), and in the 2011 GDS, which focused more strongly on resilience, but making strong links to spatial form. They have also been a consistent element of various rounds of Johannesburg Spatial Development Frameworks (SDFs). However, despite several of these concerns being embodied in national urban and city policies, objectives to restructure cities spatially have proven to be very difficult to achieve, and there is a growing frustration and questioning of whether some of these objectives are still appropriate. At the same time, the urban restructuring agenda, and the areas that spatial policy addresses have been constrained in practice, and there are several gaps and silences in the issues that are addressed. This paper provides a discussion of the choices, tensions, and trade-offs facing spatial policy in Johannesburg. It considers whether the policy objectives expressed in existing spatial policies (including the Johannesburg GDS and SDF) are still relevant, and address key spatial dynamics and issues. It does this by exploring several key areas of debate around the spatial form of cities and spatial policy internationally, examining how they manifest in Johannesburg, and highlighting these choices, tensions and trade-offs. It recognises, as a starting point, that while urban spatial policies have some power to shape spatial change, spatial trends and dynamics occur in a complex environment, where there are many drivers and shapers of spatial change. As emphasised in the position paper on ‘Strategic Planning in a Turbulent and Uncertain Context’, spatial policies that hope to influence spatial change need to understand the (shifting) key trends and drivers that affect space, including demographic, economic and social patterns that influence the demand for space. There are many examples of spatial plans which missed key trends, vastly over- or under- estimated population growth, and consequently planned for spatial forms which proved to be inappropriate. The spatial form of cities is also shaped by markets of various forms. Planning may attempt to engage with and regulate or direct these markets in the interests of its social and spatial goals and objectives, but it does not have completely free reign. Further, there are frequently disjunctures between strategic spatial planning and implementation, reflecting limits in terms of capacity, political will, institutional cooperation/integration and other factors. Finally, city spatial policies do not occur in isolation, nor do spatial policies necessarily have the power desired by planners. Spatial change and spatial form is critically affected by infrastructural investments, particularly in relation to transport (roads, transit systems), which are frequently follow a different planning process and logic (UN-Habitat, 2009). Likewise, differences between spheres of government and sectoral departments with power to invest in the built environment are also key to the disjunctures between spatial plans and outcomes. The emphasis on housing delivery on scale, along with cheaper land on the periphery, has undermined spatial policies towards urban compaction both internationally (Buckley et al., 2016) and in South Africa (Charlton, 2014). The recent international emphasis on ‘mega- projects’ is often driven by the private sector (such as major gated estates), but also by parts of the public sector (for example eThekwini’s airport). It is also influencing spatial change, bypassing spatial plans or forcing their adaptation (Shatkin, 2008; Robbins et al, 2015; Todes, 2014). This paper explores several key points of focus and debate affecting the spatial futures of cities, particularly in relation to Johannesburg. It draws out the key choices, tensions and trade-offs in these areas, and their implications for future spatial planning in Johannesburg. These include: • The debate over the creation of a more compact urban form, versus expanding and sprawling cities, including the discussion of new cities and satellite cities. Sustainability and resilience as key discourses and their implications for urban spatial form, and the role of transport and mobility will be considered in this context. Understandings of densification, how it is encouraged and managed will also be discussed. • Trends towards social exclusion versus arguments for spatial justice and the right to the city. This discussion considers trends towards privatised and splintered urbanism, gated communities, gentrification, and safety and security as a driver. It also discusses other dimensions of exclusion/inclusion—race, gender and the question of migrant spaces, and policies on socio-spatial integration. • Processes of spatial change in poor neighbourhoods, and initiatives to improve conditions there, including upgrading informal settlements, the growth of informal trade, addressing backyard housing. • Relationships between space and economic development, including the dynamics of growth and decline across the city, debates over promoting development on the periphery versus existing areas of agglomeration, and initiatives to promote economic development in townships. • City-region and multi-scalar governance, including the extent to which metropolitan governance addresses competing tensions and interests across the city, cross-border issues, and disjunctures and tensions between spheres of government.A report for Group Strategy, Policy Coordination and Relations, City of JohannesburgAA201

    Eternal Urban Youth? Waithood and Agency in Ethiopian and South African settlements

    It is often reported that young people in Africa, the Middle East and North African regions are stuck in situations of ‘waithood’, unable to progress to full adulthood. Utilising a series of innovative research methodologies that included life history interviews, surveys, media training and qualitative interviews, the research project’s aim was the co-production of data, in order to delve into the housing and work nexus in two non-central locations in Ethiopia and South Africa. The variety of mixed methods that were used yielded a depth&nbsp;of engagement and allowed the researchers to deepen and nuance ideas of waithood and stuckness. The rich and varied data showed how young people move through moments of stuckness and moments of movement, and that some movement is possible even when faced with difficult and sometimes overwhelming structural challenges. It also demonstrated how co-produced research can assist young people in moving forward and countering the experience of stuckness and waithood

    Strategic Planning in a Turbulent and Uncertain Context`

    A report for Group Strategy, Policy Coordination and Relations, City of JohannesburgUncertainty and turbulence is a perennial feature of the context within which cities must plan but there are time periods in which a sense of uncertainty is heightened. This has been the case in the period since the Global Financial Crisis of 2007/08 where the experience of uncertainty has reached levels not known since the Great Depression of the 1930s. The Financial Crisis was an ‘uncertainty shock’ but it has left tremors in its aftermath. As one commentator put it, the recovery from the crisis has been “anaemic, brittle and fraught with uncertainty” (Tyson 2015). The combination of economic uncertainty in the contemporary period with political turbulence, global terrorism, and anxieties over climate change has created a ‘perfect storm’ of uncertainty. Wiltbank et al. (2006) write that “unknowability (true unpredictability) can be a disquieting and disruptive phenomenon.” This is especially so for the activity we call ‘planning’ which, almost by definition, requires some degree of confidence in our expectations for the future. The legitimacy of planning depends on the extent to which is can handle radical uncertainty. While the more traditional forms of planning may be helpless in the face of this uncertainty, there are, fortunately, approaches to planning within contexts of uncertainty that have evolved in both corporate and public sector planning practice since at least the late 1960s. In this paper we begin by outlining some of the dimensions of uncertainty, both globally and for the context of Johannesburg, focussing on aspects relating to demography, environmental threats, economy, society and politics, acknowledging, of course, that these are all profoundly interrelated. We then explore the multifaceted literature on planning for uncertainty, using the framework provided by Wiltbank et al. (2006) which distinguishes between approaches which are concerned with the better positioning of an institution within an uncertain environment, and those which actively attempt to shape environments. We apply the useful elements of the varying approaches to a brief analysis of Johannesburg’s current Growth and Development Strategy (GDS) exploring the extent to which the GDS has successfully accommodated uncertainty. We conclude with recommendations on how a new or revised GDS may better respond to uncertainty. Our approach to this study is broadly informed by a key insight offered by Peter Drucker in his seminal piece, ‘Planning for Uncertainty’ published in The Wall Street Journal in 1992. Drucker asked the question “What must we do––in fact, what must we become––if we are to successfully navigate the treacherous waters of unpredictability?” He argues, with reference to corporate planning but with relevance to public sector planning, that traditional approaches to dealing with uncertainty are not helpful: Uncertainty––in the economy, society, politics––has become so great as to render futile, if not counterproductive, the kind of planning most companies still practice: forecasting based on probabilities. (Drucker 1992) Drucker suggests an alternative approach to thinking about the future. Instead of asking “what is most likely to happen?" planning for uncertainty asks, instead, “what has already happened that will create the future?” This is the approach we take below in outlining dimensions of uncertainty. Our analysis is not futuristic and speculative but rather asks what the existing or emergent trends, and identified risks, are and what this may mean for the future. The reality, of course, is that the future is thoroughly unpredictable and we can only present these dimensions as illustrative of the scope of uncertainty and not as the basis of any form of projection. More important, appreciating these sorts of uncertainties, is how we can proceed with non-predictive forms of planning. A critical question that will address further in the text is whether our planning should focus only on adapting to uncertainty, or whether it should actively seek to shape the nature of the uncertainty. We do not assume that uncertainty is necessarily negative. In the corporate literature, at least, there is a strong recognition that uncertainty brings opportunity. This is arguably also the case in planning for the future of large and complex cities. Kaplan (2008) writes that, with uncertainty “often the basic meaning of a situation is up for grabs”. With uncertainty comes the opportunity to rewrite scripts in more desirable ways.
