    Solar Irradiance Observed from PVO and Inferred Solar Rotation

    Solar irradiance in the extreme ultraviolet flux (EUV) has been monitored for 11 years by the Pioneer Venus Orbiter (PVO). Since the experiment moves around the Sun with the orbital rate of Venus rather than that of Earth, the measurement gives us a second viewing location from which to begin unravelling which irradiance variations are intrinsic to the Sun, and which are merely rotational modulations whose periods depend on the motion of the observer. Researchers confirm an earlier detection, made with only 8.6 years of data, that the EUV irradiance is modulated by rotation rates of two families of global oscillation modes. One family is assumed to be r-modes occupying the convective envelope and sharing its rotation, while the other family (g-modes) lies in the radiative interior which as a slower rotation. Measured power in r-modes of low angular harmonic number indicates that the Sun's envelope rotated about 0.7 percent faster near the last solar maximum (1979 thru 1982) than it did during the next rise to maximum (1986 to 1989). No change was seen in the g-mode family of lines, as would be expected from the much greater rotational inertia of the radiative interior

    Development and growth of hatchery-reared larval Florida pompano (Trachinotus carolinus)

    Although the Florida pompano (Trachinotus carolinus) is a prime candidate for aquaculture, the problematic production of juveniles remains a major impediment to commercial culture of this species. In order to improve the understanding of larval development and to refine hatchery production techniques, this study was conducted to characterize development and growth of Florida pompano from hatching through metamorphosis by using digital photography and image analysis. Newly hatched larvae were transparent and had a large, elongate yolk sac and single oil globule. The lower and upper jaws as well as the digestive tract were not fully developed at hatching. Rotifers were observed in the stomach of larvae at three days after hatching (DAH), and Artemia spp. were observed in the stomach of larvae at 14 DAH. Growth rates calculated from total length measurements were 0.22 ±0.04, 0.23 ±0.12, and 0.35 ±0.09 mm/d for each of the larval rearing trials. The mouth gape of larvae was 0.266 ±0.075 mm at first feeding and increased with a growth rate of 0.13 ± 0.04 mm/d. Predicted values for optimal prey sizes ranged from 80 to 130 μm at 3 DAH, 160 to 267 μm at 5 DAH, and 454 to 757 μm at 10 DAH.     Rigorous upper limits on the vertical heat transport in two dimensional Rayleigh-Benard convection between stress-free isothermal boundaries are derived from the Boussinesq approximation of the Navier-Stokes equations. The Nusselt number Nu is bounded in terms of the Rayleigh number Ra according to Nu0.2295Ra5/12Nu \leq 0.2295 Ra^{5/12} uniformly in the Prandtl number Pr.     The use of job aids for visual inspection in manufacturing and maintenance

    Visual inspection is a task regularly seen in manufacturing applications and is still primarily carried out by human operators. This study explored the use of job aids (anything used to assist the operator with the task, such as lists, check sheets or pictures) to assist with visual inspection within a manufacturing facility that inspects used parts. Job aids in the form of inspection manuals were used regularly during the inspection process, and how accurately they were followed was dependent on a number of factors such as size of part, experience of the operator, and accuracy of the inspection manuals. If the job aids were well structured, well written and accessible, then the inspectors were seen to follow them, however for certain jobs inspectors were seen to change the inspection order making inspection more efficient. The findings of the study suggest that prior experience can help in designing efficient, easy to use job aids and that a collaborative approach to design as well as using pictorial examples for comparison purposes would improve the inspection process

    Seasonal Solow residuals and Christmas: a case for labor hoarding and increasing returns

    In aggregate unadjusted data, measured Solow residuals exhibit large seasonal variations. Total Factor Productivity grows rapidly in the fourth quarter at an annual rate of 16 percent and regresses sharply in the first quarter at an annual rate of ?24 percent. This paper considers two potential explanations for the measured seasonal variation in the Solow residual: labor hoarding and increasing returns to scale. Using a specification that allows for no exogenous seasonal variation in technology and a single seasonal demand shift in the fourth quarter, we ask the following question: How much of the total seasonal variation in the measured Solow residual can be explained by Christmas? The answer to this question is surprising. With increasing returns and time varying labor effort, Christmas is sufficient to explain the seasonal variation in the Solow residual, consumption, average productivity, and output in all four quarters. Our analysis of seasonally unadjusted data uncovers important roles for labor hoarding and increasing returns which are difficult to identify in adjusted data.Seasonal variations (Economics)

    Genetic Dissection of a QTL Affecting Bone Geometry.

    Parameters of bone geometry such as width, length, and cross-sectional area are major determinants of bone strength. Although these traits are highly heritable, few genes influencing bone geometry have been identified. Here, we dissect a major quantitative trait locus (QTL) influencing femur size. This QTL was originally identified in an F2 cross between the C57BL/6J-hg/hg (HG) and CAST/EiJ strains and was referred to as femur length in high growth mice 2 (Feml2). Feml2 was located on chromosome (Chr.) 9 at ∼20 cM. Here, we show that the HG.CAST-(D9Mit249-D9Mit133)/Ucd congenic strain captures Feml2 In an F2 congenic cross, we fine-mapped the location of Feml2 to an ∼6 Mbp region extending from 57.3 to 63.3 Mbp on Chr. 9. We have identified candidates by mining the complete genome sequence of CAST/EiJ and through allele-specific expression (ASE) analysis of growth plates in C57BL/6J × CAST/EiJ F1 hybrids. Interestingly, we also find that the refined location of Feml2 overlaps a cluster of six independent genome-wide associations for human height.     Cost-Effectiveness of Stronger Woodframe Buildings

    We examine the cost-effectiveness of improvements in woodframe buildings. These include retrofits, redesign measures, and improved quality in 19 hypothetical woodframe dwellings. We estimated cost-effectiveness for each improvement and each zip code in California. The dwellings were designed under the CUREE-Caltech Woodframe Project. Costs and seismic vulnerability were determined on a component-by-component basis using the Assembly Based Vulnerability method, within a nonlinear time-history structural-analysis framework and using full-size test specimen data. Probabilistic site hazard was calculated by zip code, considering site soil classification, and integrated with vulnerability to determine expected annualized repair cost. The approach provides insight into uncertainty of loss at varying shaking levels. We calculated present value of benefit to determine cost-effectiveness in terms of benefit-cost ratio (BCR). We find that one retrofit exhibits BCRs as high as 8, and is in excess of 1 in half of California zip codes. Four retrofit or redesign measures are cost-effective in at least some locations. Higher quality is estimated to save thousands of dollars per house. Results are illustrated by maps for the Los Angeles and San Francisco regions and are available for every zip code in California

    Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a “delegated management” contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firm—contracted separately by more than one agency in the same region—on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a “delegated management” contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdiction—Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful
