A central limit theorem for a localized version of the SK model

In this note, we consider a SK (Sherrington--Kirkpatrick)-type model on Z^d for d greater or equal to 1, weighted by a function allowing to any single spin to interact with a small proportion of the other ones. In the thermodynamical limit, we investigate the equivalence of this model with the usual SK spin system, through the study of the fluctuations of the free energy.Comment: 22 page

Rede Nacional de Escolas de Governo no Brasil: aprendizagens e desafios

Este artigo apresenta a evolução de reflexões sobre o papel da Rede Nacional de Escolas de Governo no Brasil, em sequência a trabalhos apresentados em congressos anteriores do CLAD (Carvalho, 2005, 2009). O contexto brasileiro, nos aspectos que mais afetam os desafios postos aos processos de capacitação profissional de servidores públicos, é inicialmente apresentado, para facilitar a apreensão das experiências que serão analisadas. Em seguida, é feita a caracterização da Rede Nacional, apontando-se alguns de seus resultados. Outras experiências de Rede, em geral atuando como “sub-redes” da Rede Nacional são descritas: relata-se a situação da articulação das escolas de governo no âmbito do Poder Executivo Federal, o chamado “Sistema de Escolas de Governo da União”; em seguida são apresentadas três experiências existentes no nível subnacional, de redes em funcionamento em três dos estados brasileiros, tratando dos casos da “Rede Estadual de Escolas de Governo do Paraná”, do projeto em implantação denominado “Rede Escola de Governo do Estado do Rio Grande do Sul”, e da “Rede Estadual de Escolas de Governo do Ceará”. Em seguida, faz-se o relato da articulação em rede das escolas vinculadas aos tribunais de contas, a “Rede de Educação Corporativa dos Tribunais de Contas”. Static Output Feedback: On Essential Feasible Information Patterns

In this paper, for linear time-invariant plants, where a collection of possible inputs and outputs are known a priori, we address the problem of determining the communication between outputs and inputs, i.e., information patterns, such that desired control objectives of the closed-loop system (for instance, stabilizability) through static output feedback may be ensured. We address this problem in the structural system theoretic context. To this end, given a specified structural pattern (locations of zeros/non-zeros) of the plant matrices, we introduce the concept of essential information patterns, i.e., communication patterns between outputs and inputs that satisfy the following conditions: (i) ensure arbitrary spectrum assignment of the closed-loop system, using static output feedback constrained to the information pattern, for almost all possible plant instances with the specified structural pattern; and (ii) any communication failure precludes the resulting information pattern from attaining the pole placement objective in (i). Subsequently, we study the problem of determining essential information patterns. First, we provide several necessary and sufficient conditions to verify whether a specified information pattern is essential or not. Further, we show that such conditions can be verified by resorting to algorithms with polynomial complexity (in the dimensions of the state, input and output). Although such verification can be performed efficiently, it is shown that the problem of determining essential information patterns is in general NP-hard. Questões da saúde digital para o SUS: a “saúde móvel” e a automação algorítmica do saber-poder da medicina

A pandemia de covid-19 acelerou a chamada transformação digital da saúde. Uma de suas faces pode ser vista no uso progressivo de aplicativos móveis dedicados à prevenção de doenças e à promoção à saúde (mSaúde). Todavia, ainda há muitas lacunas de conhecimento e problematizações sobre saúde digital para subsidiar seu uso e implementação no âmbito da saúde coletiva. Este ensaio pretende se somar às caracterizações e análises das consequências assistenciais, sociais, políticas, legais e éticas da saúde digital. A hipótese a ser defendida é que a transformação digital da saúde acarreta a automação algorítmica do saber-poder da medicina. Para desenvolver este ensaio, foram realizadas extensa revisão bibliográfica, investigação e descrição de aplicativos de mSaúde, a partir de estudos críticos sobre saúde digital propostos por Deborah Lupton.The current pandemic has accelerated digital health transformation. One of its faces refers to the progressive use of mobile applications dedicated to care, disease prevention, and health promotion – e.g., mHealth. However, many gaps in the knowledge and questions about digital health to support its use and implementation persist in the scope of Public Health. With that in mind, this study aims to contribute to their assistance, social, political, legal, and ethical characterizations and analyses. The hypothesis we intend to test is that the digital transformation of health care leads, for better or for worse, to the algorithmic automation of the knowledge-power of medicine. From impacts to dependencies : a first global assessment of corporate biodiversity risk exposure and responses

There is growing awareness that biodiversity loss poses a significant risk to the global economy, but a lack of clarity on what this means for corporations, and how they are responding. This study provides a first quantitative assessment of biodiversity risk exposure across the world's largest listed companies, compared with their adoption of biodiversity policies, through analysis of disclosures from a sample of 11,812 companies from 2004 to 2018. We find that companies have started responding strategically to biodiversity risk, with 29% having adopted a biodiversity policy by 2018. However, around $7.2 trillion of total enterprise value remains exposed to unmanaged biodiversity risk. Companies in sectors with material impacts on biodiversity tend to have high levels of response, but there is poorer responsiveness to material biodiversity dependency risks. A natural-capital-based view (NCBV) of the firm is proposed to theorise how corporations are constrained by both their impacts and dependencies on natural capital. © 2022 The Authors.
